1. COUNTY EXECUTIVE/ARTS, CULTURE AND FILM – FY 2004 MICHIGAN COUNCIL
FOR ARTS AND CULTURAL AFFAIRS ADMINISTRATION PROGRAM GRANT
ACCEPTANCE
The Michigan Council for Arts and Cultural Affairs awa rded Oakland County $14,900 in
grant funding, of which $7,450 is a required County match. The funds would be used to
cover administrative costs associated with the Regional Regranting Program. The granting
period is from October 1, 2003 through October 31, 2004.
Bullard moved approval of the attached suggested resolution. Supported by
Knollenberg.
Motion carried on a roll call vote with Patterson, Kowall and Hatchett absent.
2. COUNTY EXECUTIVE/ARTS, CULTURE AND FILM – FY 2004 MICHIGAN COUNCIL
FOR ARTS AND CULTURAL AFFAIRS REGRANTING PROGRAM GRANT
ACCEPTANCE
The Michigan Council for Arts and Cultural Affairs awarded Oakland County $35,800 in
grant funding to be used for redistribution to arts and cultural organizations. The granting
period is from October 1, 2003 through October 31, 2004. No County match or additional
positions are required.
Scott moved approval of the attached suggested resolution. Supported by
Knollenberg.

3. DEPARTMENT OF INFORMATION TECHNOLOGY, CLEMIS DIVISION – REQUEST
FOR APPROVAL OF A MEMORANDUM OF AGREEMENT BETWEEN THE FEDERAL
COMMUNICATIONS COMMISSION, THE MICHIGAN STATE HISTORICAL
PRESERVATION OFFICER, AND OAKLAND COUNTY REGARDING THE
GENERAL GOVERNMENT COMMITTEE Page 3

CONSTRUCTION OF A COMMUNICATIONS TOWER AT THE VILLAGE OF LAKE
ORION, OAKLAND COUNTY, MICHIGAN
The resolution authorizes a Memorandum of Agreement between the County of Oakland,
the Federal Communications Commission and the Michigan Historical Preservation Officer.
This agreement is necessary to facilitate constructing a 199 -foot, lattice-type
telecommunications tower at the Village of Lake Orion Police Department to be utilized
primarily for emergency 9-1-1 communications services.
Coulter moved approval of the attached suggested resolution. Supported by
Bullard.
Motion carried on a roll call vote with Kowall and Hatchett absent.
4. DEPARTMENT OF HUMAN SERVICES & SHERIFF DEPARTMENT – TRANSFER OF
JAIL HEALTH PROGRAM AND CLERICAL POSITIONS FROM THE HEALTH DIVISION
TO THE SHERIFF DEPARTMENT CORRECTIVE SERVICES DIVISION
The resolution authorizes the creation of a new unit within the Sheriff Department
Corrections Services Division titled Jail Health Program. The resolution also authorizes the
transfer of the Jail Health Program Unit (23 positions) and four clerical positions from the
Health Division of the Human Services Department to the Jail Health Program Unit of the
Sheriff Department Corrective Services Division.
Knollenberg moved approval of the attached suggested resolution. Supported by
Scott.
Motion carried on a roll call vote with Kowall and Hatchett absent.
5. INFORMATION TECHNOLOGY – 2003/2004 MASTER PLAN QUARTERLY STATUS
EXECUTIVE SUMMARY
Every two years the Department of Information Technology prepares a 24 -month Master
Plan. The Master Plan details the projects that Information Technology will work on during
the 24 months. The Quarterly Status Executive Summary provides an overview of the
services and hours provided by IT during the 2003/2004 Master Plan period. Mike Wilk and
Janette McKenna were available to answer questions about this summary.
Scott moved to receive and file the 2003/2004 Master Plan Quarterly Status
Executive Summary. Supported by Knollenberg.
Motion carried on a voice vote.
UPDATE ON ELECTION COUNTS
Mr. Caddell had given an update at the last meeting on the election counts. He stated that
the official election results should be finalized by August 17. Chairperson Pat terson
requested that someone from the Clerk’s Office come back to the General Government
Committee at the August 30 meeting to give another update on the election process. Mr.
Millard gave a verbal update on the election results. He stated that recounts are scheduled

August 31 for Lyon Township, September 1 for Oxford and September 2 for Springfield
Township.

Commissioner Bullard commented about Item L and the fact that Ottawa County is
supporting Governor Granholm’s proposal to establish an advanced property tax collection
plan with conditions. They want guaranteed state revenue sha ring to Michigan counties, in
the same manner state revenue sharing is guaranteed to cities, villages, and townships
under the Michigan Constitution. However, if the proposed tax collection plan were put in
place, there would be no guaranteed revenue sharing.
Coulter moved to receive and file the Communications. Supported by Potter.
