He stated that there is still a problem with the information on delegates. If the lo cal units do not get the information to the Oakland County Clerk’s office, the information cannot be made available to the public. The official election results should be completed on August 17. There are some indications that there will be some requests for recounts on the local level. Any county-wide recounts will be done by the Oakland County Canvassing Board. The Canvassing Board is made up of two Democrats and two Republicans. After the canvas is completed, candidates have six (6) days to ask for a recount. Chairperson Patterson requested that Mr. Caddell come back to the General Government Committee at the August 30 meeting to give another update on the election process. Jonathan Durand showed the committee a poster that he had created. He will be showing it at the Woodward Dream Cruise, and he asked for support from the commissioners. APPROVAL OF THE PREVIOUS MINUTES Webster moved approval of the minutes of July 28, 2004, as printed. Supported by Kowall. Motion carried on a voice vote. AGENDA ITEMS 1. DEPARTMENT OF INFORMATION TECHNOLOGY – EXTENSION OF ADDITIONAL COMPENSATION FOR OVERTIME EXEMPT EMPLOYEES FOR SPECIFIC PURPOSES The resolution authorizes additional compensation for overtime -exempt employees in the Information Technology Department (excluding Managers and the Director) for FY 2005. They would be compensated a straight-time, hourly rate for all hours worked beyond 48 hours in a work week for specific pre-approved assignments. The additional hours worked would be pre-approved by supervision in order to be compensable. Kowall moved approval of the attached suggested resolution. Supported by Bullard. Kowall moved to amend the resolution by changing the NOW THEREFORE BE IT RESOLVED paragraph, as follows: NOW THEREFORE BE IT RESOLVED that the Board of Commissioners authorizes, for one year, Fiscal Year 2005, additional compensation for overtime exempt employees in the Information Technology Department (excluding Managers and the Director) at a straight time hourly rate for all hours worked beyond 48 hours in a work week (hours worked beyond 48 in a work week must be pre -approved by supervision in order to be compensable) for specific pre -approved assignments. Supported by Webster. Motion carried on a roll call vote with Knollenberg absent. ROAD COMMISSION FOR OAKLAND COUNTY – REQUEST USE OF $400,000 FOR PRESERVATION OVERLAY PROGRAM Per MR #04068, the General Government Committee must appr ove a plan by the Road Commission that specifies the use of the $400,000 that was funded by Oakland County for construction, maintenance and repair of highways. The Road Commission for Oakland County submitted a plan for the funds with a list of seven loc ations that are proposed for resurfacing. Coulter moved approval of the plan by the Road Commission for Oakland County for the use of the $400,000 that was funded by Oakland County. Supported by Scott. Motion carried on a roll call vote with Knollenberg absent. 3. RADIO PROJECT – FINANCIAL STATUS/ISSUES – PRESENTATION A request was made at the June 8, 2004 General Government Committee meeting that Mr. Daddow come to a future General Government Committee meeting to answer questions about the Radio Project. Mr. Daddow gave a presentation on the radio project today, and he was available for questions at today’s meeting. The cost of the Radio Project is approximately $40 million, and it involves construction or refurbishing of radio towers. The project was to be complete in October 2004, but it will probably not be completed until Spring of 2005. Several issues have caused a delay in the completion of the radio project, and one of those issues is frequency interference problems involving Oakland County’s 821 MHz frequencies, which were obtained at the project’s outset. Mr. Daddow put together a cash flow analysis back in February 2004, indicating that there was a shortfall of funds. When the May 26, 2004 report came out, it reflected a surplus in funds for the radio project. Mr. Daddow explained that at the time they had not finalized the sites for many of the towers, and the budget for those towers were an estimate based on the September 30, 2003 numbers. By the time the May 2004 report came out, perm its were given by local communities, and the previously estimated costs were more accurate. Mr. Daddow stated that he should receive an update of the survey information by August 15, 2004. He should have another cash flow analysis by the September 13, 20 04 General Government Committee meeting. COMMUNICATIONS A. Oakland County Parks and Recreation (OCPR) – FY 2005 CARLS Foundation Grant - Application B. July 27, 2004 – City of Keego Harbor – Letter/Resolution to Mayor Kilpatrick – Moratorium on Detroit Water and Sewer Rate Increases Kowall moved to receive and file the Communications. Supported by Scott. Motion carried on a voice vote.
