APPROVAL OF MINUTES OF October 16, 2002
Suarez moved to approve the minutes of October 16, 2002 as printed. Supported
by Coleman.
Motion carried on a voice vote.
EXTENSION OF MERIT SYSTEM ELIGIBILITY LISTS
Under provisions of Section VI-H-1, of the Merit System Resolution, it is requested to
extend for another six months several Merit System Eligibility lists as submitted by the
Personnel Department.
Gregory moved to extend the requested Eligibility lists. Supported by Buckley
Motion carried on unanimous roll call vote with Galloway and Amos absent.
CIRCUIT COURT/52-1 DISTRICT COURT – FY2003 BYRNE GRANT PROGRAM – FROM THE
MICHIGAN OFFICE OF DRUG CONTROL POLICY – COMBINED CONTRACT
The Michigan Department of Community Health, Office of Drug Control Policy, has awarded
grant funding jointly to the 6th Judicial Circuit Court and the 52-1 District Court at Novi in
the amount of $394,933, 25% County match of $98,733 to be funded by SCAO Grant in -kind
funds. No General Fund/General Purpose funds are involved. It is requested one Circuit
Court/General Jurisdiction Community Service Coordinator position be switched from
SCAO to Byrne Memorial Grant funding. One Youth & Family Caseworker II and one PTNE
Technical Aide in Circuit Court/Family Division are requested to continue to be funded by
the Byrne Memorial Grant and one 52-1 District Court Probation Officer I position is
requested to be switched from SCAO to Byrne Memorial Grant funding. Continuation of
these positions is contingent upon continuation of State funding.
Brian moved the Personnel Committee Report to the full Board with the
recommendation this resolution be adopted. Supported by Coleman.

CLERK REGISTER/REGISTER OF DEEDS DIVISION – 4/40 WORKWEEK SCHEDULE OPTION
FOR OFFICE ASSISTANTS I, II AND REAL ESTATE RECORDING CLERKS
This resolution authorizes the Clerk/Register the option of assignin g a 4 day/40 hour
workweek schedule for a six month pilot period to be reviewed for continuation, to
employees of the Office Assistant I and II and Real Estate Recording classifications as
permitted in Merit Rule 2, Section 10.1.2.
Brian moved approval of the attached suggested resolution. Supported by Gregory.
Motion carried on a unanimous roll call vote with Amos absent.
PERSONNEL – UPDATE ON THE EARLY RETIREMENT INCENTIVE PROGRAM
To date 52 people have applied for early retirement. Fifteen applications have been
processed, appointments are scheduled for the rest. The majority of applicants are from
the Drain Office and Children's Village. The goal is to have approximately 250 people out of
the 500 that are eligible to accept the early retirement .
Gregory moved to Receive and File. Supported by Buckley.
Motion carried on a voice vote.
PERSONNEL – UPDATE ON THE CHILD CARE FACILITY
Total enrollment is approximately 80 children, capacity is 108. The hours of operation have
been expanded to accommodate employees work schedules. Accreditation has been
applied for, and should be obtained by the Spring of 2003.
Commissioner Coleman suggested consideration be given to offering child care services to
employees living and working in the south end of the County as it is inconvenient to drive
to the County Campus to drop their children off.
Galloway moved to Receive and File. Supported by Gregory.
