Scott, Commissioner District #5 Harvey Wedell, Senior BOC Analyst Nancy Wenzel, Committee Coordinator APPROVAL OF MINUTES OF March 24, 2004 Patterson moved to approve the minutes of March 24, 2004 as printed. MR #04042 BOARD OF COMMISSIONERS – ADDITION OF TWO (2) DEPUTY I POSITIONS TO THE SHERIFF'S TRANSPORT UNIT TO PROVIDE PRISONER TRANSPORT FOR THE 51ST DISTRICT COURT AND THE ADDITION OF ONE (1) TRANSPORT VAN TO THE COUNTY FLEET On behalf of the 51st District Court Commissioners Kowall, Scott, Middleton and Wilson are requesting the addition of two Deputy I positions to the Sheriff's Transport Unit and the addition of one transport van with radios to the County fleet to facilitate transport of inmates to and from the 51st District Court as well as augment other Transport Unit responsibilities. Middleton moved the Personnel Committee Report to the Full Board with the recommendation MR #04042 be adopted. Supported by Wilson. Middleton moved to amend the Resolution as follows: Correct typographical error in the first WHEREAS; last line…"picking up state prisoners of on various writs, and…" Correct typographical error in the last WHEREAS…"with radios is needed to preform perform these transport duties." Correct the NOW THEREFORE paragraph to read, "NOW THEREFORE BE IS IT RESOLVED that the Oakland County Board of Commissioners creates two (2) Deputy I positions in the Transport Unit, Satellite Services Division of the Sheriff's Office. Supported by Wilson. Motion to amend carried on unanimous roll call vote. Motion to Report to the Board with the recommendation MR #04042 be adopted as amended carried on unanimous roll call vote. The Committee requested when backup material is provided for a Resolution that all material be supplied to all Committees, i.e. Personnel information plus the financial implications of adding any equipment related to the position, to allow Commissioners to form an opinion on the entire package. Personnel Committee Page 3 April 7, 2004 MR #04090 CIRCUIT COURT – VISITING JUDGE APPROPRIATION AND CREATION OF COURT CLERK POSITION The shortage of judicial resources in the Circuit and Probate Courts and the emphasis on the criminal and family dockets has resulted in an increase in the number of older cases on the civil docket. The Supreme Court has developed case flow management standards that include time guidelines for case processing. For these reasons the Circuit Court is requesting judicial relief in the form of a visiting judge who will be assigned to the civil docket. One GF/GP funded Court Clerk position is also requested to provide staff support for the visiting judge. Patterson moved the Personnel Committee Report to the Full Board with the recommendation MR #04090 be adopted. Supported by Suarez. Wilson moved to amend the Resolution as follows: Add to the end of the NOW THEREFORE paragraph: "Continuation of this appropriation to be reviewed by the Personnel Committee in six month s." Add to the end of the first BE IT FURTHER RESOLVED paragraph: "Continuation of this position to be reviewed by the Personnel Committee in six months." Supported by Moss. Motion to amend carried on a roll call vote: Jamian, Moss. Middleton, Wilson and Suarez – Yes. Rogers, Hatchett, Patterson and Coleman – No. Motion to Report to the Board with the recommendation MR #04090 be adopted as amended carried on a roll call vote: Jamian, Moss, Patterson, Middleton, Wilson and Suarez – Yes. Rogers, Hatchett and Coleman – No. COMMUNICATIONS: Patterson moved to receive and file Communication Item A. Supported by Jamian. A. Position Change Summary Report Motion carried on a voice vote. Personnel Committee Page 4 April 7, 2004 OTHER BUSINESS/ADJOURNMENT: Mr. Poisson stated applications for summer positions were no longer being accepted, with the exception of lifeguard, which remains open through this week. Chairperson Jamian reminded the Committee the Annual Easter Egg Hunt is scheduled for April 10th and urged Committee members to participate in the event.
