Supported by Causey-Mitchell. Motion carried on a voice vote. PUBLIC COMMENT None. APPROVAL OF THE PREVIOUS MINUTES Coleman moved approval of the minutes of November 12, 2002. Supported by Causey-Mitchell. Motion carried on a voice vote. CONSENT AGENDA ITEMS 52ND DISTRICT COURT, DIVISION II – CREATION OF SUPPORT STAFF FOR ADDITIONAL JUDGESHIP IN THE SECOND DIVISION, CLARKSTON The resolution approves the creation of one District Court Recorder II position and one Court Clerk in the Administration Unit and one Probation Officer I in the Probation Unit effective January 1, 2003. 52ND DISTRICT COURT, DIVISION I – 2003 MICHIGAN DRUG COURT PROGRAM CONTINUATION GRANT CONTRACT ACCEPTANCE The Michigan Supreme Court State Court Administrative Office awarded the 52nd District Court, Division I, in Novi $37,284 through the Michigan Drug Court Program. Oakland County’s in-kind match is $12,428 bringing the total funding to $49,712. Oakland County’s matching funds will come from the Byrne Memorial Grant for FY 2003. 52ND DISTRICT COURT, DIVISION IV – 2003 MICHIGAN DRUG COURT PROGRAM CONTINUATION GRANT The Michigan Supreme Court State Court Administrative Office awarded the 52 nd District Court, Division IV, in Troy $121,444 which includes $35,000 from the State; $55,944 as the County’s in-kind match; $5,500 from the City of Troy and $25,000 from other sources. The funding is for the Michigan Drug Court Program. CIRCUIT COURT/GENERAL JURISDICTION – 2003 MICHIGAN DRUG COURT CONTINUATION GRANT (ADULT PROGRAM) Oakland County Circuit Court was awarded $53,333 to be utilized for the Michigan Drug PUBLIC SERVICES COMMITTEE Page 3 December 3, 2002 Court (Adult Program). Oakland County’s match is $13,333, which will come from the Byrne Memorial Grant, and $40,000 will come from the St ate. CIRCUIT COURT/FAMILY DIVISION – 2003 MICHIGAN DRUG COURT CONTINUATION GRANT Oakland County Circuit Court/Family Division was awarded $140,000 from the Michigan Supreme Court State Court Administrative Office, of which $105,000 will come from the State, and $35,000 is the County match, which will come from the FY 2003 Byrne Memorial Grant. COUNTY EXECUTIVE, EMERGENCY RESPONSE AND PREPAREDNESS – TORNADO WARNING SYSTEM EXPANSION – LYON TOWNSHIP The resolution authorizes the contract between Oakland Coun ty and Lyon Township to purchase two tornado sirens, which will cost $42,000. Lyon Township is responsible for 75% of the cost, which is $31,500. Oakland County will be responsible for the maintenance and electrical costs for the sirens after they are pu rchased. SHERIFF’S DEPARTMENT – CONTRACT AMENDMENT #2 FOR LAW ENFORCEMENT SERVICES IN THE CHARTER TOWNSHIP OF LYON 1999 -2003 The resolution authorizes the creation of one Deputy II position in the Contracted Patrol Unit, Patrol Services Division of the Sheriff’s Department. One unmarked vehicle (with mobile and prep) will also be added to the County fleet. The effective date of this amendment is January 1, 2003. SHERIFF’S DEPARTMENT – CONTRACT AMENDMENT #4 FOR LAW ENFORCEMENT SERVICES IN THE CHARTER TOWNSHIP OF OXFORD 1999-2003 The resolution authorizes the creation of one Deputy II position (no -fill) to the contract between the Oakland County Sheriff’s Department and the Charter Township of Oxford for law enforcement services. The effective date of this amendment is January 1, 2003. SHERIFF’S DEPARTMENT – CONTRACT AMENDMENT #2 FOR LAW ENFORCEMENT SERVICES IN THE CHARTER TOWNSHIP OF SPRINGFIELD 1999-2003 The resolution authorizes the creation of one Deputy II position (with fill -in) in the Contracted Patrol Unit, Patrol Services Division of the Sheriff’s Department between the Charter Township of Springfield and Oakland County. The effective date of this amendment is January 1, 2003. Causey-Mitchell moved approval of the attached suggested resolutions. Supported by Coleman. REGULAR AGENDA ITEMS 52ND DISTRICT COURT, DIVISION I – FY 2003 MICHIGAN SOBRIETY COURT CONTINUATION The resolution authorizes the continuation of two General Fund/General Purpose Probation PUBLIC SERVICES COMMITTEE Page 4 December 3, 2002 Officer I positions in the Probation Unit of the 52 nd District Court, Division I, in Novi. The costs of these positions are to be covered by the money collected by the Sobriety Court. Buckley moved approval of the attached suggested resolution. Supported by Coleman. Motion carried unanimously on a roll call vote with McPherson, Obrecht, Garfield and Sever absent. STATE OF MICHIGAN CHILD SUPPORT ENFORCEMENT SYSTEM (MICSES) MEMORANDUM OF UNDERSTANDING – CONVERSION TO MICHIGAN CHILD SUPPORT ENFORCEMENT SYSTEM 2.4 The resolution authorizes the Chairperson of the Oakland County Board of Commissioners to sign a Memorandum of Understanding for converting to MiCSES, version 2.4 with the Family Independence Agency. In order to meet the implementation deadline of September 30, 2003, signatures from each county’s chief judge and the Chairperson of the Board of Commissioners must be obtained before December 31, 2002 to avoid approximately $142 million in penalties. Coleman moved approval of the attached suggested resolution. Supported by Buckley. Motion carried unanimously on a roll call vote with McPherson, Obrecht, Garfield and Sever absent. COUNTY EXECUTIVE EMERGENCY RESPONSE AND PREPAREDNESS – 2002 STATE DOMESTIC PREPAREDNESS EQUIPMENT GRANT (SDPEG) ACCEPTANCE The Michigan Department of State Police, Emergency Management Division received funding through a federal grant in the amount of $301,790 for equipment and $4,500 for defense exercises. These exercises will enhance the basic defensive capabilities of the state to respond to an incident of domestic terrorism or incident involving weapons of mass destruction. This is a federal pass-through grant funded with no County match. The grant period is from October 1, 2002 to December 31, 2003. Buckley moved approval of the attached suggested resolution. Supported by Coleman. Motion carried unanimously on a roll call vote with McPherson, Obrecht, Garfield and Sever absent. SHERIFF DEPARTMENT – USE OF FORFEITED FUNDS FOR ARMORED VEHICLE The resolution authorizes the Sheriff’s Department to use $275,000 from their Law Enforcement Enhancement Account, which comes from forfeiture funds, to purchase an armored vehicle with a ramp system for the Sheriff Special Response Team. The current Armored Tactical Vehicle, the Dragoon, has a transmission problem, and the manufacturing PUBLIC SERVICES COMMITTEE Page 5 December 3, 2002 company is moving all the parts to Spain. Moffitt moved approval of the attached suggested resolution. Supported by Causey- Mitchell. Motion carried unanimously on a roll call vote with McPherson, Obrecht, Garfield and Sever absent. SHERIFF’S DEPARTMENT – 2003 AUTOMOBILE THEFT PREVENTION AUTHORITY GRANT ACCEPTANCE The Automobile Theft Prevention Authority (ATPA) awarded the Aut o Theft Unit of the Oakland County Sheriff’s Department $277,350, with a required County match of $92,450. The Waterford Police Department was awarded $72,252, with a required Local Jurisdiction match of $24,084, and the Pontiac Police Department was award ed $56,801, with a required local jurisdiction match of $18,934, for a total program cost of $541,871. This resolution authorizes acceptance of the funding. Coleman moved approval of the attached suggested resolution. Supported by Causey-Mitchell. Motion carried unanimously on a roll call vote with McPherson, Obrecht, Garfield and Sever absent. SHERIFF’S DEPARTMENT – 2002/2003 SECONDARY ROAD PATROL GRANT ACCEPTANCE The Michigan Department of State Police – Office of Highway Safety Planning awarded Oakland County with a grant in the amount of $1,047,698. This money would be used to conduct secondary road patrol activities for the period of October 1, 2002 through September 30, 2003, per Public Act 416. This is the 24 th year of this grant, and as of this year it is 100% funded by the State. Causey-Mitchell moved approval of the attached suggested resolution. Supported by Coleman. Motion carried unanimously on a roll call vote with McPherson, Obrecht, Garfield and Sever absent. SHERIFF DEPARTMENT – REPORT ON CONTRACTS WITH PRIVATE ENTITIES Mr. Cunningham submitted a document, per a request by Commissioner Obrecht, that reflects the contracts with the Sheriff’s Department, including the private entities. Mr. Cunningham did a brief presentation on this document. Coleman moved to receive and file the above -mentioned document. Supported by Buckley. Motion carried on a voice vote. PUBLIC SERVICES COMMITTEE Page 6 December 3, 2002 FRIEND OF THE COURT CITIZENS ADVISORY COMMITTEE REPORT Mr. Marengere, Chairperson of the Friend of the Court Citizens Advisory Committee, submitted a request for funding from Oakland County in the amount of $3,304. He also submitted copies of a brochure that they had produced for handing out to citizens. Causey-Mitchell moved to receive and file the above-mentioned report. Supported by McPherson. Motion carried on a voice vote. JAIL DIVERSION FOR PERSONS WITH MENTAL ILLNESS TASK FORCE REPORT Per MR #01008, the Jail Diversion for Persons with Mental Illness Task Force is required to provide a report to the Oakland County Board of Commissioners with recommendations for changes to reduce the mentally ill population in jail. Ms. Russell and Ms. Ciavarella did a brief presentation on what the task force has accomplished. Common Ground, Easter Seals, Oakland County Community Mental Health, Oakland County police agencies, Prosecutor’s Office, Sheriff’s Department, Community Corrections and the Office of Substance Abuse are working closely together to develop and provide a viable jail diversion and training program. A pilot program has already been started in Farmington, and they will be doing one in Southfield, as well. Community Mental Health will be in charge of coordinating the implementation of this program as of January 1, 2003. BUCKLEY ASSUMED CHAIR AT 3:00 P.M. CRAWFORD RE-ASSUMED CHAIR AT 3:02 P.M. Moffitt moved to report to the Board with recommendations to accept the above - mentioned report. Supported by Galloway. Motion carried on a voice vote. PROSECUTING ATTORNEY – ACCEPTANCE OF THE 2003 AUTOMOBILE THEFT PREVENTION AUTHORITY (ATPA) GRANT The Automobile Theft Prevention Authority awarded the Oakland County Office of the Prosecuting Attorney $238,928 for the period of January 1, 2003 through December 31, 2003. This is the 15th year of this grant. The State contribution is $179,196, and the County match is $59,732, which is a 25% match. The grant will continue to fund one SR Assistant Prosecuting Attorney IV position and one SR Assistant Prosecuting Attorney III position. Continuation of this program and personnel is contingent upon continued grant funding. Coleman moved approval of the attached suggested resolution. Supported by Galloway. OTHER BUSINESS/ADJOURNMENT Mr. Crawford thanked Commissioners McPherson, Galloway, Causey-Mitchell and Buckley for their participation on the Public Services Committee, as they will not be returning next year.
