APPROVAL OF MINUTES OF November 10, 2004
Moss moved to approve the minutes of November 10, 2004 as printed. Supported by
Coleman.

52ND DISTRICT COURT, DIVISION I – 2005 MICHIGAN DRUG COURT PROGRAM
CONTINUATION (SCAO) GRANT ACCEPTANCE
The Court intends to use these funds to continue the Drug Court to deal with problems of
increasing recidivism, increasing use of alcohol and illegal drugs, rising systems costs and
an increase in jail days ordered. This grant funds one special revenue full-time eligible
Probation Officer I position and provides the matching funding for one new Office Assistant
I position created by a Byrne grant acceptance. Continuation of the position associated
with this grant is contingent upon continuation of State funding.
Moss moved the Personnel Committee Report to the Board with the
recommendation the above-mentioned resolution be adopted. Supported by
Coleman.
Motion carried unanimously on a roll call vote.
MR #04341 COMMUNITY & ECONOMIC DEVELOPMENT/ADMINISTRATION-DELETE ONE
(1) GF/GP ACCOUNT CLERK II POSITION
Organizationally Community & Economic Development Administration contains three FTE
GF/GP positions for the administration of Automation Alley. These positions a re one Chief,
one Automation Alley Coordinator and one Account Clerk II. As of October 1, 2004
Automation Alley is reimbursing Oakland County 100% of the cost of the Coordinator
position and has agreed to assume the accounting function. Community & Economic
Development is requesting the deletion of the Account Clerk II position.

Patterson moved the Personnel Committee Report to the Board with the
recommendation MR #04341 be adopted. Supported by Rogers.

MR #04350 CIRCUIT COURT/FAMILY DIVISION/COURT SERVICES – CREATION OF NEW CLINICAL
PSYCHOLOGIST INTERN CLASSIFICATION AND THREE (3) POSITIONS
The Clinical Services Unit of the Family Division currently has two Senior Psychologist and
seven Court Clinical Psychologist positions that perform court-ordered, psychological
evaluations of adults and juveniles for the purpose of aiding the Courts in making
decisions. In addition the Clinical Services Unit utilizes eight contractual Psychologists and
three Student/Interns to assist with the surplus of evaluations. In an effort to reduce the
costs of performing the less-complicated evaluations performed by the Student/Interns the
Circuit Court is requesting the creation of a new classification and three PTNE Clinical
Psychologist Intern positions.
Moss moved the Personnel Committee Report to the Board with the
recommendation MR #04350 be adopted. Supported by Wilson.

CIRCUIT COURT/GENERAL JURISDICTION – FY 2005 MICHIGAN DRUG COURT CONTINUATION
(SCAO) ADULT DRUG COURT GRANT ACCEPTANCE
The Court intends to use these funds to continue the Drug Court to deal with the problems

and an increase in jail days ordered. In addition this award provides funding for drug
testing supplies and material, and contractual services for program evaluation, travel and
conference expenses. The creation of one PTNE Court Service Officer II position is
requested. Continuation of the positions associated with this grant is contingent upon
continuation of State funding.

recommendation the above-mentioned Resolution be adopted. Supported by
Coleman.

CIRCUIT COURT - 2005 BYRNE GRANT PROGRAM – ADULT – FROM THE MICHIGAN OFFICE OF
DRUG CONTROL POLICY – CONTRACT ACCEPTANCE
The Byrne Memorial Drug Court Grant and the State Court Administrative Office (SCAO)
Grant currently fund the Circuit Court Adult Drug Court Program. The Bryne Grant award is
$165,000, the matching SCAO Grant funds of $110,000 includes a required County cash
match and carry forward funds. Grant acceptance provides continued funding

for one Community Service Coordinator position and creation of one PTNE Technical Aide
and one FTE Community Corrections Specialist II positions. The Grant also funds
contracted therapy services for drug court clientele. Continuation of the positions
associated with this grant is contingent upon continuation of State funding.

MR #04336 CLERK/REGISTER/CIRCUIT COURT –TRANSFER OF COURT CLERK POSITIONS
FROM THE OFFICE OF THE CLERK/REGISTER TO CIRCUIT COURT/PROBATE COURT
Forty-six full time judicial court clerks are assigned to permanent judges of the Oakland
County Circuit and Probate Court. While all forty-six clerks perform the same duties,
twenty-four fall under the budget of the Circuit and/or Probate Court, and twenty-two are
under the County Clerk's budget. An administrative problem exists as the Court actually
hires, fires, disciplines, directs and supervises all judicial court clerks. The County Clerk's
only function relative to these employees is to initiate and maintain personnel records and
process payroll. This proposal would unify personnel performing the identical function
under one department.
Coleman moved the Personnel Committee Report to the full Board with the

MR #04345 DEPARTMENTS OF CIRCUIT COURT & SHERIFF – TRANSFER OF CHIEF CIRCUIT
COURT INVESTIGATOR AND SIX (6) CIRCUIT COURT INVESTIGATOR POSITIONS FROM
THE FRIEND OF THE COURT TO THE SHERIFF DEPARTMENT/TECHNICAL SERVICES
DIVISION
The Friend of the Court currently has one Chief Circuit Court Investigator and six Circuit
Court Investigator positions assigned to perform investigations and execute warrants to
arrest and incarcerate individuals for the Circuit Court for enforcement of child support and
parenting time orders. To effectively enforce warrants and perform arrests, the
Investigators require certification from the Michigan Commission on Law Enforcement
Standards and must be under direct authority of a law enforcement agency. This resolution
requests the creation of a new unit in the Sheriff Department/Technical Services Division,
titled Sheriff/Friend of the Court, whose duties will be defined by agreement between the
Circuit Court, the Friend of the Court and the Sheriff Department, consistent with CRP grant
requirements.

MR #04347 SHERIFF'S OFFICE – CONTRACT AMENDMENT #1 FOR LAW ENFORCEMENT
SERVICES IN THE CHARTER TOWNSHIP OF OXFORD 2004-2008
The Charter Township of Oxford contracts with the Sheriff to provide law enforcement
services for the Township. The Charter Township of Oxford has proposed an amendment
to the contract to add one Deputy II (no fill) to bring the total number of contracted
positions to seventeen. One marked vehicle (with mobile, prep & MDC) will be added to
the County fleet.
Patterson moved the Personnel Committee Report to the Board with the
recommendation MR #04347 be adopted. Supported by Wilson.

SHERIFF'S DEPARTMENT – REORGANIZATION
In recent years the responsibilities of the Sheriff's Department have increased. To meet
these responsibilities in an efficient and cost effective manner the Sheriff is proposing
several organizational and personnel changes. To consolidate issues related to e mergency
and security situations, the Sheriff is proposing the creation of a new division titled Sheriff -
Emergency Preparedness Training and Communications and transferring 53 positions to
this new Division. This proposal will also merge all the administrative functions of the
Department by transferring the Records and Jail Commissary units to the Administrative
Services Division and changes the funding of one Account Clerk II position performing
duties related to the Commissary from GF/GP to PR (Commissary funding). These changes
do not create new positions and result in net savings to the General Fund.
Moss moved the Personnel Committee Report to the Board with the
recommendation the above-mentioned Resolution be adopted. Supported by
Patterson.

APPEAL OF SALARY GRADE PLACEMENT – PAT LAHAR, ADMINISTRATOR – CHILDREN'S
VILLAGE
This issue was first considered at the November 10, 2004 Personnel Committee Meeting. It
is on today's agenda for reconsideration.
Patterson moved to reconsider this item. Supported by Suarez.
Motion carried on unanimous roll call vote.
Pat Lahar, Administrator-Children's Village, is appealing the Human Resource Department's
conclusion that she is properly classified at salary g rade 18. Per Merit Rule 2, an employee
has the right to request that the Personnel Committee forward an appeal to the Job
Evaluation Review Panel. The Personnel Committee can either forward the request to the
panel, or simply receive and file, taking no further action.

Coleman moved the Personnel Committee refer this appeal to the Job Evaluation

HUMAN RESOURCES – EXTENSION OF MERIT SYSTEM ELIGIBILITY
Under the provisions of Section VI-H-1 of the Merit System Resolution, the Human
Resources Department is requesting the extension of six Merit System eligible lists:
Business Analyst, Deputy I, Environment Program Coordinator, Licensed Practical Nurse,
Medical Technologist and Youth Specialist I.
Wilson moved to approve the extension of the six Merit System eligible lists
requested. Supported by Patterson.
Motion carried on unanimous roll call vote.
DIVERSITY TRAINING UPDATE
Dorothy Brown of Dorothy J. Brown & Associates updated the Committee regarding the
ongoing Diversity Training Program instituted in 1998. Diversity training is designed to
help participants recognize their personal biases and prejudices, the source of those
feelings and beliefs, and strategies for working together with mutual respect. A total of 195
employees have participated in this course over the past twelve months. The Board of
Commissioners mandated this training course for all employees in supervisor, manager
and chief classifications. Human Resource records show that 81% of current supervisors
have attended the training. Since inception, 1,240 employees have attended.
Commissioner Coleman requested the Human Resource Department report back to the
Committee in six months and provide a list of the departments that are not utilizing this
training program.

OTHER BUSINESS/ADJOURNMENT
Commissioner Rogers Reported to the Committee regarding the Little Oaks RFP Study
Group activities. This Study Group will be renewed in 2005 to complete their fun ction.
There being no further business to come before the Committee the meeting was adjourned
at 11:37 a.m.
