Supported by Coleman. Motion carried on a voice vote. PERSONNEL – EXTENSION OF MERIT SYSTEM ELIGIBILITY LISTS Under the provisions of Section VI-H-1, of the Merit System Resolution, the Personnel Department is requesting extension of 12 Merit System eligible lists for six months. Suarez moved to approve the extension of the 12 Merit System eligible lists for six months. Supported by Brian. Motion carried on a voice vote. MR #01234 MANDATORY CULTURAL DIVERSITY TRAINING FOR MANAGEMENT STAFF Cross-cultural teamwork and collaboration are essential for organizational success and cultural differences need to be seen as assets in order for an organization to function productively. The Cultural Diversity course provided through Personnel Training and Development provides information, strategies, and skills through activities such as group discussion, video, and role play that will help participants develop personal and professional competence to work and live in a multi-cultural society. This resolution mandates participation in the Cultural Diversity course for all managers, chiefs, and supervisors within Oakland County. Suarez moved to amend the resolution to have the last WHEREAS r ead: "WHEREAS the Personnel Department Committee recommends approval of this resolution." Supported by Brian Motion to amend carried on a voice vote. Suarez moved that the Personnel Committee Report to the full Board with the recommendation MR #01243 be adopted as amended. Supported by Brian. Motion carried on unanimous roll call vote with Moffitt, Buckley and Gregory absent. MR #01270 DEPARTMENT OF INFORMATION TECHNOLOGY – TRANSFER EMERGENCY MANAGEMENT UNIT TO COUNTY EXECUTIVE/ADMINISTRATION, AND CREATE ADMINISTRATOR-EMERGENCY RESPONSE & PREPAREDNESS APPOINTED POSITION Oakland County's emergency management functions are mandated by the Michigan Emergency Management Act to provide for the coordination of all matters pertaining to emergency services, disaster preparedness, and recovery assistance within the County. To achieve a higher visibility of emergency response and preparedness functions, the County executive recommends the transfer of the Emergency Management & E911 Unit and related support staff from the Department of Information Technology to the County Executive Administration Division, retitling of the unit to Emergency Response & Preparedness, and creation of an appointed Administrator-Emergency Response & Preparedness position to oversee the aforementioned functions. The new unit will report directly to the Assistant Deputy County Executive. Suarez moved that the Personnel Committee Report to the full Board with the recommendation MR #01270 be adopted. Supported by Brian. Motion carried on unanimous roll call vote with Moffitt, Buckley and Gregory absent. COUNTY CLERK/REGISTER OF DEEDS – CREATION OF TWO (2) CLERK III POSITIONS IN THE VITAL STATISTICS UNIT New legislation relaxing restrictions on concealed weapons permits has resulted in a considerable increase in the number of applications for CCWs resulting in an increased workload of the County Clerk office, Vital Statistics Unit. The County Clerk is requesting the creation of two Clerk III positions to assist customers. These positions will have a sunset date of 9/20/02 and be reviewed for continuation during the FY03 budget process. Suarez moved that the Personnel Committee Report to the full Board with the recommendation this resolution be adopted. Supported by Brian. Motion carried on unanimous roll call vote with Moffitt, Buckley and Gregory absent.
