DEMOCRATIC CAUCUS MINUTES
June 7, 2022
Meeting called to order by Caucus Chairperson Kristen Nelson at 5:03 p.m. in the
Courthouse Committee Room A, 1200 N. Telegraph Road, Pontiac, Michigan.
Roll called.
COMMISSIONERS PRESENT: Cavell, Charles, Gershenson, Jackson, Luebs,
Markham, McGillivray, Miller, Nelson, Powell, Woodward. (11)
EXCUSED ABSENCE WITH NOTICE: None. (0)
Quorum present.
The following people addressed the Caucus during Public Comment #1: Kathryn Kennedy
and Ross Barranco.
Moved by McGillivray seconded by Luebs the minutes of the May 12, 2022 Caucus be
approved.
A sufficient majority having voted in favor, the minutes were approved.
The members of the Caucus discussed the Board Agenda.
Chairperson Kristen Nelson addressed the Caucus to discuss the Consent Agenda.
Commissioner David Woodward addressed the Caucus regarding Legislative Affairs and
Government Operations Committee item 15a. entitled: Resolution Supporting the 2022
Stepping Up Initiative to Reduce the Number of People with Mental Illness in Jails.
Discussion followed.
Chairperson Kristen Nelson addressed the Caucus to announce Commissioner Michael
Spisz will be introducing an amendment at tonight’s Board meeting regarding Legislative
Affairs and Government Operations committee item 15a. entitled: Board of
Commissioners – Resolution Supporting the 2022 Stepping Up Initiative to Reduce the
Number of People with Mental Illnesses in Jails.

Commissioner Penny Luebs addressed the Caucus regarding Public Health and Safety
Committee item 16a. entitled: Indigent Defense – Grant Application with the Michigan
Indigent Defense Commission for FY 2023.
Commissioner David Woodward addressed the Caucus to announce that the financial
resources for the Indigent Defense Commission Grant positions will be fully covered
under the grant.

Commissioner David Woodward addressed the Caucus to announce Commissioner
Robert Hoffman will be introducing three resolutions at tonight’s meeting entitled: Board
of Commissioners – Resolution Supporting Senate Bills 818 and 819 to Require the
Detroit Institute of Arts and Detroit Zoological Society to Comply with Michigan’s Freedom
of Information Act and Michigan’s Open Meetings Act, Board of Commissioners –
Resolution Opposing Senate Bill 446 to Amend Article II (Zoning Authorization and
Initiation) of the Michigan Zoning Enabling Act and Board of Commissioners – Resolution
Urging the Governor of Michigan to Grant Clemency to Temujin Kensu.

Commissioner David Woodward addressed the Caucus to announce Commissioner
Charlie Cavell will be introducing a resolution at tonight’s meeting entitled: Resolution –
Partnering with Lighthouse Michigan for a Guaranteed Income Pilot Program in Oakland
County.
Commissioner David Woodward addressed the Caucus to announce a resolution will be
introduced at tonight’s meeting entitled: Board of Commissioners – Resolution
Recognizing Juneteenth (June 19) as an Oakland County Government Holiday for 2022.
Chairperson Kristen Nelson addressed the Caucus to introduce Robert Wittenberg,
Treasurer, Oakland County and Jody DeFoe, Chief Deputy Treasurer, Oakland County.
Robert Wittenberg, Treasurer, Oakland County and Jody DeFoe, Chief Deputy Treasurer,
Oakland County, addressed the Caucus to discuss efforts the Oakland County Treasury
Department is taking to prevent property foreclosures and the steps that are needed to
register for foreclosed property auctions.

April Lynch, Deputy Oakland County Executive, Hon. Jeffrey Matis, Chief Circuit Court
Judge, Oakland County, and Kevin Oeffner, Circuit Court Administrator, Oakland County,
addressed the Caucus regarding the State of Michigan Supreme Court order for all
Michigan Courts to be closed on June 20, 2022 in recognition of the Juneteenth holiday.

Commissioner David Woodward addressed the Caucus to recommend support to
suspend the rules during tonight’s meeting to immediately take up item 20e. entitled:
Board of Commissioners – Resolution Recognizing Juneteenth (June 19) as an Oakland
County Government Holiday for 2022.
The following people addressed the Caucus during Public Comment #2: Kathryn Kennedy
and Ross Barranco.
The Caucus adjourned at 8:07 p.m. until June 23, 2022, at 6:00 p.m.
