APPROVAL OF THE PREVIOUS MINUTES
Scott moved approval of the minutes of April 28, 2003, as printed. Supported by
Coulter.
Motion carried on a voice vote.
AGENDA
Mr. Patterson mentioned that he received a phone call from Ms. Gribbs at noon today. She
stated that her and Mr. Palchesko were unable to attend our meeting today. Due to the
power outages from high winds, they are extremely busy. They are planning to attend our
next meeting of Monday, June 2, 2003.
In the meantime, they have invited all commissioners who are interested to come to Detroit
to tour their Emergency Center down on Second Boulevard. A questionnaire will be sent to
all commissioners to determine how many are interested and what day and time is best.
This would be an approximate two-hour tour.
AGENDA ITEMS
1. DTE ENERGY – INFORMATION REGARDING APRIL ICE STORM
This item is postponed until the next General Government Committee meeting on Monday,
June 2, 2003.
2. BOARD OF COMMISSIONERS – SUPPORT FOR SENATE RESOLUTION #76 –
DISASTER RELIEF FOR OAKLAND COUNTY COMMUNITIES STRICKEN BY ICE
STORMS
There were 44 separate reports from communities requesting disaster relief from the April
ice storm that hit Oakland County. The total damage estimates were assessed at $2.1
million dollars on April 9, 2003. There were also three deaths stemming out of this ice
storm. When the request for disaster relief was submitted, the Michigan State Police did
their own assessments, and it was their recommendation to Governor Granholm that it be
disapproved, and she concurred with that. The resolution supports Senate Resolution #76
that urges the Governor to support disaster relief for Oakland County Communities stricken
by ice storms in early April 2003.

Webster moved approval of the attached suggested resolution. Supported by
Kowall.
Motion carried unanimously on a roll call vote with Webster absent.
3. DEPARTMENT OF HUMAN SERVICES/HEALTH DEPARTMENT – RECEIPT OF
ACCREDITATION AWARD FROM THE MICHIGN DEPARTMENT OF COMMUNITY
HEALTH
Dr. David Johnson presented George Miller a Certificate of Accreditation with
Commendation on behalf of the Oakland County Health Department. Mr. Miller thanked Dr.
Gordon for his guidance and expressed how proud he was of the fact that the Oakland
County Health Department not only received an Accreditation Award, but Accreditation with
Commendation.
4. DEPARTMENT OF HUMAN SERVICES/CHILDREN’S VILLAGE, 2003 -2005
WATERFORD SHOOL DISTRICT AGREEMENT
Representatives of Oakland County and the Waterford School District have reached an
agreement as to staffing requirements, contract language and estimates of revenues and
expenditures in providing quality education for residents of Children’s Village. Thi s
agreement would be in effect for three years starting from July 1, 2003 until June 30, 2006.
The net cost to Oakland County would be $590,363. These costs come from salaries,
administrative office costs, education supplies, administrative costs and summ er school.
Kowall moved approval of the attached suggested resolution. Supported by Scott.
Motion carried on a roll call vote with Hatchett voting no.
5. COUNTY CLERK/REGISTER OF DEEDS – ESTABLISHMENT OF OAKLAND
COUNTY CLERK AS PASSPORT ACCEPTANCE FACILITY AND SETTING FEE FOR
PHOTOGRAPHIC SERVICES
The resolution authorizes the County Clerk to establish the services of a Passport
Acceptance Facility, as authorized by the United States Department of State. The County
Clerk’s office would receive for its services all fees authorized by Federal Statute for this
service, which at this time is $30.00 per new application
Scott moved approval of the attached suggested resolution. Supported by Potter.
Motion carried unanimously on a roll call vote.
6. CORPORATION COUNSEL – PRESENTATION ON ACTIVITIES AND
ACCOMPLISHMENTS
Judy Cunningham introduced her staff to the committee and explained what responsibilities
each of them have. She went over the PowerPoint presentation, which was in the
committee packets. She handed out a sheet showing case assignment totals per
department from Fiscal Years 2001, 2002 and the first half of 2003. She discussed a few

of the cases that were handled by Corporation Counsel, the majority of which were settled
before they went to trial. Ms. Cunningham stated that less than three (3) percent of the civil
cases that are handled by Oakland County’s Corporation Counsel actually end up going to
trial. On the criminal side, however, the numbers are a little higher because there is more
at stake. Ms. Cunningham stated that the number of criminal cases that go to trial are
approximately seven (7) to eight (8) percent.

OTHER BUSINESS/ADJOURNMENT
Mr. Welday from Strategic Public Affairs gave a brief update on the status of Senate
Resolution #76. He stated that Governor Granholm is not inclined to support this
resolution. The hope is that based on the information provided, that she may change her
mind because of the extent of the damage, but it will be an uphill battle, given the current
budget situation.
There being no other business to come before the committe e, the meeting was adjourned
at 4:20 p.m.
