HomeMy WebLinkAboutResolutions - 2022.05.12 - 35483fro'AKLAND'Fe COUNTY MICHIGAN BOARD OF COMMISSIONERS May 12, 2022 MISCELLANEOUS RESOLUTION #22-149 , Sponsored By: William Miller III Water Resources Commissioner - Resolution Declaring Oakland County as a Designated WaterTown Chairperson and Members of the Board: WHEREAS WaterTownsOO are a collection of municipalities dedicated to assisting other cities, villages, and townships within the Clinton River Watershed to advance watershed management, the blue economy, tourism, and green infrastructure within the watershed; and WHEREAS the Watertown® initiative is managed by the Clinton River Watershed Council, a nonprofit organization dedicated to protecting, enhancing and celebrating the Clinton River, its watershed, and Lake St. Clair for the benefit of communities within the watershed; and WHEREAS the Clinton River Watershed includes the counties of Oakland, Macomb, St. Clair, Lapeer, and Wayne; and WHEREAS Oakland County recognizes and appreciates the recreational and economic potential of this critical water resource and the importance of preserving the assets of the Clinton River and Lake St. Clair while protecting and improving water quality; and WHEREAS Oakland County desires to incorporate environmental best management practices as an integral part of its community planning and development; and WHEREAS Oakland County is located within the Clinton River Watershed, and is a member of the Clinton River Watershed Council; and WHEREAS there is no financial commitment required to participate in the WaterTown® initiative; and WHEREAS Oakland County desires to collaborate with the Clinton River Watershed Council to develop and implement a local Watertown® strategy. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners by this resolution declares Oakland County to be a participant in this initiative and to become a designated WaterTownOO . BE IT FURTHER RESOLVED that no budget amendment is required. DATE: May 4, 2022 Oakland County has been invited by the Clinton River Watershed Council, a non-profit organization dedicated to the protection and preservation of the Clinton River and its watershed, to become a designated WaterTown®. Of the 28 Oakland County municipalities within the Clinton River Watershed, 15 have already become a WaterTown®. Before Oakland County can receive such a title, it must first demonstrate support of the designation in the form of a formal resolution. A WaterTown® is a community -based place -making municipality designed to help other municipalities in the Clinton River Watershed leverage assets to help improve water quality and alleviate climate change impacts by promoting and implementing green'infrastructure and advancing water -oriented community and recreation opportunities. Oakland County would be the first county to receive the WaterTown® designation in the Clinton River Watershed. Funding for the WaterTown® program is provided to the Clinton River Watershed Council by the Fred A. and Barbara M. Erb Family Foundation. The program will assist Oakland County in selecting one or more sites for conceptual design support to incorporate green infrastructure and place -making opportunities. There is no cost to Oakland County for becoming a WaterTown® designee and having a conceptual site design developed. A watershed is an area of land where water naturally collects and drains to a common outlet such as the outflow of a reservoir, mouth of a bay, or any point along a stream channel. The 760-square mile Clinton River Watershed includes land located in Oakland, Macomb, Lapeer, St. Clair, and Wayne counties. Requested Action: Recommend adoption of the attached Resolution.
