The meeting of the General Government Committee was called to order at 10:28 a.m. by
Chairperson Patterson, in Committee Room A, Commissioners’ Wing, County Service Center,
Pontiac, Michigan.

Mr. Erwin distributed and read his written comments regarding the Community Mental
Health Authority and MORC (placed on file).
Ms. Cunningham provided the committee with a copy of Judge Kuhn's Opinion and Order in
the matter of Harbor Telegraph, et. al and the City of Pontiac vs. Oakland County Board of
Commissioners, et. al (placed on file).

The Clerk/Register of Deeds is requesting an increase in fees for vital records predicated upon
recent legislation allowing for such increases as detailed in the resolution. In 1992 legislation was
passed authorizing an increase from $10.00 to $13.00 for certified copies. The fee of $10.00
charged by the Clerk for this service has not increased since 1979. The Clerk is requesting
approval to increase several fees and to establish several additional fees for current services, for
which no fee was previously established, to offset the costs of providing these services.
Taub moved approval of the suggested resolution. Supported by Webster.
Taub moved to amend the resolution's NOW THEREFORE BE IT RESOLVED paragraph
to strike (D) ($5.00 for verification of facts).
Supported by Friedman Appel.
McPherson moved to table the resolution. Supported by Moss.

MR #01336 - BOARD OF COMMISSIONERS - URGING ENACTMENT OF LEGISLATION TO
PROVIDE ADDITIONAL PROTECTIONS TO ACTIVE MILITARY RESERVISTS AND NATIONAL
GUARD AGAINST DISCONNECTION OF UTILITY SERVICE
The resolution would encourage the enactment of federal and sta te legislation, and Michigan
Public Service Commission rules, to provide for a moratorium on telephone and utility service
disconnections for the families of National Guardsmen and Reservists called into active duty. Mr.
Garfield stated that reservists and National Guard members constitute 52% of the military. The
Solders' and Sailors' Civil Relief Act provides certain protections to military personnel regarding
property, taxes and contracts but contains no provisions to protect utility services. Legisla tors
would be encouraged to provide this protection not only to overseas military personnel but to those
who have been called to active duty on home soil as part of the nation's efforts to implement
greater security measures as a result of the September 11, 2001, terrorist attack.
Mr. Garfield, sponsor of the resolution, and Messrs. Bressler, Jackson, Jackson and Morton spoke
in support of the resolution.
Moss moved to report to recommend approval of the attached suggested
Resolution.
Supported by Melton.
Motion carried unanimously on a roll call vote.
Mr. Crawford asked to be kept informed on how this effort is progressing.
MR #01318 - BOARD OF COMMISSIONERS - SUPPORT EFFORTS TO ENSURE THE SAFETY
OF MICHIGAN'S BORDERS
The resolution, introduced by Commissioner McPherson, supports the appropriation of emergency
funding for local law enforcement agencies and the National Guard in maintaining safe and
efficient border systems at the Ambassador Bridge, Detroit Windsor Tunnel and Blue Water
Bridge. The Detroit Regional Chamber has developed an action plan for border security and has

been in communication with the office of Homeland Security to address the issue of funding.
McPherson moved to report to recommend approval of the attached suggested res olution.
Supported by Crawford.
Taub moved to report to amend the BE IT FURTHER RESOLVED paragraph to include
Tom Ridge, Office for Homeland Security.
Supported by Melton.
Motion to amend carried on a voice vote.
Main motion, as amended, carried unanimously on a roll call vote.
OAKLAND COUNTY COMMUNITY MENTAL HEALTH AUTHORITY - STATUS UPDATE
The following individuals spoke regarding the current financial status of the Oakland County
Community Mental Health Authority (CMH) and MORC: John Cocciolone, Jackie Wilson, Vickie
Krigner, Paul MacCormack, Dale Prentiss, Elmer Cerano and Joseph Erwin.
Mr. Berrie, Ms. Griffith and Mr. Garrett of the OCCMHA also provided comments on this matter.
Mr. Berrie noted that additional federal funding was available provided that matching dollars could
be provided.
Mr. Garrett reported that CMH is anticipating a $3.5 million shortfall for FY 2001. A copy of the
audit will be provided to the County. It is expected that this shortfall will be paid out of the
Authority's existing General Fund. An anticipated $1 million shortfall for FY 2002 will be made up
within the Authority's existing structure. The Authority expects to have a balanced budget by the
end of this Fiscal Year.
Mr. Patterson asked that every commissioner be provided with a copy of the audit.
