PERSONNEL/SELECTION & PLACEMENT – APPEAL HEARING REGARDING MICHAEL
YOUNG’S APPEAL REQUEST FOR CLASSIFICATION AGENT (MINIMUM QUALIFICATIONS):
Mr. Young did not attend the meeting.
Galloway moved no further action be taken on this matter. Supported by Buckley.
Motion carried on unanimous roll call vote with Moffitt absent.
MR #01047 CIRCUIT COURT/FAMILY DIVISION/FOC AND MANAGEMENT &
BUDGET/REIMBURSEMENT/CHILD SUPPORT ACCOUNTING – CREATION OF ONE FOC TEAM
AND ONE PTNE JUNIOR ACCOUNTANT POSITION:
Each year since its inception the Family Court has received more new cases than it has been able to dispose of.
The Circuit Court Bench is proposing to increase the number of judges serving in Family Court to 6 and 2/3. The
Friend of the Court assigns FOC teams (A FOC Referee, FOC Family Counselor, Domestic Support Specialist and
FOC Case Assistant) to act as case service support for Family Court Judges. Management & Budget furnishes a
Junior Accountant to support the FOC teams. A FOC team (4 positions) and one PTNE Junior Accountant position
are requested.
Coleman moved the Personnel Committee Report to the full Board with the recommendation MR #01047
be adopted. Supported by Galloway.

MR #01034 DEPARTMENT OF INFORMATION TECHNOLOGY – CREATION OF A SENIOR DATA
BASE ADMINISTRATOR CLASSIFICATION, AND RECLASSIFICAITON OF ONE (1) POSITION:
The Personnel Department recently reviewed the duties and responsibilities of the Data Base Administration unit
within the Information Technology Department and found that the establishment of a senior classification would
provide an experienced technical specialist to assist the Supervisor - DBA and handle the most difficult data base
programming and operational issues.
Coleman moved the Personnel Committee report to the full board with the recommendation that MR
#01034 be adopted. Supported by Buckley.
Motion carried on a unanimous roll call vote.
PERSONNEL/HUMAN RESOURCES – SALARY ADMINISTRATION SECOND QUARTERLY
REPORT FOR FY 2001:
The Salary Administration Study Group Reports approved by the Board of Commissioners for Grades 1 – 21
provide for a process for departments and employees to request a review of the salary grade placement of
classifications. The Second Quarterly Report for FY 2001 identifies the reviews requested and the salary grade
changes recommended by the Personnel Department after completion of this review process.
Brian moved approval of the attached suggestion resolution. Supported by Gregory.
Motion carried on unanimous roll call vote with Coleman absent.
PERSONNEL/HUMAN RESOURCES – APPEAL OF SALARY GRADE DETERMINATION FROM
TOM PLOTINSKI, SHERIFF CRIME LAB CHEMIST:
The Personnel Department conducted a Salary Grade Review of the duties performed by Thomas Plot inski,
Chemist-Crime Lab at the Sheriff Department. The Personnel Department concluded there should not be a salary
grade increase. Mr. Plotinski has appealed the Personnel Department’s determination on this issue.
Gregory moved this item be referred to the Job Evaluation Review Panel for an appeal hearing.
