The meeting was called to order by Chairperson Law at 10:47 a.m . in Committee Room A,
Auditorium Wing, County Service Center, Pontiac, Michigan.

MOTION TO APPROVE AGENDA:
Chairperson Law indicated he had a request to amend the agenda by moving Item #5, Countywide
Elected Officials' Salaries, to the beginning of the Agenda.
Gregory moved to amend the agenda. Supported by Coleman.
Motion carried on a voice vote.
Coleman moved to approve the agenda as amended. Supported by Galloway.
Motion carried on a voice vote.
APPROVAL OF MINUTES OF May 2, 2001:
Coleman moved to approve the minutes of May 2, 2001 as printed. Supported by Galloway.
Motion carried on a unanimous roll call vote with Moffitt and Buckley absent.

COUNTYWIDE ELECTED OFFICIALS SALARIES:
A national survey of elected official compensation plans indicates that adjustment of Oakland County's
county-wide elected official compensation plans is warranted by merit and market factors. This resolution
requests an 8.6% adjustment in salaries for countywide elected officials.
Moffitt moved approval of the attached suggested resolution. Supported by Law.
Motion carried on unanimous roll call vote with Buckley absent.
PERSONNEL – EXTENSION OF MERIT SYSTEM ELIGIBILITY LISTS:
The Personnel Department is requesting the extension of five Eligibility Lists.
Coleman moved to approve the extension of the lists. Supported by Brian.
Motion carried on unanimous roll call vote with Galloway and Buckley absent.
MR #01130 SHERIFF'S DEPARTMENT – CONTRACT AMENDMENT #1 FOR LAW
ENFORCEMENT SERVICES IN ADDISON TOWNSHIP:
Addison Township is requesting to amend their contract to add one Deputy II (w/fill-in) changing the total
number of Deputy II's from five to six and bring the total number of contracted deputies to seven. This
amendment will take effect on May 26, 2001.
Coleman moved the Personnel Committee Report to the full Board with the recommendation MR
#01130 be adopted. Supported by Brian.
Motion carried on unanimous roll call vote with Galloway and Buckley absent.
MR #01129 SHERIFF'S DEPARTMENT – CONTRACT AMENDMENT #4 FOR LAW
ENFORCEMENT SERVICES IN THE CHARTER TOWNSHIP OF OAKLAND 1999-2003:
The Charter Township of Oakland is requesting to amend their contract to add one Deputy II (no -fill),
bringing the total number of contracted deputies to twelve. It is further requested that one marked vehicle
(with mobile, prep, MDC and video camera) be added to the County fleet.
Coleman moved the Personnel Committee Report to the full Board with the recommendation MR
#01129 be adopted. Supported by Brian.
Motion carried on unanimous roll call vote with Buckley absent.

MR #01126 INFORMATION TECHNOLOGY/DISC/ - ADDITIONAL POSITIONS FOR
GEOGRAPHICAL INFORMATION SYSTEM (GIS) PROJECTS:
Project Management data shows that the GIS program has expanded to require current GIS staff be fully
utilized for support and maintenance of initiatives. Existing staff levels do not provide adequate hours for
enhancement and new project development. Information Technology is requesting a new classification
and one position of Project Manager, one position of User Support Specialist II and one position of
Application Analyst/Programmer III in the Digital Information Service Center Division of Information
Technology.
Suarez moved the Personnel Committee Report to the full Board with the recommendation MR
#01126 be adopted. Supported by Brian.
Motion carried on unanimous roll call vote with Buckley absent.
PRESENTATION REGARDING OAKLAND EMPLOYMENT DIVERSITY COUNCIL:
Judy Eaton, Frank Russell, J.R. Taylor and Andy Pettress explained the Council's mission is to assume the
leadership role in creating a forum to advance employment diversity for Oakland County's governmental
agencies, private businesses, community service agencies and its citizens. "The Centerpoint Diversity Job
Expo" will be held Tuesday, May 29, 2001 from 11:00 a.m. to 7:00 p.m. at the Detroit Marriott Pontiac at
Centerpoint.
The Committee requested the Council to report back on the results of the job expo. The Committee would
also like to see a copy of the Articles of Incorporation and By Laws plus a list of the Board of Directors
when they are elected.
PERSONNEL – AFFIRMATIVE ACTION REPORT:
Oakland County is committed to the goal of having in its workforce the number of females and minorities
equal to their representation in the civilian labor market. The 2000 Affirmative Action Report shows the
County's overall workforce is comprised of 54.9% females and 12.3% minority employees.
Coleman moved to receive and file the Affirmative Action Report. Supported by Gregory.
Motion carried on a voice vote.
COMMUNICATIONS:
The Committee congratulated Judy Eaton, Director of Personnel, on receipt of the A.M."Biff" Elliott
Achievement Award and recognition from the Michigan ChildCare Challenge for child care benefits
offered to Oakland County employees.
Coleman moved to Receive and File the Communication Items A, B and C. Supported by Suarez.
