A, Auditorium Wing, County Service Center, Pontiac, Michigan.

APPROVAL OF MINUTES OF October 22, 2003 and October 29, 2003
Suarez moved to approve the minutes of October 22, 2003 and October 29, 2003 as
printed. Supported by Kowall.
Motion carried on a voice vote.
CIRCUIT COURT/FRIEND OF THE COURT – 2003/2004 MEDICAL SUPPORT ENFORCEMENT
REIMBURSEMENT CONTRACT APPLICATION/ACCEPTANCE
Suarez moved the Personnel Committee Report to the full Board with the
recommendation this resolution be adopted. Supported by Kowall.
The Michigan Family Independence Agency has awarded the 2003/2004 Medical Support
Enforcement Reimbursement contract to the Oakland County Friend of the Court in the
amount of $397,588. It provides 100% reimbursement for services that establish and
enforce medical support and insurance provisions in domestic relation's cases. Funding is
reduced to six positions from seven and it is requested one Domestic Support Specialists
position be frozen and remain vacant and unfunded, requiring Finance approval to
reactivate. Future level of service, including personnel, will be contingent upon the level of
funding for this program.
Rogers moved the resolution be amended as follows:
Add the word "Grant" to the title as follows: "Circuit Court/Friend of the Court –
2003/2004 Medical Support Enforcement Reimbursement Contract/Grant
Application/Acceptance"
Further to amend the fourth BE IT FURTHER RESOLVED paragraph to read, "BE IT
FURTHER RESOLVED that the Fiscal Year 2004 Adopted Budget be amended to reflect
the new grant award."
Thirdly to change the last paragraph to read, "Chairperson, on behalf of the Public
Services Committee, I move the adoption of the foregoing resolution."
Supported by Suarez.
Motion to amend carried on a voice vote.
Main motion, as amended, carried on a unanimous roll call vote with Coleman
absent.

HUMAN RESOURCES – AUTHORIZE THE COUNTY TO EXTEND MEDICAL BENEFITS FOR
DEPENDENTS OF EMPLOYEES CALLED TO ACTIVE MILITARY DUTY
This resolution is designed to provide medical care benefits for dependents of Oakland
County employees currently on active duty in the United States Armed forces. Medical care
benefits will be extended for the lesser of either the entire duration the employee is
considered to be serving active military duty or through December 31, 2004.
Wilson moved approval of the attached suggested resolution. Supported by Jamian.
Motion carried on a unanimous roll call vote with Coleman absent.
HUMAN RESOURCES – FISCAL YEAR 2004 WAGE AND BENEFIT REOPENER FOR
EMPLOYEES REPRESENTED BY THE MICHIGAN NURSES ASSOCIATION (MNA)
Oakland County and the Michigan Nurses Association have negotiated a wage and benefit
reopener for Fiscal Year 2004 for approximately 126 Public Health nurses. This agreement
provides for a 2.0% increase with the pay period beginning September 20, 2003. The
County also agrees to provide the Public Health Nurses with cellular phones and allow for
up to two hours off to attend to minor repairs to cars for damage incurred during working
hours.
Commissioner Rogers questioned whether a County cell phone policy has been
established. Mr. Miller responded a policy would be written for the policy and procedures
manual if this agreement is approved.
Suarez moved approval of the attached suggested resolution. Supported by
Douglas.
Motion carried on a unanimous roll call vote with Coleman absent.
HUMAN RESOURCES – FISCAL YEAR 2004 WAGE AND BENEFIT REOPENER FOR
EMPLOYEES REPRESENTED BY TEAMSTERS LOCAL 214
Oakland County and Teamster Local 214 have negotiated a wage and benefit reopener for
Fiscal Year 2004 for approximately 17 Staff (jail) Nu rses. This agreement provides for a
2.0% increase with the pay period beginning September 20, 2003. This agreement also
provides that health care benefits shall be frozen at current levels for the remainder of the
2001-2004 Collective Bargaining Agreement.
Wilson moved approval of the attached suggested resolution. Supported by Suarez.
Motion carried on unanimous roll call vote with Coleman absent.

Chairperson Middleton pointed out that these "Wage and Benefit Reopener" agreements
state, "this agreement further provides that any additional general wage increase for non-
represented employees that may take place during fiscal year 2004, be applied to members
of this bargaining unit at the same time and in the same manner as provided to the non-
represented employees". He feels in the future these contracts should contain the words,
"increase/decrease" in the event further budget cuts require such an action.
