Scott Helaine Zack PUBLIC SERVICES COMMITTEE Page 2 June 8, 2004 TORNADO WARNING SYSTEM EXPANSION – SPRINGFIELD TOWNSHIP The resolution reflects that the Oakland County Board of Commissioners authorizes the contract with the Township of Springfield for the purchase of one (1) tornado siren. Consistent with the standard agreement, Oakland County w ill retain ownership and be responsible for maintenance and electrical costs for this siren. The Township of Springfield agrees to pay 75 percent of the cost of this siren. Potter moved approval of the attached suggested resolution. Supported by Scott. Motion carried on a roll call vote with Douglas absent. 2. SHERIFF’S OFFICE – CONTRACT FOR LAW ENFORCEMENT SERVICES AT THE MICHIGAN RENAISSANCE FESTIVAL – 2004 SEASON The resolution authorizes the execution of the contract between the Michigan Renaissance Festival and the County of Oakland. This contract is for patrol services to be provided by the Sheriff’s Office to the Michigan Renaissance Festival for the upcoming 2004 season. The officers would be provided on availability, overtime hourly basis. Kowall moved approval of the attached suggested resolution. Supported by Zack. Motion carried unanimously on a roll call vote. 3. SHERIFF’S OFFICE – CONTRACT AMENDMENT #1 FOR LAW ENFORCEMENT SERVICES IN THE CHARTER TOWNSHIP OF ROYAL OAK 2004-2008 As of May 17, 2004, the Michigan State Police provided two State Troopers for patrol in the Charter Township of Royal Oak. Schedule A of the Township’s contract with Oakland County states that in the event the Michigan State Police provides sworn State Trooper(s) to provide law enforcement services in the Charter Township of Royal Oak, the Oakland County Sheriff can reduce one contracted Deputy II for each State Trooper provided. The resolution authorizes the deletion of two (2) Deputy II positions from patrol services for the Charter Township of Royal Oak, effective July 22, 2004. Potter moved approval of the attached suggested resolution. Supported by Zack. Motion carried unanimously on a roll call vote. 4. PUBLIC SERVICES/ANIMAL CONTROL DIVISION – ELIMINATION OF VETERINARIAN PROFESSIONAL SERVICE CONTRACT AND CREATION OF (1) PTNE VETERINARIAN POSITION The Animal Control Division is in the process of a proposed reorganization in the department for better office coverage, clerical support and effici ent clinical services for PUBLIC SERVICES COMMITTEE Page 3 June 8, 2004 the animals. As part of this reorganization, the resolution authorizes the deletion of the Veterinarian Professional Service Contract, which costs $20,000 annually. In addition, the resolution authorizes the creation of a new classification titled “Veterinarian” at the base rate of $35.00/hr. ($37.50/hr. for the one-year step), and the creation of one (1) 1,000 hr./yr. part-time, non-eligible veterinarian position to perform clinical services for the animals. This person would work 20 hours a week. Zack moved approval of the attached suggested resolution. Supported by Douglas. Motion carried unanimously on a roll call vote. INFORMATIONAL ITEMS A. May 3, 2004, Letter from State of Michigan Emergency Telephone Ser vice Committee RE: 9-1-1 Surcharge Cost Report Kowall moved to receive and file Item #A. Supported by Douglas. Motion carried on a voice vote. OTHER BUSINESS/ADJOURNMENT Chairperson Crawford mentioned that the July 27, 2004 Public Services Committee meeting will be held at the Oakland County Animal Control Division. Maps will be included in the next meeting packets to help those who are not familiar with the location of the animal control facility. Southwest Oakland Cable Commission (SWOCC) will be recording the meeting for a future broadcast.
