The meeting was called to order by Chairperson Jamian at 9:33 a.m . in Committee Room A,
Auditorium Wing, County Service Center, Pontiac, Michigan.

Coleman moved to approve the minutes of September 29, 2004 as printed.
Supported by Suarez.
Motion carried on a voice vote.
PUBLIC COMMENT
None
HUMAN RESOURCES – EXTENSION OF MERIT SYSTEM ELIGIBILITY LISTS
Under the provisions of Section VI-H-1 of the Merit System Resolution the Human
Resources Department is requesting the extension of 16 Merit S ystem eligible lists for six
months.
Rogers moved to approve the extension of the requested lists. Supported by
Patterson.
Motion carried unanimously on a roll call vote with Hatchett, Middleton and Wilson
absent.
COUNTY EXECUTIVE – EMERGENCY RESPONSE AND PREPAREDNESS – ACCEPTANCE
FOR 2004 ODP STATE HOMELAND SECURITY GRANT PROGRAM
The 2004 State Homeland Security Program is comprised of two separate programs, the
State Homeland Security Program and the Law Enforcement Terrorism Prevention
Program. The State of Michigan has awarded Oakland County reimbursement for qualified
planning, training, equipment, and exercise expenses up to, but not exceeding $3,364,949,
for the State Homeland Security Program and $1,025,717 for the Law Enforcement
Terrorism Prevention Program, for a total of $4,390,666 during the period of August 1, 2004
through September 30, 2005. Oakland County Emergency Response and Preparedness is
requesting the creation of one Special Revenue full-time eligible Business Analyst position.
The acceptance of this grant does not obligate the County to any future commitment.
Patterson moved the Personnel Committee Report to the full Board with the
recommendation this resolution be adopted. Supported by Moss.
Motion carried on a unanimous roll call vote with Hatchett and Middleton absent.
Chairperson Jamian suggested the Committee take up the Communication portion of the
agenda at this time. There was no objection.
COMMUNICATIONS
Moss moved to receive and file Communication Item A. Supported by Coleman.

HEALTH ALLIANCE PLAN PRESENTATION
Chairperson Jamian requested this presentation be made to the Committee to discover
what new products are being offered to deal with the increasing costs of health care.
Employees from the Health Alliance Plan highlighted their written presentation. HAP has
more than four decades of leadership and experience. They offer a diverse portfolio of
products to fit the needs of virtually any employer. HAP has approximately 3,000 employer
groups and 540,000 members and has contracted with the area's leading hospitals and
physicians.
OTHER BUSINESS/ADJOURNMENT
There being no further business to come before the Committee the meeting was adjourned
at 10:38 a.m.
