Chairperson Crawford called the meeting of the Public Services Committee to order at 1:33
p.m., in Committee Room A, Commissioners’ Wing, County Service Center, Pontiac,
Michigan.

AGENDA
Zack moved to approve the agenda with an amendment to add Sheriff’s Office –
Establishment of Standard Law Enforcement Services Agreement with the Charter
Township of Royal Oak, January 1, 2004 – December 31, 2008 as Item #4.
Supported by Douglas.
Motion carried on a voice vote.
AGENDA ITEMS
1. COUNTY EXECUTIVE – EMERGENCY RESPONSE AND PREPAREDNESS –
APPLICATION/ACCEPTANCE OF POWER OUTAGE PUBLIC ASSISTANCE GRANT
The President declared an emergency on September 23, 2003 for certain areas of the
State resulting from the August 14 – 17, 2003 power outage. Section 503 of the
Stafford Act limits federal assistance to not more than $5,000,000 for the State of
Michigan for the power outage. Oakland County was awarded $164,294.31 in public
assistance funding for the costs incurred during this blackout, and the resolution
authorizes the acceptance of this funding.
Gregory moved approval of the attached suggested resolution. Supported by
Douglas.

2. DEPARTMENT OF PUBLIC SERVICES/MSU EXTENSION – 2004 GYPSY MOTH
SUPPRESSION PROGRAM COMMUNITY SPRAY CONTRACTS
The resolution authorizes the execution of a joint operating agreement for the 2004
Oakland County Gypsy Moth Program between Oakland County and Auburn Hills,
Rochester Hills and the Townships of Addison, Oakland, Orion, Oxford and Waterford.
This program is a cooperative effort between the County and these local units for
specifically designated areas to be aerially sprayed with Bacillus thuringiensis by an
MDA qualified and licensed agricultural pesticide spray contractor to minimize municipal
tree damage.
Scott moved approval of the attached suggested resolution. Supported by
Middleton.
Motion carried on a roll call vote with Potter absent.
3. CIRCUIT COURT – EFFORTS TO REDUCE JAIL OVERCROWDING
Mr. Oeffner handed out a document on jail overcrowding that listed the actions that the
Circuit Court is taking to relieve some of the jail overcrowding. It also included two
graphs (Judge A and Judge B) that showed docket improv ements from the start of a

pilot program until March of this year. Currently, there are seven (7) judges participating
in this pilot program. The pilot program entails better management of criminal dockets,
weekly reports documenting pending caseload and unscheduled event information,
expansion of the Adult Treatment Court, the assignment of a visiting judge to the civil
docket; and automatic sentence reduction credit for trustees on work detail. The
program also consists of tracking and logging of adjou rnment information for judges;
weekly reports to district courts on predisposition of inmates, sentenced inmates and
bond amounts; and monitoring the status of criminal dockets. Mr. Oeffner estimated
that 141 jail beds have been saved daily since the ince ption of this pilot program. He
stated that the success of this pilot program is from the result of a team effort between
Community Corrections, Probation, the Sheriff’s Office, the Jail Diversion Task Force
and the Circuit Court. Undersheriff McCabe stated that currently the County jail is
housing 2,009 inmates, which makes 76 consecutive days at over 2,000 inmates. Even
though he expressed praise for the Circuit Court in their efforts, much work still needs to
be done to affect this problem.
Kowall moved to receive and file the document on jail overcrowding. Supported
by Zack.

4. SHERIFF’S OFFICE – ESTABLISHMENT OF STANDARD LAW ENFORCEMENT
SERVICES AGREEMENT WITH THE CHARTER TOWNSHIP OF ROYAL O AK,
JANUARY 1, 2004 – DECEMBER 31, 2008
The resolution authorizes the execution of a law enforcement services agreement
between Oakland County and the Charter Township of Royal Oak from January 1, 2004
through December 31, 2008, providing a certified copy of a resolution from the
Township Board accepting this agreement is received.
Zack moved approval of the attached suggested resolution. Supported by
Gregory.
