Suarez Nancy Wenzel, Committee Coordinator Personnel Committee Page 2 February 26, 2003 PUBLIC COMMENT Judy Eaton invited the Committee to an open house at Little Oaks scheduled for February 26 from 11:00 to 1:00 p.m. to tour the facility and meet the parents and staff. APPROVAL OF MINUTES OF February 5, 2003 Suarez moved approval of the February 5, 2003 minutes as printed. Supported by Long. Motion carried on a voice vote. EXTENSION OF MERIT SYSTEM ELIGIBILITY LISTS Provisions of Section VI-H-1, of the Merit System Resolution allows for the extension of Merit System eligible lists. The Personnel Department is requesting the extension of several lists as submitted. Suarez moved approval to extend the requested lists. Supported by Long. Motion carried on a voice vote. AMENDMENT OF THE FY 2003 GENERAL APPROPRIATIONS ACT AND THE FY 2003 AND FY 2004 BUDGET In an effort to both maintain the FY 2003 budget balance and help reduce the FY 2004 Phase 2 budget task the County Executive is requesting an amendment to the General Appropriations Act. The establishment of a Budget Transition Fund is requested to account for appropriation reductions and revenue enhancements implemented in FY 2003 which are to be transferred to the General Fund on September 30, 2003 and used to mitigate the effect of future budget reductions. Authorization for the Fiscal Officer to transfer salary and fringe benefit savings resulting from the use of Administrative Leave without pay, from the departmental budgets to a non-departmental Administrative Leave Credit Account is also requested. No employees will be laid off in Phase 2. Many of the position deletions are a result of the retirement incentive program and vacant positions created by the hiring freeze, all Elected Officials and Department Heads have agreed to these actions. Commissioner Douglas requested the Expenditure Summary be expressed in percentages also, to be used as a reference in coming years. Douglas moved the Personnel Committee Report to the Finance Committee the recommendation the proposed amendments be adopted. Supported by Suarez. Motion carried on unanimous roll call vote with Middleton, Jamian and Rogers absent. Personnel Committee Page 3 February 26, 2003 PERSONNEL DEPARTMENT – FISCAL YEAR 2003 EXTENSION OF THE LABOR AGREEMENT FOR EMPLOYEES REPRESENTED BY THE COMMAND OFFICERS ASSOCIATION OF MICHIGAN (COA) The County of Oakland and the Command Officers Association of Michigan have agreed t o extend the provisions of the current collective bargaining agreement covering approximately 96 Sheriffs Command Officers. This agreement provides for a 3% increase beginning with the pay period beginning December 28, 2002. Coleman moved approval of the attached suggested resolution. Supported by Suarez. Motion carried on unanimous roll call vote with Middleton, Jamian and Rogers absent. PERSONNEL DEPARTMENT – ORIENTATION TO THE SALARY ADMINISTRATION PLAN All County classes are evaluated using a point factor method of job evaluation, as adopted by the Board of Commissioners on December 12, 1985 for grades 1-15, and on February 19, 1987 for grades 16-21. Each classification is evaluated on specific factors and receives a total point value. Each salary grade has a designated point range and classes are placed in a salary grade based on the total points the classification receives on the point factor job evaluation. Each salary grade has a specified salary range. All positions within the same classifi cation have the same salary grade designation. Department heads or individual employees may request a re - evaluation of the salary grade placement for a classification. If they are unhappy with the Personnel Departments' findings upon request the Personne l Department will schedule an appeal before the Job Evaluation Review Panel where both sides shall present arguments.
