Chairperson Crawford called the meeting of the Public Services Committee to order at 1:36
p.m., in Committee Room A, Commissioners’ Wing, County Service Center, Pontiac,
Michigan.

AGENDA ITEMS
1. OAKLAND COUNTY JAIL DIVERSION PROGRAM – STATUS AND ACHIEVEMENTS
Bill Allen and Brent Wirth from Oakland County Community Mental Health Authority
(OCCMHA) gave an update on the status and achievements of the Jail Diversion Program
and gave a brief review of the report that was submitted to the committee. At this point the
program is in its beginning stage, and since January three people have been entered into
the Jail Diversion Program. Brent Wirth talked briefly about each of the five jail diversion
programs which are A.C.E. (A Collaborative Effort), Step Forward, In Step, A.S.K.
(Alternative Services for Kids), and Pre-booking Jail Diversion. A jail diversion coordinator
was hired, and his name is Dan Holloway. He works through Easter Seals, but he is the
point person throughout Oakland County for jail diversion. He keeps the records of
consumers who have entered the jail diversion program. There was mention that the
Family Court is interested in expanding the juvenile mental health court for jail diversion,
and OCCMHA is looking into whether it’s going to be something that can be implemented
here in Oakland County. Mr. Allen and Mr. Wirth then were available for questions by the
committee.

2. CIRCUIT COURT/FRIEND OF THE COURT – UPDATE ON CHANGE TO STATE
CHILD SUPPORT PAYMENT SYSTEM
Ms. Hollyer introduced herself to the committee and mentioned that she had previously
worked for Wayne County, and she became employed at Oakland County the day
before Oakland County went live with the new child support payment system. She had
wanted to be available when it went live because she was already familiar with the
system from her experience at Wayne County. She stated that a lot of bugs were
worked out by the time Oakland County implemented the new system, therefore, it was
a smoother transition than in other regions. Personnel from the Federal Government
had asked to visit three counties in Michigan to view the use of the computer system,
and even though Oakland County was just coming up on the system, they wanted to be
present. They stated that all Michigan has to do is get all its counties up and running on
the system, and Michigan will be certified. Ms. Hollyer distributed a memo dated August
11, 2003 from the State of Michigan Family Independence Agency regarding the Child
Support System Conversion. This memo was addressed to all Chief Circuit Judges, all
Family Division Judges and all Chairpersons, County Board of Commissioners.
Attached to the memo is a Michigan Child Support Enforcement System (MiCSES)
Update which gives information to help constituents such as a toll-free number to reach
the customer service unit.

3. COUNTY EXECUTIVE/EMERGENCY RESPONSE AND PREPAREDNESS –
PERFORMANCE GRANT AGREEMENT FOR FY 2003 ACCEPTANCE
The State of Michigan awarded Oakland County Emergency Response and
Preparedness grant funding in the amount of $47,313 for the period of October 1, 2002
through September 30, 2003. The purpose of this program is to encourage the
development of comprehensive disaster preparedness and assistance plans, programs,
capabilities, and organizations by the states and local governments. This is the 31 st
year of grant acceptance for this program. There is no County grant match required.

4. SHERIFF’S DEPARTMENT – AUTHORIZATION FOR SALE OF RECOVERED
AND STOLEN PROPERTY IN FALL AUCTION
The resolution authorizes the Sheriff of Oakland County to dispose of unclaimed
property in the manner prescribed in Act 54 of the Public Acts of 1959, as amended.
This property is recovered or stolen property that has been unclaimed for six (6)
months. The auction will take place on Saturday, October 4 th at 10:00 a.m. A list of the
items being auctioned is available on the County website.

5. SHERIFF DEPARTMENT – USE OF FORFEITED FUNDS/SOUTHEASTERN
OAKLAND COUNTY RESOURCE TEAM (SOCRT) TO RECLASSIFY ONE (1)
DEPUTY II TO SERGEANT
The resolution authorizes the use of funds from the Sheriff Department Law
Enforcement Enhancement Account to continue to fund and operate one General
Fund/General Purpose Deputy II funded position for the Southeastern Oakland County
Resource Team, through 9/30/04. It also authorizes that the Deputy II position be
classified to Sergeant to function as the leader of the Community Policing Resource
Team. This team focuses on neighborhoods and quality of life issues in local
communities.
