The meeting was called to order by Chairperson Dingeldey at 9:38 a.m. in Committee Room
A, Auditorium Wing, County Service Center, Pontiac, Michigan.

Chairperson Dingeldey announced the Personnel Committee was invited to attend a
meeting of Leadership Oakland in the auditorium immediately following the Committee
meeting.
APPROVAL OF MINUTES OF October 2, 2002
Coleman moved to approve the minutes of October 2, 2002 as printed. Supported
by Suarez.
Motion carried on a voice vote.
EXTENSION OF MERIT SYSTEM ELIGIBILITY LISTS
Under provisions of Section VI-H-1, of the Merit System Resolution, it is requested to
extend for another six months several Merit System Eligibility lists as submitted.
Gregory moved to extend the Eligibility lists as requested. Supported by Brian.
Motion carried on a voice vote.
MR #02255 CIRCUIT COURT – CREATION OF CIRCUIT COURT SUPPORT STAFF FOR
NEWLY ELECTED JUDGESHIPS IN THE SIXTH JUDICIAL CIRCUIT COURT
The State of Michigan Legislature authorized statewide reorganization of the courts
enabling the creation of two Circuit Court Judgeships for the Sixth Judicial Circuit Court.
Support Staff requested for these two judges are two Judicial Staff Attorneys, two Judicial
Secretaries and one Circuit Court Records Clerk plus the deletion of one Court Clerk
previously assigned to a visiting judge. Additional positions will be requeste d at a later
time.
Suarez moved the Personnel Committee Report to the full Board with the
recommendation this resolution be adopted. Supported by Galloway.
Motion carried on unanimous roll call vote with Amos and Buckley absent.

PERSONNEL DEPARTMENT – FISCAL YEAR 2003 EXTENSION OF LABOR AGREEMENT
FOR EMPLOYEES REPRESENTED BY THE AMERICAN FEDERATION OF STATE, COUNTY,
AND MUNICIPAL EMPLOYEES (AFSCME) COUNCIL 25, LOCAL 2437
The County of Oakland and AFSCME Local 2437 have agreed to extend the provisions of
the current collective bargaining agreement covering approximately 150 employees of
Probate Court and Circuit Court/Family Court. The parties further agree that the existing
agreement be separated into two agreements; one covering the employees of Probate
Court and the other covering employees of Probate Court transferred to Circuit
Court/Family Court. These agreements provide for a 1.5% increase effective September 21,
2002 and a 1.5% increase effective March 23, 2003, unless a greater increase is approved for
the general, non-represented Court employees.
Commissioner Coleman requested a list of the various unions representing Oakland County
employees.
Brian moved approval of the attached suggested resolution. Supported by Suarez.
Motion carried on a unanimous roll call vote with Amos and Buckley absent.
UPDATE ON CURRENT OAKLAND COUNTY EMPLOYMENT DIVERSITY INITIATIVES
Judy Eaton and Frank Russell highlighted the recent initiatives related to encouraging and
maintaining a diversified employment workforce.
Commissioner Coleman requested a list of Departments indicating how many supervisors
are in the department and how many have attended the mandatory Diversity Training
program.
Brian moved to receive and file the report. Supported by Amos.
Motion carried on a voice vote.
PERSONNEL – UPDATE ON THE LEADERSHIP ACADEMY
Due to anticipated retirements this program was designed to identify potential qualified
candidates to replace supervisory personnel. Twelve individuals have been chosen for this
pilot program in the Executive Department and will participate in a one -year program.
Amos moved to receive and file the report. Supported by Coleman.

Supported by Amos.
Commissioner Gregory requested the Sheriff attend the next Personnel Committee meeting
to discuss jail overcrowding.
Motion carried on a voice vote.
ADJOURNMENT:
There being no further business to come before the Personnel Committee the meeting was
adjourned at 10:50 a.m.
