Sheriffs Office - Interlocal Agreement Amendment #2 to Extend the FY2021 Interlocal Agreement with
Oakland Community Health Network (OCHN) for Medicated -Assisted Treatment (MAT) and Jail
Alliance with Support (JAWS) Programming Positions at the Oakland County Jail
Chairperson and Members of the Board:
WHEREAS the Oakland County Sheriff's Office is requesting to amend the Fiscal Year (FY) 2021 Interlocal
Agreement with the Oakland County Health Network (OCHN) for the FY2021 Medication -Assisted Treatment
(MAT) Program and the Jail Alliance with Support (JAWS) Program to extend for an additional six (6) month
period to cover services from April 1, 2022 through September 30, 2022; and
WHEREAS the OCHN will reimburse the County in the amount not to exceed $45,633.50 for one (1) full-time
eligible (FTE) Inmate Casework Specialist position (#4030301— 12026) to work on the MAT and JAWS
Programs for April 1, 2022 through September 30, 2022; and
WHEREAS the OCHN will reimburse the County in the amount not to exceed $73,340.50 for one (1) full-time
eligible (FTE) Inmate Caseworker position (#4030301 — 06577) to offer mental health services to inmates
having serious and persistent mental illnesses and two (2) part-time non -eligible (PTNE) Inmate Caseworker
positions (#4030301 — 11611 and 11612) to work on the JAWS program for April 1, 2022 through September
30, 2022; and
WHEREAS the not to exceed amount for the FTE Inmate Caseworker position (#4030301 — 06577) is $40,637
for April 1, 2022 through September 30, 2022 and excludes fringe benefits; the not to exceed amount for the
two PTNE Inmate Caseworker positions (#4030301 — 11611 and 11612) is $32,703.50 and excludes fringe
benefits.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves
Amendment #2 to the Interlocal Agreement with the Oakland County Health Network for the FY 2021
Medication -Assisted Treatment Program and Jail Alliance with Support Program in the amount of $118,974 for
the time period April 1, 2022 through September 30, 2022.
BE IT FURTHER RESOLVED to continue one (1) General Fund/General Purpose (GF/GP) full-time eligible
(FTE) Inmate Casework Specialist position (#4030301 — 12026), one (1) GF/GP full-time eligible (FTE) Inmate
Caseworker position (#4030301 — 06577), and two (2) GF/GP part-time non -eligible (PTNE) 1,000 hours per
year Inmate Caseworker positions (#4030301 — 11611 and 11612).
BE IT FURTHER RESOLVED that the continuation of these positions is contingent upon continued
reimbursement funding.
BE 1T FURTHER RESOLVED the FY 2022 budget is amended as detailed in the attached Schedule A.

AND
THE OAKLAND COUNTY COMMUNITY HEALTH NETWORK

The Parties, COUNTY OF OAKLAND ("County"), OAKLAND COUNTY SHERIFF
("Sheriff'), and OAKLAND COUNTY COMMUNITY HEALTH NETWORK ("OCHN"),
agree and aclmowledge that the purpose of this Amendment is to modify as provided herein and
otherwise continue the present contractual relationship between the Parties as described in their
current Medication -Assisted Treatment (MAT) Program and Jail Alliance With Support (JAWS)
Program Contract ("Contract").
This Amendment #2 shall take effect on April l; 2022 and shall extend the terms of the Contract
through September 30, 2022 or is terminated by any of the Parties pursuant to section 17 of the
Contract.
In consideration of the mutual promises, representations, assurances, agreements and provisions
in the Contract and this Amendment the adequacy of which is hereby acknowledged by the Parties,
the Parties agree to amend the contract as follows:
1. The Contract shall reflect fiscal years "2021-2022" in the title of the Contract;
2. Section 15.1 Term of the Contract shall be amended to extend the term to cover services
beginning October 1, 2020 and shall remain in effect until September 30, 2022,
3. Exhibit III Section 1 shall be amended to the following;
1) OCHN shall fund the County in a NOT TO EXCEED (NTE) amount for the
following position:

one (1) full-time eligible Inmate Casework Specialist, including fringe
benefits, in the amount of $89,104.00 for services from October 1, 2020
through September 30, 2021, $44,552.00 for services from October 1, 2021
through March 31, 2022, and $45,633.50 for services from April 1, 2022
through September 30, 2022,
4. Exhibit IV Section 1 shall be amended to the following:
1) OCHN shall fund the County in a NOT TO EXCEED (NTE) amount for the
following positions:
(1) full-time eligible Inmate Caseworker, (which excludes fringe benefits.
The County of Oakland shall be responsible for fringe benefit costs) in the
amount of $73,231.00 for services from October 1, 2020 through
September 30, 2021, $36,615.50 for services from October 1, 2021 through
March 31, 2022, and $40,637.00 for services from April 1, 2022 through
September 30, 2022.
• two (2) part-time. non -eligible Inmate Caseworkers in the amount of
$58,901.00 for services from October 1, 2020 through September 30, 2021,
and $29,450.50 for services from October 1, 2021 through March 31, 2022,
and $32,703.50 for services from April 1, 2022 through September 30,
2022, There are no fringe benefits for both positions.
Except as modified herein, all other terms of the Contract remain in full force and effect
through the date of September 30, 2022.
For and in consideration of the mutual assurances, promises, acknowledgments, warrants,
representations and agreements set forth in the Contract and this Amendment, and for other good
and valuable consideration, the receipt and adequacy of which is hereby acknowledge, the
undersigned hereby execute this Amendment 2'on behalf of the Parties, and by doing so legally
obligate and bind the parties to the terms and conditions of this Amendment 2.
