PERSONNEL COMMITTEE

The meeting was called to order by Vice Chairperson Kowall at 9:30 a .m. in Committee
Room A, Auditorium Wing, County Service Center, Pontiac, Michigan.

PUBLIC COMMENT
Commissioners Moffitt and Bullard related to the Committee their thoughts regarding the
qualities they would like to see in the person selected as the new Administrative Director
for the Board of Commissioners.

Vice Chairperson Kowall stated this meeting was scheduled as a result of a motion passed
by the Board of Commissioners on October 2, 2003 to, "Reopen the process for the
appointment of an Administrative Director and refer the item back to the Oversight
Committee who will initiate a new search for an Administrative Director through internal
and external advertisements. That said process shall include a weighted and objective
evaluation process with criteria set involving the Personnel Committee. The
recommendation of the Oversight Committee shall be referred to the General Government
Committee who shall make a recommendation to the Full Board of Commissioners."
The Committee discussed methods of advertising the position and will recommend to the
Oversight Committee that advertisements be placed on the County website, in a local
newspaper, trade magazines and the NACo and MAC publications.
The Committee suggests a time frame of 30 to 45 days for this process. Interviews should
begin 14 days after the last publication. This allows applicants sufficient time to respond by
filling out a County application and submitting their resumes and references.
Each Committee member present submitted a list of criteria for selecting an Administrative
Director; the following is a consolidation of the attributes considered most important:
Financial background, Communication skills, Analysis, Management/Administration,
Government experience, Organizational skills, Technical/computer skills and
flexibility.
Douglas moved the Vice Chairperson appoint a Study Group to define the issues of:
the weight to be assigned to each criteria, the process for interviews and a standard
set of questions to be asked each interviewee, etc., in an effort to move this issue
forward in a timely manner. Supported by Suarez.
Motion carried on unanimous roll call vote with Middleton, Hatchett and Rogers
absent.
Sue Ann Douglas, Eric Wilson, George Suarez and Eileen Kowall were appointed to serve
on the Study Group. They will meet on Friday, October 10, 2003 at 9:30 a.m.
ADJOURNMENT:
There being no further business to come before the Committee the meeting was adjourned
at 11:50 a.m.
