Supported by Suarez. Motion carried on a voice vote. PUBLIC COMMENT None. 5. CONTINGENCY REPORT The FY 2004 Contingency Fund Balance of $16,272 will not be impacted by items on today's agenda. An arrearage remains on the Royal Oak Township Law Enforcement Contract. Mr. Soave indicated that he has placed a call to the Township Treasurer and is waitin g for a response. Suarez moved to receive and file the September 9, 2004, Contingency Report. Supported by Palmer. Motion carried on a voice vote. CONSENT AGENDA 6a. MR #04210 - WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF LAKE ANGELUS - FISCAL YEAR 2004 ALLOCATION The City of Lake Angelus is requesting reimbursement of its FY 2004 $327.21 West Nile Virus Fund allocation for expenses incurred in the City's efforts to eradicate mosquito habitat. 6c. MR #04215 - WEST NILE VIRUS FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF MADISON HEIGHTS - FISCAL YEAR 2004 ALLOCATION The City of Madison Heights is requesting reimbursement of its FY 2004 $10,744.01 West Nile Virus Fund allocation for expenses incurred in the City's efforts to eradicate mosquito habitat. 6d. MR #04260 - ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE CITY OF LAKE ANGELUS - FISCAL YEAR 1999, 2000, 2001, 2002 and 2003 ALLOCATIONS The City of Lake Angelus is requesting reimbursement of its Fiscal Year 1999 - 2003 Environmental Infrastructure Fund Reimbursement Fund allocations of $3,221.84 annually for expenses directly related to inspection of septic tanks and septic fields. 7b. MR #04276 - ENVIRONMENTAL INFRASTRUCTURE FUND REIMBURSEMENT FOR PROJECT IN THE VILLAGE OF LEONARD - FISCAL YEAR 1999, 2000, 2001, 2002 and 2003 ALLOCATIONS The Village of Leonard is requesting reimbursement of its Fiscal Year 1999 - 2003 Environmental Infrastructure Fund Reimbursement Fund allocations of $1,464.97 annually for expenses directly related to drainage and catch basins for the South Forest/Polly Ann Trail and East Elmwood area. Palmer moved to recommend approval of the attached suggested Fiscal Notes for Consent Agenda Items 6a - 7b. Supported by Suarez. COUNTY EXECUTIVE - UPDATE ON COBO HALL EXPANSION PROJECT Mr. Poisson provided the Committee with an update on the Cobo Hall Expansion Project. Mayor Kilpatrick has indicated that he will provide the information reques ted by Oakland County's representatives and Oakland County Executive Patterson has returned to the discussions as long as the flow of information continues. However, the Executive has re -emphasized that certain requirements must be met prior to his coming before the Board of Commissioners for support or putting any question to the voters on this matter. 9. FINANCE COMMITTEE RECOMMENDED BUDGET - AMENDMENT FOR PARKS AND RECREATION The proposed report will amend the FY 2005 and FY 2006 Finance Recommended B udget to include the FY 2005 and FY 2006 Parks and Recreation Budget as approved by the Parks and Recreation Commission on September 8. BOARD OF COMMISSIONERS 2004 COUNTY GENERAL FUND PROPERTY TAX AND PARKS & RECREATION TAX RATES The resolution authorizes each supervisor of the various townships and Assessing Officers of the several cities of Oakland County to spread on their respective township or city tax rolls for the year 2004 the 2004 County General Property Tax Levy of 4.1900 mills, the Voted Parks and Recreation millage of 0.2422 mill and the Huron -Clinton Park Authority 0.2154 mill. The County millage rate of 4.19 was originally implemented in 1998 and has remained below the Maximum Allowable Tax Levy since that time, resulting in taxpayer savings of $43.4 million through 2003. MR #04255 - SHERIFF'S OFFICE - CONTRACT AMENDMENT #1 FOR LAW ENFORCEMENT SERVICES IN THE CHARTER TOWNSHIP OF COMMERCE The Sheriff is requesting authorization to amend its law enforcement agreement with the Charter Township of Commerce, beginning September 25, 2004, to add one Deputy II (with no fill) Patrol Investigator position, to be created in the Contracted Patrol Unit, Patrol Services Division. This action will bring the number of contracted positions for Commerce Township to 24. Operating revenues and expenses equate to $101,452 for FY 2005 and $105,264 for FY 2006. One unmarked vehicle with mobile and prep radio will be added to the county fleet at a cost of $31,003 with funding to come from Contingency. Ms. Van Pelt explained that this is a contractual relationship and is authorized through resolution with a budget amendment once the Township has approved the contract. MR #04249 - DEPARTMENT OF HUMAN SERVICES & SHERIFF DEPARTMENT - TRANSFER OF JAIL HEALTH PROGRAM AND CLERICAL POSITIONS FROM THE HEALTH DIVISION TO THE SHERIFF DEPARTMENT CORRECTIVE SERVICES DIVISION The Sheriff and the County Executive/Department of Human Services are requesting authorization to transfer the Jail Health Program function to the Sheriff, who is charged with overseeing the physical well - being of inmates housed at the Jail. The transfer of t he function includes twenty-three clinical positions and four clerical support positions (as detailed within the resolution) at a cost of $2,453,401. A public hearing will be held on September 22, 2004, at 7:05 p.m. before the Board of Commissioners, as r equired by Public Act 139 of 1973, and the transfer will become effective October 2, 2004. The Health Division will continue to provide pharmacy, x -ray, dental, laboratory services and peer review services for a fee to the program if desired. Mr. Cunningham explained that, at this time, a contract would be negotiated with the Health Department to continue to provide the additional services. PROSECUTING ATTORNEY - FY 2005 VICTIMS OF CRIME ACTS (VOCA) GRANT ACCEPTANCE Fiscal Year 2005 Michigan Department of C ommunity Health Victims of Crime Act Grant Funding of $122,746 has been awarded to the Prosecuting Attorney for the sixth consecutive year. This is the same amount of funding as awarded for the previous year. The total program cost of $125,593 includes t he state's share of $98197 and the County's $20,000 cash match and in -kind match of $4,549. The Prosecuting Attorney will request an amendment from the State to capture any redistributed funds that may be available to cover the shortage. Awarded funds will be used to expand and enhance local services to crime victims regarding their safety, rights, dignity and healthy recovery. MR #04254 - PUBLIC SERVICES/MEDICAL EXAMINER - ESTABLISHMENT OF AN INTERLOCAL AGREEMENT TO PROVIDE GENESEE COUNTY MEDICAL EXAMINER SERVICES AND TO CREATE POSITIONS The Public Services Department/Medical Examiner is requesting authorization to enter into a Joint Operating Agreement to provide Genesee County with Medical Examiner Services. The agreement will be in effect for one year and will terminal unless extended by mutual consent of both parties. Either part y in writing at least sixty days prior to the effective termination date may terminate the agreement. One full -time eligible (FTE) Medical Examiner Investigator position, one Forensic Pathology Fellow classification, one FTE Family Service Counselor positi on, two part-time, non-eligible (PTNE) 1,000 hour/year Autopsy Attendant positions and two PTNE 1,000 hour/year Office Assistant II positions will be created. An approved fee structure has been established and an estimated $734,400 is anticipated for the one-year term of the agreement. In January 2004, the Medical Examiner began providing services to Genesee County and has handled over 200 cases, generating $400,000 in revenue through July. DEPARTMENT OF INFORMATION TECHNOLOGY, CLEMIS DIVISION - REQUEST FOR APPROVAL OF A MEMORANDUM OF AGREEMENT BETWEEN THE FEDERAL COMMUNICATIONS COMMISSION, THE MICHIGAN STATE HISTORICAL P RESERVATION OFFICER, AND OAKLAND COUNTY REGARDING THE CONSTRUCTION OF A COMMUNICATIONS TOWER AT THE VILLAGE OF LAKE ORION, OAKLAND COUNTY, MICHIGAN Information Technology is requesting authorization to enter into a Memorandum of Agreement with the Federal Communications Commission and the Michigan Historical Preservation Officer to construct a Radio Tower at the Lake Orion Village Police Department within the Lake Orion Historical District. MR #04250 - HUMAN RESOURCES - SALARY ADMINISTRATION PLAN THIRD QUARTERLY REPORT FOR FY 2004 Human Resources has performed a review of 9 classifications/21 positions under the Salary Administration Plan (SAP) and is recommending that 3 classes/3 positions be upwardly reclassified, 1 exception to the Plan/1 position be placed into the SAP at a grade 21, 3 classes/15 positions remain the same and one be downwardly reclassified. Annual costs for sala ry grade changes to General Fund/General Purpose positions is $1,625 for FY 2005 and FY 2006 and has been budgeted for in the Classification and Rate Change Account. Proprietary Fund position salary grade changes will be paid from the applicable fund. Th e resolution also includes new classification titles for five positions and the deletion of one classification title no longer in use.
