APPROVAL OF THE PREVIOUS MINUTES Taub moved approval of the minutes of January 22, 2001 as printed. Supported by Webster. Motion carried on a voice vote. BOARD OF COMMISSIONERS – APPOINTMENT TO ELECTIONS SCHEDULING COMMITTEE Pursuant to Act 345 of 1968, the Elections Scheduling Committee consists of one township clerk, OAKLAND COUNTY BOARD OF COMMISSIONERS 1200 N. Two members were appointed by the Board on January 10, 2001, to fill the township clerk and city clerk seats. Mr. Caddell was asked to provide a recommendation on an appointment for the School District Board of Education member. In response, Mr. Caddell has recommended Mr. Thomas Bryce, a member of the Waterford Township Board of Education. Moss moved approval of the attached suggested Report. Supported by Friedman Appel. Motion carried unanimously on a roll call vote with Law absent. DEPARTMENT OF INFORMATION TECHNOLOGY – YEAR 2001 INFORMATION TECHNOLOGY USER RATES As a result of the Committee’s previous review and the Finance Committee’s action requesting a resolution to approve the 2001 user rates, a proposed resolution was before the Committee. Mr. Pardee distributed his response to Mr. Webster’s request regarding information on Federal OMB Circular A-87 – Cost Principles for State and Local Government, providing a brief summary in conjunction with the written material. Moss moved approval of the attached suggested Resolution. Supported by Taub. Motion carried unanimously on a roll call vote with Law absent. DEPARTMENT OF INFORMATION TECHNOLOGY/DIGITAL INFORMATION SERVICE CENTER – REVISION OF @CCESS OAKLAND MASTER FEE STRUCTURE TO INCLUDE COMMERCIAL/INDUSTRIAL PROPERTY PROFILE Information Technology is recommending revisions to its @CCESS Oakland Master Fee Structure to incorporate the commercial and industrial property profile, as well as pricing changes on several existing products. Suarez moved approval of the suggested Resolution. Support ed by Taub. Motion carried unanimously on a roll call vote with Law absent. Friedman Appel moved to reconsider the Resolution. Supported by Taub. Motion to reconsider carried unanimously on a roll call vote. Taub moved approval of the attached suggested Resolution. Supported by Crawford. Friedman Appel moved to amend the resolution to add a second BE IT FURTHER RESOLVED paragraph to read: BE IT FURTHER RESOLVED that digital pictures of Commercial and Industrial property be made available throu gh @ccess Oakland to all qualified subscribers. DEPARTMENT OF INFORMATION TECHNOLOGY – CREATION OF A SENIOR DATA BASE ADMINISTRATION CLASSIFICATION, AND RECLASSIFICATION OF ONE (1) POSITION As a result of Personnel’s review of the duties and responsibilities of the Data Base Administration Unit, Personnel is recommending that a Senior Data Base Administrat or classification be created to provide an experienced technical specialist to assist the unit supervisor and handle the most difficult data base programming and operational issues. The unit currently consists of one supervisor and six Data Base Administrators. Taub moved approval of the attached suggested Resolution. Supported by Moss. Motion carried unanimously on a roll call vote. DEPARTMENT OF INFORMATION TECHNOLOGY – FIRST QUARTER 2001 DEVELOPMENT APPROPRIATION TRANSFER The resolution authorizes First Quarter 2001 Data Processing Development appropriation transfers and budget amendments for user departments. Taub moved approval of the attached suggested Resolution. Supported by Suarez. Motion carried unanimously on a roll call vote. DEPARTMENT OF INFORMATION TECHNOLOGY 2001/2002 MASTER PLAN Ms. McKenna briefly explained how the 2001/2002 IT Master Plan was compiled through Leadership Groups representing various user departments. The Group assists in establishing project priorities. Project labor and cost estimates are then established and adjusted on an ongoing basis and reported through quarterly updates to the Master Plan. Suarez moved to receive and file the Information Technology 2001/2001 Master Plan. Supported by Taub. Motion carried on a voice vote. DEPARTMENT OF INFORMATION TECHNOLOGY 2001/2002 MASTER PLAN QUARTERLY STATUS The Quarterly report represents Information Technology’s adjusted project priorities and labor distribution figures for activity during the first quarter, 2001. Mr. Daddow provided an overview of ongoing efforts relating to the Child Support Enforcement System (CSES) as a follow-up to the previous meeting’s discussion. An executive summary on the County’s major computer and related projects was provided to Commissioners. He noted that this same information had been provided to Standard & Poors and Moodys as part of a larger packet for the County’s purpose of maintaining its bond rating. GENERAL GOVERNMENT COMMITTEE Page 4 February 05, 2001 Mr. Poisson noted that the County will be embarking on a public relati ons project to let citizens know what is going on as regards the CSES system. Commissioners will also be provided with talk points for their attendance at the Michigan Association of Counties conference next week. Taub moved to receive and file the Information Technology 2001/2001 Master Plan Quarter Status Report. Supported by Moss. Motion carried on a voice vote. Suarez moved to receive and file the Information Technology Major Computer and Related Project Summary. Supported by Crawford. Motion carried on a voice vote. COMMUNICATIONS A. Motion carried on a voice vote. OTHER BUSINESS/ADJOURNMENT Commissioners were provided with a revised membership application packet for the Oakland County Senior Advisory Council. On behalf of Mr. Larsen, the Board’s Lansing lobbyist, Ms. Mitchell distributed copies of the following legislation to committee members: House Bill 4090: A bill to amend P.A. 236 of 1961 to increase mileage rates for jurors. Senate Bill 76: A bill to amend P.A. 236 of 1961 to increase the number of sixth judicial circuit court judges from 16 to 17 and provide 2, rather than 1, additional judge effective January 1, 2003 (subject to section 550). GENERAL GOVERNMENT COMMITTEE Page 5 February 05, 2001 Senate Bill 77: A bill to amend P.A. 236 of 1961 to provide for the use of magistrates within each judicial circuit, to define a magistrate’s qualifications, powers and duties and to define what acts would constitute contempt involving matters before a magistrate.
