The meeting was called to order by Chairperson Jamian at 9:30 a.m. in Committee Room A,
Auditorium Wing, County Service Center, Pontiac, Michigan.

APPROVAL OF MINUTES OF March 10, 2004
Suarez moved to approve the minutes of March 10, 2004 as printed. Supported by
Hatchett.
Motion carried on a voice vote.
PUBLIC COMMENT
None.
AUTOMATION ALLEY
Mr. Rogers displayed a power point presentation regarding Automation Alley, a consortium
of progressive organizations in South Eastern Michigan with a diverse blend of
technologically advanced members from the business, government and educational fields,
launched in September of 1999. It is a 501 C6 independent organization to promote
productivity and innovative new business growth. Only one Oakland County employee is
involved full time with Automation Alley, all other employees have been absorbed by the
Automation Alley budget and no future requests will be made for County paid staff. The
Technology Center in Troy will open in August 2004, all Automation Alley staff currently
occupying County space will move to the new location.
PROSECUTING ATTORNEY, CIRCUIT COURT/FAMILY DIVISION AND PUBLIC
SERVICES/COMMUNITY CORRECTIONS DIVISION – PROGRAM YEAR 2004 JUVENILE
ACCOUNTABILITY BLOCK GRANT (JABG) ACCEPTANCE
The Michigan Family Independence Agency has awarded Oakland County a federal pass-
through grant totaling $527,634 of which $474,872 is from the State as a federal pass-
through; the balance of $52,762 is the County's match amount. This is the sixth year of this
grant program. The grant provides funding for the Prosecuting Attorney Teen Court and
School Violence programs; Circuit Court/Family Division Juvenile Probation IRAP program,
the accountability based sanctions STRIDE project, and a portion of the Juvenile Drug
Court; and a portion of the Public Services/Community Corrections Division's InStep
program. The grant provides funding for one SR Paralegal, one SR Probation Officer I, and
one SR Social Worker I position in the Prosecuting Attorney's Office. One SR Youth &
Family Caseworker II position in the Circuit Court/Family Division Juvenile Drug Court and
one SR Community Corrections Specialist II and 50% funding for one SR Supervisor
Community Corrections position. Funding is discontinued for one SR PTNE Case
Management Coordinator in the Community Corrections Division. Future level of service,
including personnel, is contingent upon funding available from the State for this program.
Patterson moved the Personnel Committee Report to the Full Board with the
recommendation this resolution be adopted. Supported by Suarez
Motion carried on a unanimous roll call vote with Moss and Coleman absent.

AND 23
The Oakland County Merit Rule Book is the County employee handbook and has not been
revised since 1992. Several Rules need to be updated for consistency with previous Rule
changes, changes to the law, and current County procedures.
Suarez moved approval of the attached suggested resolution. Supported by Wilson.
Rogers moved to amend the resolution in the NOW THEREFORE BE IS RESOLVED
paragraph as follows: NOW THEREFORE BE IT RESOLVED that the Oakland County
Board of Commissioners Authorizes that the reading and distribution…
Supported by Patterson.
Motion to amend carried on unanimous roll call vote with Moss and Coleman absent.
Hatchett moved to amend the resolution by adding a BE IT FURTHER RESOLVED
paragraph as follows: BE IT FURTHER RESOLVED that changes to the Merit Rules be
cross referenced by the appropriate Board of Commissioner's Resolution number
authorizing such change. Supported by Middleton.
Motion to amend carried on unanimous roll call vote with Moss and Coleman absent.
Motion to approve the attached suggested resolution as amended carried on
unanimous roll call vote with Moss and Coleman absent.

Suarez.
