The meeting was called to order by Chairperson Dingeldey at 10:00 a.m. in Committee
Room A, Auditorium Wing, County Service Center, Pontiac, Michigan.

APPROVAL OF MINUTES OF February 6, 2002
Coleman moved to approve the minutes of February 6, 2002 as printed. Supported
by Brian.

MR #02028 CIRCUIT COURT – CREATION OF TWO (2) JUDGESHIPS IN THE SIXTH
JUDICIAL CIRCUIT COURT
The State Court Administrative Office recommends that two Circuit Court Judgeships be
created in the Sixth Judicial Circuit Court with a review of judgeship needs in two years.
The total annual compensation for Circuit Court Judges is $139,919 consisting of a State
share of $94,195 and the County reimbursed share being $45,724. Oakland County must
provide and maintain facilities, personnel and operating costs to operate these judgeships
and court in accordance with the statutes of the State of Michigan, the Michigan Court
Rules, and the Michigan Constitution.
Coleman moved that the Personnel Committee Report to the full Board with the
recommendation MR #02028 be adopted. Supported by Buckley.

MR #01188 SHERIFF – UPDATE ON WORKLOAD AND REVENUE RELATED TO TWO CLERK
III POSITIONS CREATED DUE TO GUN LAW CHANGES
Captain McCabe of the Sheriff's Department indicated applications for concealed weapons
are steady and there is a considerable backlog in processing.
Coleman moved to receive and file this item. Supported by Buckley.

GPS STEP DOWN WORK RELEASE PROGRAM
Barbara Hankey reported the average length of time in the program was 89 days.
Participants served a total of 1,015 days on GPS tether allowing more offenders the
opportunity to enter the Work Release Facility and reduce waiting lists and crowding at the
Main Facility. To improve the program Community Corrections would like to move Pretrial
defendants to the program, revisit participating Judges at Circuit Court, educate all Judges
about the programs and benefits, and expand eligibility to include the OUIL III population.

PERSONNEL – UPDATE ON CHILD CARE PROGRAM
Jordie Kramer distributed enrollment information. Little Oaks will begin providing half day
preschool and pre-kindergarten groups to meet the unique needs of 3, 4, and 5 year olds.
Care is provided for children between the ages of six weeks and five years old. The center
is open from 7 a.m. to 6 p.m. Commissioner Coleman indicated he would like to see some
arrangement made where all employees would be able to afford Little Oaks without the
necessity of State aid.

OAKLAND COUNTY EMPLOYMENT DIVERSITY COUNCIL - UPDATE
Judy Eaton reported on the forum held in October of last year and announced the First
Annual Diversity Conference and Awards Luncheon to be held March 15th at Baker College
of Auburn Hills. A Diversity Job Expo will be held at Pontiac Centerpoint in May and
another forum in the fall.

PERSONNEL DEPARTMENT – FISCAL YEAR 2002-2004 LABOR AGREEMENT FOR
EMPLOYEES REPRESENTED BY TEAMSTERS LOCAL 214
The County of Oakland and Teamsters Local 214 have reached a three -year agreement
providing for a 4% increase for Fiscal Year 2 002, the same increase as the general non-
represented employees for Fiscal Year 2003 and a wage re -opener for Fiscal Year 2004.
Gregory moved approval of the attached suggested resolution. Supported by
Coleman.

PERSONNEL DEPARTMENT – CLERICAL CLASSIFICATION STUDY OUTCOMES
The results of the study support the use of a computerized test that incorporates customer
service and basic computer competency modules in addition to modules that will test skills
previously tested. The study also supports collapsing the current classifications of Clerk I,
Clerk II, Clerk III, Typist I, and Typist II into fewer classifications. Proposed new
classifications will be Clerk, Office Assistant I, and Office Assistant II. Conversion of current
employees into the new classifications will be about April 30, 2002.

PERSONNEL/HUMAN RESOURCES – SALARY ADMINISTRATION SECOND QUARTERLY
REPORT FOR FY 2002
The Salary Administration Study Group Reports approved by the Board of Commissioners
for Grades 1 – 21 provide for a process for departments and employees to request a review
of the salary grade placement of classifications. The Second Quarterly Report for FY 2002
identifies the reviews completed and the salary grade changes recommended by the
Personnel Department.
Amos moved approval of the attached suggested resolution. Supported by Buckley.

Two appeals have been filed by employees. The first is a group of ten Substance Abuse
Program Analysts in the Health Division. The second is from Kristen Hoffman, Senior
Community & Home Improvement Technician in the Community & Home Improvement
division.
Coleman moved to refer these two appeals to the Job Evaluation Review Panel for
hearing. Supported by Gregory.
Motion carried on unanimous roll call vote.
COMMUNICATIONS:
Commissioner Coleman requested more information regarding Item D – Memo from
Prosecutor's Office Regarding Mandatory Cultural Diversity Training. Judy Eaton indicated
she had spoken to Mr. Gorcyca regarding this matter. The Personnel Department will work
with Mr. Gorcyca to design a more appropriate program for the Prosecutors Office.
