Suarez Personnel Committee Page 2 December 4, 2002 PUBLIC COMMENT None. APPROVAL OF MINUTES OF November 13, 2002 Suarez moved to approve the minutes of November 13, 2002 as printed. Supported By Coleman. Motion carried on a voice vote. Chairperson Dingeldey announced several handouts had been made. The Sheriff's Department requested a resolution involving a contract change for Springfield Township be added to the agenda. Brian moved, "Sheriff's Department – Contract Amendment #2 for Law Enforcement Services in the Charter Township of Springfield 1999-2003" be added to the agenda as Item 6a. Supported by Suarez. Motion carried on a voice vote. Other handouts distributed were a replacement page for Item #3 involving salary and fringe benefit cost and printed information regarding Item #7 – Jail Population Update. 52nd DISTRICT COURT, DIVISION I – FY2003 MICHIGAN SOBRIETY COURT CONTINUATION The 52-1 District Court implemented a Sobriety Court to address the problems of increasing recidivism, increasing use of alcohol and illegal drugs, rising systems costs and an increase in jail days ordered. The program retains offenders in treatment for a specific length of time with a goal of successfully reducing recidivism among repeat drunk drivers. To continue the Court proposes to increase the court cost to $125 to be imposed on all offenders convicted of drinking and driving related charges. Continuation of two Probation Officer I positions is requested, costs to be covered by Sobriety Court charges. Coleman moved the Personnel Committee Report to the full Board with the recommendation the above-mentioned resolution be adopted. Supported by Buckley. Motion carried on a unanimous roll call vote with Amos absent. Personnel Committee Page 3 December 4, 2002 52nd DISTRICT COURT, DIVISION II – CREATION OF SUPPORT STAFF FOR ADDITIONAL JUDGESHIP IN THE SECOND DIVISION, CLARKSTON Act 448 of the Public Acts of 2000 transferred Rose and White Lake Townships from the jurisdiction of the First Division to the Second Division of the 52nd District effective January 1, 2003. The Court is requesting the creation of one District Court Recorder II, one Court Clerk and one Probation Officer I position, effective January 1, 2002, as support staff for the newly transferred judgeship. Suarez moved the Personnel Committee Report to the full Board with the recommendation the above-mentioned resolution be adopted. Supported by Coleman. Motion carried on a unanimous roll call vote with Amos absent. COUNTY CLERK/REGISTER OF DEEDS – CREATION OF SUPPORT STAFF FOR NEWLY ELECTED JUDGESHIPS IN THE SIXTH JUDICIAL CIRCUIT COURT PA 252 of 2001 authorized statewide reorganization of the courts enabling the creation of two Circuit Court Judgeships for the Sixth Judicial Circuit Court. The Board of Commissioners has agreed to provide and maintain facilities, personnel and operating costs to operate these new judgeships. The County Clerk is requesting the creation of two GF/GP Court Clerk positions to support these new judgeships. Coleman moved the Personnel Committee Report to the full Board with the recommendation the above-mentioned resolution be adopted. Supported by Buckley. Motion carried on a unanimous roll call vote with Amos absent. MR #02286 SHERIFF'S DEPARTMENT – CONTRACT AMENDMENT #3 FOR LAW ENFORCEMENT SERVICES IN THE CHARTER TOWNSHIP OF HIGHLAND 1999-2003 The Charter Township of Highland requests an amendment to their current contract which would change eleven Deputy II (with fill-in) to eleven Deputy II (no-fill) and add one Patrol Investigator Deputy II bringing the total number of contracted deputies to twenty. One unmarked vehicle with mobile, prep and MDC will be added to the County fleet. Brian moved the Personnel Committee Report to the full Board with the recommendation MR #02286 be adopted. Supported by Gregory. Motion carried on a unanimous roll call vote with Amos absent. Personnel Committee Page 4 December 4, 2002 SHERIFF'S DEPARTMENT – CONTRACT AMENDMENT #2 FOR LAW ENFORCEMENT SERVICES IN THE CHARTER TOWNSHIP OF L YON 1999-2003 The Charter Township of Lyon requests an amendment to their contract adding one Deputy II (Patrol Investigator) resulting in a total of three Deputy II (Patrol Investigators) being contracted and bring the total number of contracted deputies to thirteen. One unmarked vehicle with mobile and prep will be added to the County fleet. Brian moved the Personnel Committee Report to the full Board with the recommendation the above-mentioned resolution be adopted. Supported by Suarez. Motion carried on a unanimous roll call vote with Amos absent. SHERIFF'S DEPARTMENT – CONTRACT AMENDMENT #4 FOR LAW ENFORCEMENT SERVICES IN THE CHARTER TOWNSHIP OF OXFORD 1999-2003 The Charter Township of Oxford requests an amendment to their contract adding one Deputy II (no-fill) making a total of two Deputy II (no-fill) positions and bring the number of contracted deputies to fifteen. Coleman moved the Personnel Committee Report to the full Board with the recommendation the above-mentioned resolution be adopted. Supported by Brian. Motion carried on a unanimous roll call vote with Amos absent. SHERIFF'S DEPARTMENT – CONTRACT AMENDMENT #2 FOR LAW ENFORCEMENT SERVICES IN THE CHARTER TOWNSHIP OF SPRINGFIELD 1999-2003 The Charter Township of Springfield requests an amendment to their contract adding one Deputy II (with fill-in), resulting in a new total of nine Deputy II's (with fill-in) being contracted and bring the total number of contracted deputies to ten. Personnel Committee Page 5 December 4, 2002 SHERIFF DEPARTMENT – JAIL POPULATION UPDATE Ann Russell of the Sheriff's Department highlighted her report indicating the average daily inmate population has increased by 9% over last year. In 1998 the Sheriff refused to accept inmates on non-assaultive misdemeanors prior to arraignment, this lowered the population until 2002. One reason for the increase in inmate population is a backlash from September 11, 2001 resulted in more arrests and in an election year more people go to jails and prisons. Ms. Russell feels a combined effort by departments involved, County Commissioners, Community Corrections, Sheriff, etc. and a unified approach to the judges with alternative jail programs regarding jail population would carry more weight. Perhaps a task force through the Community Corrections Advisory Board to explore various remedies could be established. PERSONNEL DEPARTMENT – THREE YEAR EXTENSION OF CONTRACT WITH TOTAL EMPLOYEE ASSISTANCE & MANAGEMENT, INC., (T.E.A.M.) T.E.A.M. has provided employee assistance services to the county's full -time and part-time employees since January 1, 2000. This resolution will extend the contract with T.E.A.M. for three years, from January 1, 2003 through December 31, 2005 at a 4% increase per year. Suarez moved approval of the attached suggested resolution. Supported by Coleman. Motion carried on unanimous roll call vote with Amos absent. PERSONNEL/HUMAN RESOURCES – SALARY ADMINISTRATION FIRST QUARTERLY REPORT FOR FY 2003 The Salary Administration Study Group Reports approved by the Board of Commissioners for Grades 1 – 21 provide a process for departments and employees to request a review of the salary grade placement of classifications. Funds have been established in the Classification and Rate Change fund to implement salary grade changes resulting from Salary Administration Quarterly Report recommendations. One salary grade change is recommended: Contract Coordinator from grade 10 to grade 11. Buckley moved approval of the attached suggested resolution. Supported by Galloway.
