Personnel Committee Page 2 November 14, 2001 PUBLIC COMMENT None. APPROVAL OF MINUTES OF OCTOBER 31, 2001 Brian moved to approve the minutes of October 31, 2001 as printed. Supported by Suarez. Motion carried on a voice vote. EXTENSION OF MERIT SYSTEM ELIGIBLE LISTS Under provisions of Section VI-H-1 of the Merit System Resolution, it is requested to extend for another six months six Merit System Eligibility lists. Coleman moved to extend the Eligibility lists as requested. Supported by Suarez. Motion carried on unanimous roll call vote. MR #01302 SHERIFF'S DEPARTMENT – CONTRACT AMENDMENT #2 FOR LAW ENFORCEMENT SERVICES IN THE CHARTER TOWNSHIP OF ROYAL OAK 1999 -2003 Royal Oak Township has approved an amendment to their contract to add One Deputy II (with fill-in) position to bring the contract total to ten. This amendment will take effect on November 24, 2001. Coleman moved the Personnel Committee Report to the full Board with the recommendation MR #01302 be adopted. Supported by Gregory. Motion carried on unanimous roll call vote. MR #01304 SHERIFF'S DEPARTMENT – CONTRACT AMENDMENT #1 FOR LAW ENFORCEMENT SERVICES IN THE CHARTER TOWNSHIP OF BRANDON The Charter Township of Brandon has approved an amendment to their contract to add One Deputy II (no-fill) position to bring the contract total to thirteen. One marked patrol unit (with mobile, prep and MDC) will be added to the County fleet. This amendment will take effect on January 1, 2002. Suarez moved the Personnel Committee Report to the full Board with the recommendation MR #01304 be adopted. Supported by Coleman. Motion carried on unanimous roll call vote. Personnel Committee Page 3 November 14, 2001 MR #01303 SHERIFF'S DEPARTMENT – CONTRACT AMENDMENT #2 FOR LAW ENFORCEMENT SERVICES IN THE CHARTER TOWNSHIP OF OXFORD 1999-2003 The Charter Township of Oxford has approved an amendment to their contract to add One Deputy II (no-fill) position to bring the contract total to thirteen. MR #01295 PARKS AND RECREATION/MOBILE RECREATION AND NATURE PROGRAMS – INCREASE TWO (2) SR PART-TIME ELIGIBLE, 1,500 HR/YR RECREATION SPECIALIST POSITIONS TO FULL-TIME The Oakland County Parks and Recreation Mobile Recreation Program provides a variety of programs, such as sports camp, campground and wave pool recreation, year-round special events, and year-round programs with local communities and teen programs. Requests for these programs have increased necessitating full-time employees to handle the increased responsibilities. The costs for increasing these special revenue positions from part-time eligible to full-time eligible have already been budgeted for in the Parks & Recreation Budget. Coleman moved the Personnel Committee Report to the full Board with the recommendation MR #01295 be adopted. Supported by Buckley. Motion carried on unanimous roll call vote. PUBLIC SERVICES/COMMUNITY CORRECTIONS – UPDATE ON THE GPS STEP DOWN PROGRAM George Miller described the Step Down Program. Twenty-one offenders have been referred to the program. To date seven offenders have successfully completed the program. There are five pending installation. Personnel Committee Page 4 November 14, 2001 MR #01294 MANAGEMENT AND BUDGET DEPARTMENT/FISCAL SERVICES/REIMBURSEMENT – TRANSFER OF MEDICAL CARE FACILITY BILLING FUNCTION AND RELATED PERSONNEL ACTIONS The Department of Management and Budget through the Reimbursement Division ensures that services provided by the County are reimbursed by other agencies whenever appropriate. To consolidate the reimbursement of services, Management and Budget is requesting the transfer of the medical billing function and one Account Clerk II and two Jr. Accountant positions from Fiscal Services to the Reimbursement Division. Gregory moved the Personnel Committee Report to the full Board with the recommendation MR #01294 be adopted. Supported by Buckley. Motion carried on unanimous roll call vote. PERSONNEL/EMPLOYEE RELATIONS – UPDATE ON TEAM PROGRAM Tom Eaton of the Personnel Department reported on the percentage of cases managed within TEAM's short-term counseling process. The statistics fall in the normal range for TEAM Client Companies. Based on the statistics Oakland County's annual utilization rate is expected to exceed 10%. OAKLAND COUNTY WORKPLACE VIOLENCE POLICY This item was not ready for presentation. The Workplace Violence Policy Study Group scheduled a meeting for Wednesday, November 28, 2001 at 9 :30 a.m. PERSONNEL – CHILD CARE FACILITY UPDATE (VIDEO) The Personnel Committee viewed a video presentation of activities at the Child Care Facility. The Committee suggested a marketing effort be undertaken to maximize enrollment to capacity. Commissioner Coleman requested information regarding use of the facility by County satellite office employees. COMMUNICATIONS: Buckley moved to Receive & File Items A and B: A. Personnel Committee Page 5 November 14, 2001 OTHER BUSINESS: Commissioner Coleman asked the Personnel Department to look into a recent situation at the Road Commission regarding Workplace Diversity. Mr. Eaton indicated he would contact the Road Commission describing the County's training program and how to contact the County Contractor. Vice Chairperson Galloway indicated he had a request to hold the Personnel Committee's December 5, 2001 meeting on campus in Committee Room A and not in Bloomfield Township as previously scheduled.
