SHERIFF’S DEPARTMENT – USE OF FORFEITED FUNDS OAKLAND COUNTY BOARD OF COMMISSIONERS 1200 N. Buckley Eric Coleman Brenda Causey-Mitchell PUBLIC SERVICES COMMITTEE Page 2 February 27, 2001 The Sheriff is requesting authorization to utilize a portion of drug forfeiture funds. The funds would be used to upgrade and add a better camera system for the surveillance van, as well as adding a microwave downlink for the Helicopter, Base Station and Command Vehicle, along with radio dispatch equipment. Garfield moved approval of the attached suggested Resolution. Supported by Crawford. Moffitt moved to amend the Upgrade Estimate Cost Sheet to strike “Repair Satellite Phone” at a cost of $4,547.43. Supported by Crawford. Amendment carried on a voice vote. Main motion, as amended, carried unanimously on a roll call vote with McPherson and Coleman absent. SHERIFF’S DEPARTMENT – CONTRACT FOR FIRE DISPATCH SERVICES FOR THE CHARTER TOWNSHIP OF COMMERCE AND CREATION OF ONE SHERIFF COMMUNICATION AGENT At the request of the Charter Township of Commerce, the Sheriff’s Department has been requested to dispatch fire calls for the Commerce Township Fire Department. The Sheriff Department, along with the Department of Management and Budget, is recommending the attached contract for dispatching services at a flat rate of $28,000 per year for this agreement and to negotiate a new three-year agreement after expiration on 3/31/2002. Included in this resolution, is an offset for increased revenue for an additional dispatcher. Obrecht moved approval of the attached suggested Resolution. Supported by Galloway. Motion carried unanimously on a roll call vote with McPherson and Coleman absent. AGENDA Item #3, Sheriff’s Department – Deafness Awareness Training for Law Enforcement Officers Grant Acceptance was pulled from the Agenda. There were no objections. SHERIFF DEPARTMENT – 2000 PUBLIC ACT 302 TRAINING FUNDS REIMBURSEMENT APPLICATION This is an application for ongoing reimbursement by the Michigan Justice Training Commission to the Oakland County Sheriff for required training of depu ties. The Sheriff may request reimbursement of the costs incurred by the Sheriff, in training his officers in approved programs. For 2000, the Sheriff expended, and is requesting, $99,589.37 to be reimbursed. Galloway moved to accept the Grant Application as information. Supported by Garfield. Motion carried unanimously on a roll call vote with Coleman absent. OFFICE OF THE PROSECUTING ATTORNEY – FAMILY AND DOMESTIC VIOLENCE POLICING STRATEGIES GRANT The Office of the Prosecuting Attorney is applyin g to the Michigan Office of Drug Control Policy under the Byrne Memorial Formula Grant Program, Local Law Enforcement Block Grant Program. PUBLIC SERVICES COMMITTEE Page 3 February 27, 2001 The funding will be used to provide a 24-hour, 7-day-a-week standing investigative task force to handle child abuse cases. This would be run through the Sheriff’s Department; however, the State Police would be involved. The application requests funding in the amount of $251,052 with a 25% match. It would fund one Assistant Prosecutor IV, one Deputy Sheriff II, and one Social Worker I. McPherson moved to approve the Prosecuting Attorney’s Grant Application. Supported by Buckley. Obrecht moved to amend the report to state “Report to Frank Millard, Chairperson, Oakland County Board of Commissioners” on line 1. On lin es 2 and 4, change to read “Public Services Committee” instead of Fiscal Services Division. Supported by Sever. Motion to amend carried on a voice vote. Main motion, as amended, carried unanimously on a roll call vote with Coleman absent. CIRCUIT COURT/FRIEND OF THE COURT – 2001 ACCESS AND VISITATION GRANT APPLICATION/ACCEPTANCE The Friend of the Court submitted a renewal application to the State Court Administrative Office for a 2001 Access and Visitation Grant. This is the third year for this Grant . It is a cooperative effort between HAVEN and the Friend of the Court in facilitating visitation for certain cases, as determined by the Court. The Friend of the Court has been awarded the grant for services performed, through such agencies, not to exce ed $55,000 for January 1, 2001, through December 31, 2001. The HAVEN will provide 15.6% matching funds, in the amount of $8,600. There is no cost to the County. Crawford moved to approve the attached suggested Resolution. Supported by Obrecht. Motion carried unanimously on a roll call vote with Coleman absent. CIRCUIT COURT/FAMILY DIVISION – BYRNE MEMORIAL FORMULA GRANT APPLICATION Circuit Court/Family Division is requesting a Byrne Memorial Formula Grant for funds to be used to implement a juvenile drug court in Oakland County that will serve up to 40 youths per year, when fully operational. This post -adjudication program will target substance abusing youth that are repeat offenders, charged with alcohol and controlled substance related violations. The application involves the creation of one full-time eligible Drug Court Probation Specialist and one part-time, non-eligible Data Entry Clerk. The application amount of $228,278 requires a County Match of $114,497, for a total of $342,775. The contract period is from October 1, 2001 through September 30, 2002. Crawford moved approval of the Grant Application. Supported by Causey -Mitchell. Moffitt moved to amend the grant report to strike the words “Fiscal Services Division” and insert “ the words “Public Services Committee”.
