Chairperson Patterson called the meeting of the General Government Committee to
order at 2:00 p.m. in Committee Room A, Commissioners’ Wing, County Service
Center, Pontiac, Michigan.

1. DEPARTMENT OF INFORMATION TECHNOLOGY – THIRD QUARTER 2004
DEVELOPMENT APPROPRIATION TRANSFER
The Department of Information Technology determined that the Third Quarter 2004 data
processing development charges are $1,313,373.45, and the imaging development charge
is $56,209.00 for the General Fund/General Purpose County departments. The direct
charges to Special Revenue and Proprietary Fund departments are $461,664.79. The
resolution reflects that the Oakland County Board of Commissioners reviewed the Third
Quarter 2004 Data Processing Development Report and authorizes the Third Quarter
appropriation transfer as specified on the attached schedule.
Scott moved approval of the attached suggested resolution. Supported by Kowall.
Motion carried on a roll call vote with Coulter and Hatchett absent.
2. BOARD OF COMMISSIONERS – APPOINTMENT TO THE BUILDING AUTHORITY
A vacancy exists on the Building Authority due to the death of Ken Strobel. Commissioner
Palmer recommended the appointment of Joel Garrett, who had submitted an application
for this appointment. He stated that Mr. Garrett is highly skilled in his professional activities
and will serve very well on the Building Authority.
Knollenberg moved to report to the full Board with a recommendation that Joel
Garrett be appointed to the Building Authority. Supported by Bullard.
Motion carried on a roll call vote with Coulter absent.

Motion carried on a voice vote.
OTHER BUSINESS/ADJOURNMENT
Chairperson Patterson asked the committee members to consider if they want to hold
future meetings at some of the departments that are liaison to the General Government
Committee and take tours of the facilities, as the Public Services Committee has done. He
said that if anyone has suggestions of where General Government could meet and tour, to
contact Pam Worthington, Committee Coordinator, and she will set up a date with whatever
department(s) are chosen.
Clerk Register Caddell reported briefly on the status of the Election Consolidation Bill. The

Governor has signed it, and the legislation is under PA 256, PA 257 and PA 288 – PA 300.
There are 14 bills, and the rules are in place. The city and township elections will be
primarily the same because the townships run with the statewide elections, and the cities
have their own elections. There will be four election days a year. The Oakland County
Clerk’s Office will have meetings with the 28 communities in Oakland County to discuss the
new procedures. The first meeting will take place in Milford.
There being no other business to come before the committee, the meeting was adjourned
at 2:17 p.m.
