The meeting was called to order by Chairperson Law at 10:38 a.m. in Committee Room A,
Auditorium Wing, County Service Center, Pontiac, Michigan.

APPROVAL OF MINUTES OF JUNE 28, 2001:
Brian moved to approve the minutes of June 28, 2001 as printed. Supported by
Coleman.
Motion carried on a voice vote.
OAKLAND COUNTY JUVENILE ACCOUNTABILITY INCENTIVE BLOCK GRANT
ACCEPTANCE (JAIBG)
The Michigan Family Independence Agency awarded Oakland County a federal pass -
through grant totaling $602,142 of which $541,928 is from the State, as a Federal pass -
through, and the balance, $60,214, is the County's match. The grant award prov ides
continued funding of the FY 2000 programs and for the creation of four new positions
which include one SR Probation Officer I position for the Prosecutor's Teen Court Program,
one SR Para-legal position for the Prosecutor's Teen Court Program, one SR Community
Corrections Specialist I position for the Community Correction's In-Step Program and one
Social Worker I position for Prosecutor's School Violence Program. The award also
provides funding for the operating and other expenses related to these positions and
programs. Acceptance of this contract does not obligate the County to any future
commitment.
Coleman moved to report to the full Board with the recommendation this resolution
be adopted. Supported by Brian.
Suarez moved to amend the resolution as follows:
In the 5th WHEREAS paragraph, change "favor" to 'favorable'
In the NOW THEREFORE BE IT RESOLVED paragraph, change "May 31, 2002" to
'March 31, 2002'.
Strike the first BE IT FURTHER RESOLVED paragraph – substituting:
"BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners
authorizes the creation of one (1) SR Probation Officer I position and one (1) SR Para-
legal position for the Teen Court Program in the Juvenile unit of the Prosecutor's
Office, and the creation of one (1) SR Social Worker I position for the School
Violence Program in the Victim Services unit of the Prosecutor's Office."
Supported by Coleman.
Amendment carried on a voice vote.

and Gregory absent.

CULTURAL DIVERSITY PRESENTATION
Judy Eaton informed the Committee that Dorothy Brown, of Dorothy J. Brown &
Associates, was unable to attend today's meeting due to illness of a family m ember.
Coleman moved to Table this item until the next meeting of the Personnel
Committee, July 25, 2001. Supported by Buckley.
Motion carried on a voice vote.
PERSONNEL/HUMAN RESOURCES – SALARY ADMINISTRATION THIRD QUARTERLY
REPORT FOR FY 2001
The Salary Administration Plan provides for a review and appeal process. It requires
presentation of a quarterly report to the Personnel Committee of reviews conducted during
the quarter by the Personnel Department and of appeals heard by the Job Evaluation
Review Panel. The Personnel Committee and Board of Commissioners must approve any
recommended changes in grade level prior to becoming effective. Funds are contained in
the FY01 budget specifically for Classification and Rate Changes resulting from these
reviews.
Coleman moved approval of the attached suggested resolution. Supported by
Buckley.
Motion carried on unanimous roll call vote with Galloway, Moffitt and Gregory
absent.
PERSONNEL DEPARTMENT, SUCCESSION PLANNING
Oakland County Government's current workforce demographics indicate a large
percentage of employees will be eligible to retire during the next five years. A planned
approach to prepare for future vacancies in higher-level management positions is desirable
and necessary to insure a smooth transition of leadership and a stable workforce. The
Personnel Department is requesting a $70,000 appropriation from the Fringe Benefit fund
to support the first phase of a succession planning initiative.
A summary sheet of the scope of the proposed program was distributed.
The Personnel Committee determined they had insufficient information to make a decision
on this matter. They requested more detailed information on DDI, the firm chosen by the
Personnel Department, and a contract before deciding this issue.
Coleman moved to Table this item to the next meeting of the Personnel Committee,
July 25, 2001. Supported by Buckley.

FY2002 CLASSIFICATION AND SALARIES ISSUES
Judy Eaton presented the package containing the County Executive's recommendations to
the Personnel Committee regarding classification and salary issues for the 2002 Budget.
To be added to the list:
Recommended FY2002 Salary Increase for the County Executive , Prosecuting
Attorney, County Clerk/Register of Deeds, Drain Commissioner, Sheriff and County
Treasurer
Suarez moved that the Personnel Committee Report to the full Board with the
recommendation that a 4% salary increase be effective September 22, 2001, subject
to final approval. Support by Moffitt.
Motion carried on a voice vote.
Recommended FY2002 General Salary Increases
Coleman moved that the Personnel Committee Report to the full Board with the
recommendation that a 4% salary increase for Salary Grades 1-21 be effective
September 22, 2001, subject to final approval. Further to increase all remaining
classifications not represented by bargaining units by 4%, including appointed
officials, classes designated as exceptions to salary grades 1-21, summer, student,
seasonal, and part-time/hourly classes, but excluding: Appointed Board and
Commission members, Circuit, Probate and District Court Judges which is addressed
by MR 01036, other elected officials which will be addressed by a separate report
and Commissioners. Other increases as per the attached Report. Supported by
Suarez

BUDGET HEARINGS
Chairperson Law indicated he has a request to consider Probate Court Position Requests
out of order. There were no objections.

Buckley moved to tentatively approve the Probate Court position requests as
recommended subject to final approval. Supported by Gregory.

absent.

52ND DISTRICT COURT POSITION REQUESTS

Coleman moved to tentatively approve 52nd District Court – I position requests as
recommended subject to final approval. Supported by Gregory.
Motion carried on unanimous roll call vote with Galloway and Brian absent.
The request by Division I, Novi, Probation, reclassification will be considered on
August 29, 2001 at Budget wrap up, there is a study pending.
DIVISION III
Moffitt moved to tentatively approve 52nd District Court – III position requests as
recommended subject to final approval. Supported by Coleman.
Motion carried on unanimous roll call vote with Galloway and Brian absent.
DIVISION IV
Buckley moved to tentatively approve 52nd – IV position requests by upgrading one
PTNE General Clerical position to full-time District Court Clerk I, subject to final
approval. Supported by Coleman.
Motion carried on unanimous roll call vote with Galloway and Brain absent.
SHERIFF DEPARTMENT POSITION REQUESTS
Moffitt moved to tentatively approve the Sheriff Department position requests as
recommended, subject to final approval. Supported by Gregory.

Gregory moved to postpone discussion on this request until the August 29, 2001
Budget wrap up session to allow the Clerk-Register to provide further information.

Televised Meeting Discussion:
Commissioner Buckley indicated he had been in touch with Bloomfield who had the
following dates available to televise a Personnel Committee meeting: September 12, 2001,
October 3, 2001, and October 17, 2001. The Committee requested Commissioner Buckley
to confirm the date of October 17, 2001 at 10:30 am.
