APPROVAL OF THE PREVIOUS MINUTES McPherson moved approval of the minutes of February 5, 2001, and February 22, 2001, as printed. Supported by Crawford. Motion carried on a voice vote. DEPARTMENT OF HUMAN SERVICES/CHILDREN’S VILLAGE DIVISION – “SEXUALLY TRANSMITTED DISEASE PREVALENCE AND REPRODUCTIVE HEALTH SERVICES FOR ADOLESCENT WOMEN IN SPECIAL SETTINGS” GRANT APPLICATION Children’s Village is applying to the U.S. Center for Disease Control and Prevention (CDC) for FY 2001 supplemental funds in the amount of $125,000 to conduct a data collection and health services program for adolescent females at-risk of sexually-transmitted diseases. The CDC is requesting that Children’s Village conduct a one-year pilot project for the state. Children’s Village will collaborate with the Oakland County Jail, Common Ground/Sanctuary and the Pontiac School District’s Teen Health Centers. The required substance abuse treatment piece will be provided by Brighton Hospital, Crossroads for Youth, Inc. and Pathway Family Center. If funding is awarded, it is anticipated that several part-time positions will be requested. Suarez moved approval of the attached suggested Resolution. Supported by Moss. Motion carried unanimously on a roll call vote with Taub absent. COUNTY EXECUTIVE – PROFESSIONAL SERVICES CONTRACT FOR LEGISLATIVE LOBBYIST FIRM The County Executive is proposing to continue contracting with the firm of Muchmore Harrington Associates, Inc. to provide lobbying services in Lansing on behalf of Oakland County. Law moved approval of the attached suggested Resolution. Suppor ted by Crawford. Motion carried unanimously on a roll call vote with Taub absent. DEPARTMENT OF HUMAN SERVICES – SHARED FUNDING AGREEMENT WITH THE UNITED STATES GEOLOGICAL SURVEY TO CONDUCT A COMPREHENSIVE, COUNTYWIDE WATER RESOURCE STUDY Human Services is proposing to enter into a shared funding agreement with the United States Geological Survey to conduct a comprehensive water resource study over four calendar years. Total costs are estimated at $600,000 over 5 Fiscal Years, with the County contributin g $395,000. The last comprehensive report on water resources was published in 1972. The study will include the monitoring of water levels in all six headwaters located within Oakland County and data will be reported in the form of a document similar to t he previous publication. A map will also be developed from this information to assist the County with water quality management issues. Moss moved approval of the attached suggested Resolution. Supported by McPherson. Moss moved to amend the resolution to strike the words “authorizes and commits to fund” and insert “commits to fund, as authorized” in the BE IT FURTHER RESOLVED paragraph. Supported by Suarez. Motion to amend carried on a voice vote. Main motion, as amended, carried unanimously on a roll call vote with Taub absent. GENERAL GOVERNMENT COMMITTEE Page 3 February 26, 2001 MR #01008 – BOARD OF COMMISSIONERS – CREATION OF JAIL DIVERSION FOR PERSONS WITH MENTAL ILLNESS TASK FORCE The resolution will formalize efforts currently in progress to properly address the treatment and incarceration of mentally-ill individuals. Ms. Russell explained that this group is currently looking at doing a pre-booking program so that these individuals would be immediately diverted to treatment and alternative housing. Ms. Russell distributed a draft outlin e for the task force. Application will also be made through the U.S. Attorney General ‘s Office to capture funds for officer training. Suarez moved approval of the attached suggested Report. Supported by Moss. Motion carried unanimously on a roll call vote with Taub absent. COMMUNICATIONS A. OTHER BUSINESS/ADJOURNMENT Mr. McPherson requested that Ms. Chamberlain, as well as representatives from those communities involved, be invited to attend the next General Government Committee meeting regarding the progress on the Woodward Dream Cruise.
