The meeting was called to order by Chairperson Dingeldey at 9:47 a.m. in Committee
Room A, Auditorium Wing, County Service Center, Pontiac, Michigan.

APPROVAL OF MINUTES OF December 5, 2001
Brian moved to approve the minutes of December 5, 2001 as printed. Supported by
Suarez.
Motion carried on a voice vote.
Chairperson Dingeldey requested an item be added to the agenda as Item 7 – Appointment
of a subcommittee to review the salaries of appointed officials.
Moffitt moved to so amend the agenda. Supported by Brian.
Motion carried on a voice vote.
Nancy Scarlet requested the Committee to correct an error in Item #6. It indicates one of
the Classification Determination Hearing Subcommittee members was Vincent Gregory
and should be Eric Coleman.
MR #01337 BOARD OF COMMISSIONERS – ADDITION OF TWO (2) DEPUTY I POSITIONS
TO THE SHERIFF'S TRANSPORT UNIT TO PROVIDE PRISONER TRANSPORT FOR THE 52ND
DISTRICT COURT, THIRD DIVISION
The Transportation Unit of the Oakland County Sheriff's Department is responsible for
transporting inmates to various Courts, police departments, doctors appointments, and to
perform special court ordered details as well as transporting State sentenced inmates
though-out Michigan and picking up state prisoners on various writs. The addition of two
Deputy I positions to the Sheriff's Department Transport Unit would facilitate the transport
of inmates to and from the 52-3 District Court as well as augment the additional transport
responsibilities of the Transport Unit. No additional vehicles are required.
Brian moved the Personnel Committee Report to the full Board with the
recommendation MR #01337 be adopted. Supported by Gregory.
Motion carried on unanimous roll call vote with Galloway, Amos, Buckley and
Coleman absent. Moffitt voted ex officio.
Board Chairperson Law arrived and assumed the ex officio position.
Commissioner Galloway arrived, constituting a quorum. There was no further need for an
ex officio member.

MR #01338 BOARD OF COMMISSIONERS – AMENDING OAKLAND COUNTY DEFAULT
BENEFIT PACKAGE
Oakland County makes available to its employees a generous fringe benefit package. All
full-time employees are covered by a flexible benefits plan called Natural Select. Each year
employees are required to decide how their annual Benefit Dollars are to be used.
Employees who do not make their personal selections during the designated enrollment
period revert to the "Default Benefit Package" which may differ significantly from their
family needs or preferences. This resolution would change the Default Benefit Package to
be a continuation of the benefit options that each employee designated in the prior
enrollment period.
Suarez moved the Personnel Committee Report to the full Board with the
recommendation MR #01338 be adopted. Supported by Brian.

MR #01200 PERSONNEL DEPARTMENT – CREATION OF AN OPTIONAL SUPPLEMENTARY
INCENTIVE FOR NEW (NON-PRESENT EMPLOYEE) HIRING FOR DIFFICULT TO RECRUIT
POSITIONS
Nancy Scarlet updated the Personnel Committee on this program. To date this incentive
has been utilized one time in the Department of Information Technology. A highly
qualified out-of-state candidate filled the position, Program Manager. The amount paid
was $3,887.50. Prior to hire the candidate signed an agreement to repay the entire amount
in the event that she resigned from the position within one year of the date of hire. Future
use of this incentive will be brought before the Personnel and Finance Committees for
approval on a case by case basis.

PERSONNEL – EXECUTIVE SUMMARY OF CLERICAL STUDY
A joint project was entered into with Macomb County to accomplish the following: study
the wide array of clerical classifications within and across counties, identify the core tasks
and competencies required by entry level clerical employees, implement new computer
based testing procedures to better assess an applicant's potential to e xcel as a clerical
employee, and document the test identification and validation process. The Personnel
Department expects to have a proposal for Committee consideration in February.

PERSONNEL – APPOINTMENTS TO THE JOB EVALUATION REVIEW PANEL
The Job Evaluation Review Panel hears appeals of Salary Grade Reviews conducted by the
Personnel Department. The following appointments require concurrence by the Personnel
Committee:

Brian moved the Personnel Committee Report to the full Board with their
concurrence of the above mentioned appointments. Supported by Gregory

absent.
CLASSIFICATION DETERMINATION HEARING SUBCOMMITTEE
The Classification Determination Hearing Subcommittee, a subcommittee of the Personnel
Committee hears appeals of the Personnel Department's determinations of classification
placements as outlined in Merit Rule 3. The Subcommittee is comprised of three members
with one alternate appointment for one-year terms running from January 1st to December
31st,
Chairperson Dingeldey appointed Eric Coleman, George Suarez and David Buckley to serve
as members of the Subcommittee. William Brian as alternate.
Amos moved approval of the above mentioned appointments. Supported by
Gregory.
Motion carried on a voice vote.
SUBCOMMITTEE TO REVIEW THE SALARIES OF APPOINTED OFFICIALS
Per a request from Finance Committee the Personnel Committee is forming a
subcommittee to review the salaries of appointed officials.
