MR #04210 – WEST NILE VIRUS FUND REIMBURSEMENT FOR PR0JECT IN THE CITY OF LAKE ANGELUS – FISCAL YEAR 2004 ALLOCATION The resolution authorizes the appropriation of $327.71 from the West Nile Virus Fund to reimburse the City of Lake Angelus for expenses incurred to control the mosquito population. 11. MR #04211 – WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF ORCHARD LAKE VILLAGE – FISCAL YEAR 2004 ALLOCATION The resolution authorizes the appropriation of $1,263.00 from the West Nile Virus Fund to reimburse the City of Orchard Lake Village for expenses incurred to control the mosquito population. 12. MR #04272 – WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CHARTER TOWNSHIP OF ORION – FISCAL YEAR 2004 ALLOCATION The resolution authorizes the appropriation of $14,431.36 from the West Nile Virus Fund to reimburse the Charter Township of Orion for expenses incurred to control the mosquito population. 48. MR #04261 – WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF PLEASANT RIDGE – FISCAL YEAR 2004 ALLOCATION The resolution authorizes the appropriation of $893.33 from the West Nile Virus Fund to reimburse the City of Pleasant Ridge for expenses incurred to control the mosquito population. 49. MR #04259 – WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF SYLVAN LAKE – FISCAL YEAR 2004 ALLOCATION The resolution authorizes the ap propriation of $658.87 from the West Nile Virus Fund to reimburse the City of Sylvan Lake for expenses incurred to control the mosquito population. 51. MR #04273 – WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE VILLAGE OF BEVERLY HILLS – FISCAL YEAR 2004 ALLOCATION The resolution authorizes the appropriation of $3,834.09 from the West Nile Virus Fund to reimburse the Village of Beverly Hills for expenses incurred to control the mosquito population. 52. MR #04268 – WEST NILE VIRUS FUND REIMBURSEME NT FOR PROJECT IN WHITE LAKE TOWNSHIP – FISCAL YEAR 2004 ALLOCATION The resolution authorizes the appropriation of $13,968.40 from the West Nile Virus Fund to reimburse White Lake Township for expenses incurred to control the mosquito population. MR #04228 – BOARD OF COMMISSIONERS – OAKLAND COUNTY COMMISSIONER ERIC COLEMAN’S EXCUSED ABSENCE WHILE SERVING AS SECOND VICE PRESIDENT OF THE NATIONAL ASSOCIATION OF COUNTIES (NACO) The resolution reflects that the Oakland County Board of Commissioners supports Commissioner Eric Coleman in his endeavors as Vice President of the National Association of Counties, and grants him an excused absence when scheduling conflicts arise with Oakland County Board and Committee meetings. Webster moved to report with a recommendation that the resolution be adopted. Supported by Hatchett. Motion carried on a roll call vote with Scott absent. 54. ANNUAL REPORT FROM CORPORATION COUNSEL GENERAL GOVERNMENT COMMITTEE Page 9 September 13, 2004 Judy Cunningham introduced some of her staff and gave a PowerPoint presentation on the history, mission and accomplishments of the Department of Corporation Counsel in the past year. Corporation Counsel handles assignments such as reviewing grants, requests to review statutes, and other civil litigation matters that occur within the Oakland County departments. The majority of cases are handled by Oakland County Corporation Counsel; however, sometimes matters must be handled outside of Oakland County for reasons such as conflicts of interest. Currently, only 7.34% of cases are being handled by outside counsel. Bullard moved to receive and file the Annual Report from Corporation Counsel. Supported by Coulter. PRESENTATION FROM OAKLAND LIVINGSTON HUMAN SERVICE AGENCY (OLHSA) Ron Borngesser, CEO, OLHSA, thanked the commissioners for their support, and he distributed a folder with various brochures of information regarding programs OLHSA provides that help the low-income, elderly and people with disabilities become self - sufficient in Oakland and Livingston Counties. He gave a brief presentation to the committee. Currently, they have 73 different programs, 110 funding sources and 125 staff spread out through the Oakland-Livingston communities. They are participating in a pilot program to open savings accounts for school-aged children. Kowall moved to receive and file the OLHSA folder that was distributed. Supported by Coulter. MR #04265 – BOARD OF COMMISSIONERS – SUPPORT FOR SENATE BILL 1266 – AMENDMENTS TO THE NATURAL RESOURCES AND ENVIRONMENTAL PROTECTION ACT OF 1994 (PA 451) The resolution reflects the support of the Oakland County Board of Commissioners of Senate Bill 1266, as introduced. SB 1266 would amend the Natural Resources and Environmental Protection Act of 1994 (PA 451) regarding lake boards. Kowall moved to report with a recommendation that the resolution be adopted. Motion carried on a voice vote. OTHER BUSINESS/ADJOURNMENT Paul Welday, Strategic Public Affairs, gave a brief update on SB 1111 and SB 1112, the property tax shift legislation. These Bills had passed through the Senate with a vote of 23 - 12. Paul Welday and Kim Haefner have contac ted some of the members of the House to communicate on this issue. The Speaker of the House wants to refer these Bills to the House Appropriations Committee, so there is not a clear timeframe at this point when the House will be voting on it.
