Suarez Personnel Committee Page 2 September 15, 2004 APPROVAL OF MINUTES OF September 1, 2004 Rogers moved to approve the minutes of September 1, 2004 as printed. Supported by Wilson. Motion carried on a voice vote. PUBLIC COMMENT None MR #04249 DEPARTMENT OF HUMAN SERVICES & SHERIFF DEPARTMENT – TRANSFER OF JAIL HEALTH PROGRAM AND CLERICAL POSITIONS FROM THE HEALTH DIVISION TO THE SHERIFF DEPARTMENT CORRECTIVE SERVICES DIVISION It has been determined it would be beneficial to transfer the Jail Health Program and clerical support from the Department of Human Services to the Sheriff Department Corrective Services Division to provide a consistent combination of authority and accountability. The Health Division will continue to provide pharmacy, x -ray, dental, laboratory services, and peer review services for a fee to the Jail Health Program if desired by the Sheriff. A new unit will be created in the Sheriff Department Corrective Services Division titled Jail Health Program. Twenty-three clinical positions and four clerical support positions will be transferred. Mr. Cunningham indicated the Human Resources Department would be providing emergency staff for six months to determine if additional help will be needed. Patterson moved the Personnel Committee Report to the full Board with the recommendation MR #04249 be adopted. Supported by Moss. Motion carried unanimously on a roll call vote with Hatchett and Coleman absent. MR #04255 SHERIFF'S OFFICE – CONTRACT AMENDMENT #1 FOR LAW ENFORCEMENT SERVICES IN THE CHARTER TOWNSHIP OF COMMERCE The Charter Township of Commerce has approved a proposed amendment to the Oakland County Sheriff's Contract to provide law enforcement services. This amendment would add one Patrol Investigator and bring the total number of contracted positions to twenty - four. One Deputy II position will be created in the contracted Patrol Unit, Patrol Services Division of the Sheriff's Office and one unmarked vehicle with mobile and prep will be added to the County fleet. Wilson moved the Personnel Committee Report to the full Board with the recommendation MR #04255 be adopted. Supported by Moss. Motion carried unanimously on a roll call vote with Hatchett and Coleman absent. Personnel Committee Page 3 September 15, 2004 MR #04254 PUBLIC SERVICES/MEDICAL EXAMINER – ESTABLISHMENT OF AN INTERLOCAL AGREEMENT TO PROVIDE GENESEE COUNTY MEDICAL EXAMINER SERVICES AND TO CREATE POSITIONS Genesee County has requested Oakland County provide the services of the Oakland County Medical Examiner. The contract provides that mutual agreement and amendment shall no t become effective prior to the approval by concurrent resolutions of both the Oakland County Board of Commissioners and Genesee County Board of Commissioners. Corporation Counsel has reviewed and approves the one-year contract which includes the Scope of Services, Fee Schedule, Compensation to Oakland County for services performed and compliance by the Oakland County Medical Examiner with all applicable Federal, State and local laws, ordinances, rules and regulations. The Oakland County Medical Examiner Division is requesting the creation of one full-time eligible Medical Examiner Investigator position, the creation of a Forensic Pathology Fellow classification and position, one full - time eligible Family Service Counselor, the creation of two part-time non-eligible 1,000 hour/year Autopsy Attendant positions, and two part-time non-eligible 1,000 hour/year Office Assistant II positions to assist with the additional and pending caseload. All requested positions will be subject for review if the Genesee contract is not renewed. Middleton moved the Personnel Committee Report to the full Board with the recommendation MR #04254 be adopted. Supported by Wilson. Commissioner Wilson requested the Medical Examiner Report to the Personnel Committee in six months with detailed expenses and revenues to determine if the fees are sufficient to cover costs. Motion carried unanimously on a roll call vote with Hatchett and Coleman absent. GRETCHEN'S HOUSE 2nd QUARTER REPORT The 2nd Quarter Report for Gretchen's House @ Little Oaks indicates $14,167.92 of the monthly management fee was returned to Oakland County. Rogers moved to receive and file. Supported by Suarez. Motion carried on a voice vote. CHILDCARE RFP PROCESS Mr. Guzzy of Purchasing explained the Purchasing Department compiled a group of vendors capable of providing childcare services and have sent out approximately 150 letters and received six requests for the approximately 70 page RFP. At this time it appears four vendors are interested enough to complete the RFP. Several letters were returned as non-deliverable approximately 50% have been resent with better addresses. The bids are due October 4th. Personnel Committee Page 4 September 15, 2004 HUMANA PRESENTATION Chairperson Jamian requested the agenda be amended to remove this item. Middleton moved to amend the agenda by removing this item. Supported by Moss. Motion carried on a voice vote. COMMUNICATIONS Patterson moved to receive and file Communication Items A - C. Supported by Moss. A. Position Change Summary Report B. Phase I of E-Financial System Modules to be Live by Beginning of Fiscal Year C.
