Motion carried on a voice vote. PUBLIC COMMENT None MR #04298 BOARD OF COMMISSIONERS – SUSPENSION OF DUES TO THE MICHIGAN ASSOCIATION OF COUNTIES (MAC) This resolution invites the Executive Director of the Michigan Association of Counties to meet with leadership and interested members of the Oakland County Board of Commissioners to discuss how MAC plans to ensure that the interest of Oakland County and other large urban counties are not subjugated or ignored by the Michigan Association of Counties. Moss moved the Personnel Committee Report to the Board with the recommendation MR #04298 be amended per the Reports of the General Government, Planning & Building and Public Services Committees and adopted. Supported by Wilson. Motion carried unanimously on a roll call vote with Hatchett and Coleman absent. MR #04311 SHERIFF'S OFFICE – CONTRACT AMENDMENT #2 FOR LAW ENFORCEMENT SERVICES IN THE CHARTER TOWNSHIP OF COMMERCE The Charter Township of Commerce has contracted with the Oakland County Sheriff's Department to provide law enforcement services. The Charter Township of Commerce has approved a proposed amendment to the contract adding one Detective Sergeant, one Patrol Investigator and three Deputy II (no-fill) positions bringing the total number of contracted positions to twenty-nine. Also two unmarked vehicles (with mobiles and preps) and one marked vehicle (with mobile, prep, and MDC) will be added to the County fleet. Patterson moved the Personnel Committee Report to the full Board with the recommendation MR #04311 be adopted. Supported by Moss. Motion carried on a unanimous roll call vote with Hatchett and Coleman absent. SHERIFF'S OFFICE & HUMAN SERVICES/HEALTH DIVISION – FY 2005 JAIL ALLIANCE WITH SUPPORT FOR INMATES WITH CO-OCCURRING DISORDERS GRANT ACCEPTANCE The Sheriff's Office applied to the Michigan Department of Community Health through the Office of Drug Control Policy for $421,770 in grant funding to create a Jail Alliance with Support (JAWS) program for the period October 1, 2004 through September 30, 2005. Personnel Committee Page 3 November 10, 2004 SHERIFF'S OFFICE & HUMAN SERVICES/HEALTH DIVISION – FY 2005 JAIL ALLIANCE WITH SUPPORT FOR INMATES WITH CO-OCCURRING DISORDERS GRANT ACCEPTANCE (Continued) The County has been awarded a grant in the amount of $218,932, which is a $202,838 reduction from the application. A County match of $72,978 is required. Funds are available from designated fund balance for new grant opportunities. The grant provides funding for one Inmate Caseworker, and one PTNE Inmate Substance Abuse Technician position located in the Sheriff's Office/Corrective Services Division/Inmate Program Services Unit, and one substance Abuse Program Analyst position located in the Human Services Department/Health Division Substance Abuse Unit. Acceptance of this grant does not obligate the County to any future commitment. Continuation of the program is contingent upon future levels of grant funding. Middleton moved approval of the attached suggested resolution. Supported by Suarez. Motion carried on a unanimous roll call vote with Hatchett and Coleman abs ent. MR #04090 CIRCUIT COURT – VISITING JUDGE APPROPRIATION AND CREATION OF COURT CLERK POSITION The Personnel Committee requested MR #04090 return to Committee for a six month review of the visiting judge program. The Honorable Charles Simon has served as the visiting judge for all but one week. A total of 76 cases have been transferred to the docket. He has disposed of 39 cases, 15 by settlement, 21 by trial and 3 by other means. Wilson moved to Receive & File. Supported by Patterson. Motion carried on a voice vote with Hatchett and Coleman absent. CIRCUIT COURT/FRIEND OF THE COURT – 2004/2005 MEDICAL SUPPORT ENFORCEMENT REIMBURSEMENT CONTRACT – ACCEPTANCE The Michigan Family Independence Agency has awarded the 2004/2005 Medical Support Enforcement Reimbursement contract to the Oakland County Friend of the Court in the amount of $397,588. This is the tenth year for the contract and provides 100% reimbursement for services that establish and enforce medical support and insurance provision in domestic relations' cases. The funding has been capped for three years necessitating a cut in the number of funded positions from seven to six positions and requiring general fund supplemental funding of $31,401 to cover the current cost of the six funded positions. If additional funds are not available through the medical program, the $31,401 cost to the general fund may still be billed through the cooperative reimbursement program resulting in a reimbursement to the County of two-thirds of the total. One Domestic Support Specialist position has been frozen, and will remain vacant and un - funded, requiring Finance Committee approval to reactivate. Moss moved the Personnel Committee Report to the full Board with the recommendation this resolution be adopted. Supported by Suarez. Personnel Committee Page 4 November 10, 2004 52nd DISTRICT COURT, DIVISION II – 2005 MICHIGAN DRUG COURT PROGRAM INITIAL GRANT CONTRACT ACCEPTANCE The 52nd District Court, Division II, applied to the State Court Administrative Office, Michigan Drug Court Grant Program, requesting funding in the amount of $85,482, $62,874 in grant funding and $22,608 of required general fund matching dollars. The award was reduced to $52,000 with $23,482 required in matching funds for a total program funding of $75,482. Adjustments have been made to the program budget to operate within the funding received. One Special Revenue full-time eligible Probation Officer II position will be created in the 52-2 District Court Probation Unit. Continuation of the associated position is contingent upon continuation of State funding. Middleton moved the Personnel Committee Report to the full Board with the recommendation this resolution be adopted. Supported by Rogers. Motion carried on a unanimous roll call vote with Hatchett and Coleman absent. 52-1 DISTRICT COURT – FY 2005 BYRNE GRANT PROGRAM – FROM THE MICHIGAN OFFICE OF DRUG CONTROL POLICY – CONTRACT ACCEPTANCE The Michigan Department of Community Health, Office of Drug Control Policy, has awarded the 52-1 District Court grant funds in the amount of $74,391. The 52 -1 District Court is in the 3rd year of grant funding on a sliding scale match formula, requiring a 50/50-match requirement, the 50% match is expected to be made up by SCAO Grant funding. This award creates one new PTNE Office Assistant I position and continues funding for one Probation Officer I position. Continuation of the positions associated with this grant is contingent upon continuation of State and Federal funding. Moss moved the Personnel Committee Report to the full Board with the recommendation this resolution be adopted. Supported by Wilson. APPEAL OF CLASSIFICATION DETERMINATION – LINDA SUTTON Per Merit Rule 3, Linda Sutton, Library Technician I, appealed the determination of the Human Resources Department regarding the denial of her job reclassification. This matter was referred to the Classification Determination Hearing Subcommittee. The Subcommittee met on October 21 and 28, 2004. The Subcommittee report affirms the findings of the Human Resources Department that Ms. Sutton is properly classified as a Library Technician I, Grade 5. Suarez moved the Committee accept the Report of the Classification Determination Hearing Subcommittee. Supported by Patterson. Motion carried on a unanimous roll call vote with Hatchett and Coleman absent. Personnel Committee Page 5 November 10, 2004 APPEAL OF SALARY GRADE PLACEMENT – PAT LAHAR, ADMINISTRATOR – CHILDREN'S VILLAGE Pat Lahar, Administrator-Children's Village, is appealing the Human Resource Department's conclusion that she is properly classified at salary grade 18 . Per Merit Rule 2, an employee has the right to request that the Personnel Committee forward an appeal to the Job Evaluation Review Panel. The Personnel Committee can either forward the request to the panel, or simply receive and file, taking no further action. Wilson moved the Personnel Committee Receive & File this appeal, taking no further action. Supported by Suarez. Motion carried on a roll call vote: Jamian, Moss, Patterson, Wilson and Suarez – yes Rogers and Middleton – no Hatchett and Coleman – absent HUMAN RESOURCES – SALARY ADMINISTRATION 4TH QUARTERLY REPORT FOR FY 2004 The Salary Administration Plan approved by the Board of Commissioners for Grades 1 – 21 provides a process for departments and employees to request a review of the salary g rade placement of classifications. This resolution identifies the reviews conducted and salary grade changes recommended by the Human Resources Department. Three Classifications will be upgraded and three classifications will be deleted: Chief – Treasurer Accounting, Cross Connection & Pretreatment Coordinator and Radio Communications Clerk. Wilson moved approval of the attached suggested resolution. Supported by Moss. Motion carried on unanimous roll call vote with Hatchett and Coleman absent. HUMAN RESOURCES DEPARTMENT – REORGANIZATION The Human Resources Department has determined that reorganization is needed to align the workload and skillsets of current staff with existing and future customer needs. The proposed reorganization does not add additional positions to the Department but rather realigns existing resources. Commissioner Moss asked for the job description for the new Class Title (Supervisor- Employee Records) being proposed by the Human Resources Department and why it wasn't provided in the packet. Copies were distributed and it was explained the job description was not complete at the time of mail out. Commissioner Moss requested the resolution be corrected to add the words, "in the Employee Records and HRIS Unit at the end of the fourth BE IT FURTHER RESOLVED paragraph. Patterson moved approval of the attached suggested resolution as corrected. Supported by Suarez. Motion carried on a unanimous roll call vote with Hatchett and Coleman absent. Personnel Committee Page 6 November 10, 2004 2003 AFFIRMATIVE ACTION REPORT Mr. Poisson covered some highlights of the Report: An increase in females and minorities occurred in most all of the occupational categories, including the administrative, professional and technical areas. Improvement was also seen in data for new hires, for 2003 minority new hires rose to 21.2% while females increased to 62.4%. Several on-going programs are credited for these improvements, such as a designated recruiter to focus on minority recruitment and difficult to recruit classifications; formation of the Oakland County Employment Diversity Council to promote workplace diversity and Cultural Diversity training for county employees; mandatory for supervisors and voluntary for all other county employees.
