Chairperson Crawford called the meeting of the Public Services Committee to ord er at 1:40
p.m., at the Oakland County Animal Control Facility, 1700 Brown Road, Auburn Hills,
Michigan.

PUBLIC COMMENT
Mr. Obrecht welcomed the Public Services Committee to the Animal Control Facility.
He invited the committee upstairs after the meeting to take a tour of the Animal
Control Facility. He introduced Joanie Toole, Supervisor, Animal Control and Jerry
McNair, Road Supervisor, Animal Control.
Major Shields mentioned that the Marine Division of the Oakland County Sheriff’s
Department is in the lower level of the building that the Animal Control Facility is
located in. The room the Public Services Committee met in today was actually a
training room for the Marine Deputies.

AGENDA ITEMS
1. PROSECUTING ATTORNEY – F7 2005 CRIME VICTIM SERVICES GRANT
ACCEPTANCE
The State of Michigan, Department of Community Health awarded the Oakland County
Office of the Prosecuting Attorney $187,100 for the period of October 1, 2004 through
September 30, 2005. These funds are to be used for the Victim Services program.
This is the 13th year of grant funding for this program, and no County match is required.
The grant includes continued funding for the salaries and supplies for two Victim
Advocate positions, one Victim Services Supervisory and one Office Assistant II
position. The resolution authorizes the acceptance of the $187,100 in grant funds.
Kowall moved approval of the attached suggested resolution. Supported by
Gregory.
Motion carried on a roll call vote with Potter absent.
2. SHERIFF’S OFFICE – CONTRACT AMENDMENT #1 FOR FIRE DISPATCH
SERVICES WITH THE NORTH OAKLAND COUNTY FIRE AUTHORITY
The Village of Holly no longer wishes to participate in the North Oaklan d Fire Authority
(NOCFA) as they now have their own fire department with dispatch. Due to the Village
of Holly withdrawing from the contract, the number of dispatch calls coming through the
NOCFA will be diminished, and the NOCFA requested a reduction in the monthly rate
charged under the terms of their agreement with Oakland County. The resolution
authorizes an amendment to the contract between Oakland County and the NOCFA
effective September 1, 2004 reflecting the change in the monthly rate.
Douglas moved approval of the attached suggested resolution. Supported by
Middleton.

3. SHERIFF’S OFFICE - CONTRACT AMENDMENT #2 FOR LAW ENFORCEMENT
SERVICES IN THE CHARTER TOWNSHIP OF ROYAL OAK 2004-2008
The resolution authorizes the deletion of one Deputy II position, in accordance with the
Law Enforcement Services Agreement between the Oakland County Sheriff’s
Department and the Charter Township of Royal Oak. Schedule A of the agreement
includes a provision that states in the event the Michigan State Police provides a sworn
State Trooper to assist the municipality in providing law enforcement services for 40
hours per week, the Oakland County Sheriff’s Department shall reduce one contracted
Deputy II.

4. SHERIFF’S OFFICE – FISCAL YEAR 2004 STATE CRIMINAL ALIEN
ASSISTANCE PROGRAM
The U.S. Department of Justice, Bureau of Justice Assistance awarded Oakland County
$127,681. The award is to reimburse Oakland County for the cost of the salaries of the
Correction Officers who are directly involved in the care and maintenance of alien
inmates housed in the Oakland County Jail system. The resolution authorizes the
acceptance of the reimbursement of $127,681.
Kowall moved approval of the attached suggested resolution. Supported by
Middleton.
Motion carried unanimously on a roll call vote.
5. PUBLIC SERVICES DEPARTMENT/ANIMAL CONTROL DIVISION –
ACCEPTANCE OF GIFT TO THE OAKLAND COUNTY ANIMAL CARE CENTER
The resolution reflects that the Oakland County Board of Commissioners acknowledges
and accepts the donation of a gazebo, which would be built on the grounds of the
Oakland County Animal Care Center to provide a pleasant place for people to get to
know a potential new pet better. Mr. Obrecht passed out copies of his 2004 Strategic
Plan to all the commissioners, and he gave a brief overview of the plan.

Motion carried unanimously on a roll call vote.

A. Circuit Court/Friend of the Court FY 2005 – Cooperative Reimbursement Contract

McMillin moved to receive and file the Informational Items. Supported by
Gregory.
Motion carried on a voice vote.
OTHER BUSINESS/ADJOURNMENT
Chairperson Crawford thanked the committee members for agreeing to meet at the Animal
Control Facility, and he stated that he contacted the Southwest Oakland Cable
Commission, but they didn’t have anyone available to record today’s Public Services
Committee Meeting. Mr. Obrecht took the committee members on a tour of the facility after
the meeting was adjourned.
