Chairperson Patterson called the meeting of the General Government Committee to order at
2:06 p.m. in Committee Room A, Commissioners’ Wing, County Service Center, Pontiac,
Michigan.

Coulter.

AGENDA ITEMS
1. DEPARTMENT OF INFORMATION TECHNOLOGY – ESTABLISHMENT OF LIVE SCAN
INTERLOCAL AGREEMENT
The resolution authorizes Interlocal Agreements between several communities and Oakland
County for access to the Court Law Enforcement Management Information System (CLEMIS).
This is a computerized system that provides access to and entry of law enforcement data, as well
as other criminal justice databases, and facilitates the exchange of information among public
safety agencies. CLEMIS is linked with state and federal law enforcement computers, as well as
computer systems within other states that maintain records and files essential to the needs of the
justice community. Fingerprint information on Live Scan Equipment is also available on this
system.
Kowall moved approval of the attached suggested resolution. Supported by Webster.
Motion carried on a roll call vote with Potter, Scott and Hatchett absent.
2. BOARD OF COMMISSIONERS – APPOINTMENTS TO THE JOB EVALUATION REVIEW
PANEL
Per the Personnel Committee recommendation, the General Government Committee recommends
that the following people be appointed to the Job Evaluation Review Panel: Commissioner Eric
Coleman, Commissioner Eric S. Wilson and Commissioner Mike Rogers, Alternate.
Webster moved to report with a recommendation that Commissioner Eric Coleman,
Commissioner Eric S. Wilson and Commissioner Mike Rogers, as alternate be appointed to
the Job Evaluation Review Panel. Supported by Coulter.
Motion carried on a roll call vote with Potter, Scott and Hatchett absent.
3. MR #04069 – BOARD OF COMMISSIONERS – OPPOSITION TO NEW GAS PIPELINE
ROUTE IN NORTHWEST OAKLAND COUNTY
The resolution reflects that the Oakland County Board of Commissioners join with Oakland County
communities, particularly Rose and Springfield Townships, in voicing strong opposition to
Consumers Energy’s proposed pipeline route through Rose and Springfield Townships. The
resolution reflects that the Oakland County Board of Commissioners urges the Michigan Public
Service Commission to reject the proposed pipeline route and require that Consumers Energy
work with the local communities to identify an alternate route. Ms. Strole, Springfield Township
Clerk thanked the committee for their interest in this matter, and clarified that she didn’t oppose the
pipeline itself. She opposes the route that Consumers Energy has chosen currently.
Knollenberg moved approval of the attached suggested resolution. Supported by
Kowall.

4. LIBRARY - PRESENTATION
Laura Mancini, Director of Library Services, introduced herself as well as Mr. Donald Jensen,
member of the Library Board. She handed out a folder that included the PowerPoint slides that
she used for the presentation. She gave a brief overview of what information is available in the
Oakland County Library, and she stressed the importance of getting the word out to the public that
this information is available to them. The Library is the only library in southeastern Michigan that
serves all of the following groups: law professionals, court personnel, The Michigan Bar
Association, and the general public. Information can be obtained here that may not be available in
community libraries. They also serve the Planning and Economic Development Department and
Oakland County employees. There are Braille and audio -to-visual materials available for the blind
and hearing impaired. They have a jail library also, which operates under Federal Court order and
provides legal resources and leisure reading materials to inmates in Oakland County. Ms. Mancini
stated that they are working on expanding the genealogical information for people to do research
on their families. All services are free of charge to residents of Oakland County , paid for by the
Library of Congress. Mr. Jensen stated that Ms. Mancini takes her role very seriously, and one of
the things she had done that impressed the Library Board is a study of six county libraries, and
she asked a series of questions, took the information and compiled a report. He stated that the
report is available to the committee if they wish to review it.

Knollenberg moved to receive the Communications. Supported by Kowall .

OTHER BUSINESS/ADJOURNMENT
Commissioner Webster stated that the commissioners should read Item A thoroughly, especially in
regards to the Radio Communications Fund and the CLEMIS Operating Fund. With respect to
Item C, he stated that the resolution only supports the continued exploration and not the end
result, which is the construction of a Metropark at the Michigan State Fairgrounds.

Mr. Welday, Strategic Public Affairs, gave a brief update regarding Governor Granholm’s revenue
sharing plan. He stated that for the most part, the Oakland County delegation to the State
Legislature is supportive of the revenue sharing plan; however, Representative Shulman has
brought up a few issues of concern in this regard. This item will be voted on during the last week
of March. Mr. Welday stated that he would know more within a week to ten days.
Commissioner Webster asked that the issue regarding the Detroit Water Board member and
interviewing possible candidates be taken up at the next General Government Committee meeting
of March 22, 2004.
There being no other business to come before the committee, the meeting was adjourned at 2:48
p.m.
