APPROVAL OF MINUTES OF July 10, 2002 Amos moved to approve the minutes of July 10, 2002 as printed. Supported by Coleman. Motion carried on a voice vote. EXTENSION OF MERIT SYSTEM ELIGIBILITY LISTS The Personnel Department is requesting the extension of ten Merit System eligible lists. Amos moved approval of the extension of the requested eligibility lists. Supported by Coleman. Motion carried on a unanimous roll call vote with Galloway and Brian absent. MR #02171 COUNTY CLERK/REGISTER OF DEEDS – TRANSFER OF THE CHIEF COURT CLERK POSITION TO CIRCUIT COURT AND THE CREATION OF ONE (1) COUNTY CLERK RECORDS SPECIALIST POSITION IN THE COUNTY CLERK LEGAL RECORDS UNIT The Chief Court Clerk position was created to provide coordination and training to the Court Clerks in the Circuit Court and the County Clerk/Register of Deeds and to perform certain clerical functions within the County Clerk Division. The duties of this position have increased to require more time dedicated to the oversight of the Court Clerks. The County Clerk and Circuit Court are requesting the transfer of the Chief Court Clerk position to the General Jurisdiction Unit of the Circuit Court to provide full-time coverage of the Court Clerk functions. The Clerk is also requesting the creation of a County Clerk Records Specialist in the County Clerk Legal Records Unit to cover responsibilities left unattended by the transfer of the Chief Court Clerk. Amos moved the Personnel Committee Report to the full Board MR #02171 be adopted. Supported by Coleman. Motion carried on unanimous roll call vote with Galloway absent. Personnel Committee Page 3 July 24, 2002 SHERIFF'S DEPARTMENT – AVIATION PROGRAM UPDATE The second helicopter will be delivered this month. The Air Support Unit will then expand from eight hours per day to sixteen. The campus based microwave receiver is in place and functional. It is anticipated that soon the video images picked up by the helicopter camera may be linked, via fiber optics, to any monitor in the county network. Brian moved to Receive & File. Supported by Buckley. Motion carried on a voice vote. SHERIFF'S DEPARTMENT – UPDATE ON USE OF FUNDS ACADEMY TRAINING To date 23 officers have graduated from the OCC Acade my at a cost of $2,600 each. All have been sworn in as fully empowered police officers that subsequently became M.C.O.L.E.S. certified officers. The Training Unit is currently preparing applications for ten additional officers to attend the OCC Academy beginning August 15, 2002. Coleman moved to Receive & File. Supported by Suarez. Motion carried on a voice vote. PUBLIC SERVICES/COMMUNITY CORRECTIONS – UPDATE ON GPS WORK RELEASE STEP DOWN PROGRAM Messrs. Schmidt and Gatt highlighted their report. The GPS Work Release Program has had 14 offenders enrolled from February to June. Ten were successful terminations, one absconded. Revenue generated $13,945.00 The GPS Pretrial Supervision Program has had 35 offenders enrolled from February to June. There have been 21 successful terminations. The program has generated $22,368.00 in revenue. Gregory moved to Receive & File. Supported by Brian. Motion carried on a voice vote. Personnel Committee Page 4 July 24, 2002 OTHER BUSINESS - BUDGET HEARINGS COUNTY EXECUTIVE BUDGET RECOMMENDATION SUMMARY This summary represents the positions requested for the 2003 Budget – General Fund/General Purpose. Only the departments with recommended positions or those appealing the County Executive's decision will come before the Committee. Amos moved to Receive & File. Supported by Galloway. Motion carried on a voice vote. PROSECUTING ATTORNEY Amos moved to tentatively approve the Prosecuting Attorney's position reque sts as recommended subject to final approval. Supported by Brian. Motion carried on a voice vote. The 3 positions (Attorney/Litigation to support the new Circuit Court and 52-2 District Court judges) requested by the Prosecutor and not recommended by the County Executive will be reviewed after the budget process. PARKS & RECREATION Coleman moved to tentatively approve the Parks & Recreation position requests as recommended subject to final approval. Supported by Buckley. Motion carried on a voice vote. SHERIFF'S DEPARTMENT Amos moved to tentatively approve the Sheriff's Department position requests as recommended subject to final approval. Supported by Gregory. Motion carried on a voice vote. HUMAN SERVICES/MEDICAL CARE FACILITY Amos moved to tentatively approve the Medical Care Facility position requests as recommended subject to final approval. Supported by Suarez. Motion carried on a voice vote. Personnel Committee Page 5 July 24, 2002 Commissioner Coleman indicated he had asked for i nformation regarding the Department of Human Services/Health Division – 2001/2002 Comprehensive, Planning, Budgeting and Contracting (CPBC) Agreement Amendment No. 2 Acceptance Resolution regarding services provided by the County Family Planning program at the General Government meeting of July 8th and again at the Personnel Committee meeting of July 10th. Dr. Gordon, Director of Human Services, replied in a memo to Commissioner Patterson on July 18, 2002 that his department had no additional information related to Family Planning at this time. Commissioner Coleman again stated his request for additional information regarding the County Family Planning program and indicated he was preparing a written request for this information.
