DRAIN COMMISSIONER – DEPARTMENT OVERVIEW John McCulloch, Drain Commissioner, described his Departments' responsibilities. The Drain Commissioner has an annual budget of $140,000,000, the majority of which is raised through user fees and water and sewer rates with approximately $4,000,000 coming from the County General Fund. There are 260 employees split into two major divisions, Engineering and construction – a group of project engineers that oversee the des ign and construction of facilities and infrastructure and the fairly new Environmental Unit, who is responsible for the Storm Water Phase II Regulations of the EPA. The Operation and Maintenance Division is the largest and oversees the operation and maint enance of the facilities and infrastructure. The Drain Commissioner is a service-based organization supporting the County's 61 communities and ultimately the residents. OAKLAND COUNTY DRAIN COMMISSIONER AND DEPARTMENT OF FACILITIES MANAGEMENT – TRANSFER OF COUNTY OWNED PROPERTY TO THE CHARTER TOWNSHIP OF LYON, TAX PARCELS NOS. 21 -05-176-020, 21 -21-100-037 AND 21-26-253-001; AND APPROVAL OF CONTRACT FOR OPERATION AND MAINTENANCE OF THE CHARTER TOWNSHIP OF LYON WATER SUPPLY SYSTEM The Oakland County Drain Commissioner presently operates and maintains the community well and water supply systems in three areas of Lyon Township. The Drain Commissioner has received a request from Lyon Township to convey the subject well sites and all related easements to the T ownship, the Drain Commissioner will continue to operate and maintain the water systems at Township expense. The conveyance of the subject property to the Township would remove Oakland County from any further responsibility or liability related to the pro perty and would afford the Township the opportunity to expand and improve its water supply system. The conveyance of these parcels is in an "as is" condition inclusive of water wells, well houses, easements and related appurtenances to the Charter Townshi p of Lyon for the sum of one dollar. Planning & Building Committee Page 3 January 11, 2005 FACILITIES MANAGEMENT – REQUEST FOR AUTHORIZATION TO NEGOTIATE NEW LEASE FOR DRAIN COMMISSIONER The Drain Commissioner currently provides water main maintenance service to numerous Oakland County communities from its existing maintenance facility located at 8 Mile and Lahser Road in the City of Southfield. The present building and service yard has proven inadequate as demand for services has increased in south Oakland County. The Drain Commissioner is seeking an additional suitable and more centrally located facility. A potential facility has been located at 30750 8 Mile Road in the City of Farmington Hills. The Drain Commissioner and Facilities Management are requesting authorization to negotiate the terms and conditions of a three -year lease with D'AN-CO Properties, LLC with options to either extend the lease or terminate when a permanent facility is identified or constructed. DEPARTMENT OF COMMUNITY & ECONOMIC DEVELOPMENT – EMERGING SECTORS AND PEDS OVERVIEW The Emerging Sector activities include a German trade mission in November of 2004. A briefing was held for representatives of over 65 German life science companies, four reques ted a "Business Case" be developed. Visits were made to German firms with facilities in Oakland County, there is an expectation over 600 new jobs will be created in the next 18 months. Every 15 jobs creates an impact of $3 million on the economy. In addition a relationship with Beaumont Hospital has been established, a survey and retention calls have been developed on robotic companies, meetings held with an emerging sector firm in Mississauga, Ontario and conducted an Advanced Manufacturing trade missio n to Japan with Michigan Global Partnership. Three new companies have established themselves in Oakland County, Cobasys, Ceradyne and Incat for a total investment of $16 million. Planning & Economic Development Services have assisted 36 firms with expans ion projects involving an investment of over $210 million, creating 2,259 new jobs and retaining 1,158. New taxes of $4,542,000 per year have been generated. Middleton moved to Receive & File. Supported by Molnar. Motion carried on a voice vote. DEPARTMENT OF CENTRAL SERVICES - OVERVIEW Central Services includes several operations: Aviation, and Support Services, i.e. Materials Management, Printing, Records Retention, Vehicle Operations and Food Services. Oakland County is the only local agency in the State of Michigan that owns and operates three airports. Oakland County International Airport is the second busiest facility in the State, the nation's sixth busiest general aviation airport and the 43 rd busiest in the nation. Over one half million p assengers and pilots pass through the airport every year and more than 800 private and corporate aircraft are based there. The airport contributes over $150 million to the County's economy each year. Middleton moved to Receive & File. Supported by Molna r. Motion carried on a voice vote. Planning & Building Committee Page 4 January 11, 2005 DEPARTMENT OF WASTE MANAGEMENT – OVERVIEW The Oakland County Brownfield Redevelopment Authority meets on a regular basis to continue its work on a number of developments under consideration. The Authority consists of nine members, including two current Commissioners, Coulter and Wilson and two former Commissioners, Law and Webster. Oakland County was awarded a $1,000,000 Revolving Loan Fund grant from the EPA. The purpose of a Brownfield project is to turn fallow land into productive land and back on the tax rolls. Three projects have gone through the Authority Board, the Brown Road Project, Downtown Wixom Project and the Pleasant Ridge Housing Project. A $750,000 loan was made to the Brown Road Group to be used as gap financing to pay for removal activities, a site wide system for methane collection and treatment. Oakland County was awarded a supplemental grant from the USEPA in the amount of $394,350. The C ounty has applied for several other USEPA grants for 2005. Chairperson Palmer requested the minutes from the Oakland County Brownfield Redevelopment Authority be supplied to the Planning & Building Committee. A Solid Waste Management Plan is required b y the Natural Resources and Environmental Protection Act, PA 451, Part 115, Solid Waste Management. The plan must certify that the county has disposal capacity for its solid waste for a period of 10 years. The Board of Commissioners appoints a 14 -member Solid Waste Management Planning Committee. The North Oakland Household Hazardous Waste Program (NO HAZ) began in 2003 to provide household hazardous waste collections for communities primarily in the northern part of the County which are not served by the two solid waste authorities, RRRASOC and SOCRRA. The County acts as the administrator of the program for the member communities, costs are paid by the communities via an administrative fee to the County, as well as a per car fee for disposal costs. The initial resolution committed the county to administer the program through 2005. The communities feel they do not have the staff to run the program and would like the county to continue coordinating the program. A formal resolution and discussion will be brought to the Planning & Building Committee. Douglas moved to Receive & File. Supported by Molnar. Motion carried on a voice vote. DEPARTMENT OF FACILITIES MANAGEMENT – OVERVIEW This Department is responsible for planning, design and construction o r renovation of the majority of County - owned facilities including site improvement, parking lots and utilities. The Department also develops and administers a County 5-Year Capital Improvement Program and Maintenance Special Projects. Other responsibility is energy conservation programs. Allocation and management of space within County facilities, preparation and administration of facility lease agreements and assisting other departments in the sale or purchase of property and facilities. It also prepare s easements, obtains or performs appraisals of properties and manages the County -owned Farmers Market. The Department is responsible for 46 County owned facilities and eight leased facilities. Woodward moved to Receive & File. Supported by Douglas. Motion carried on voice vote. Planning & Building Committee Page 5 January 11, 2005 BOARD OF COMMISSIONERS – 2004 ANNUAL REPORT OF THE PLANNING AND BUILDING COMMITTEE This is a list of projects completed during 2004 and the projects Facilities Manage ment expects to complete in the coming year. Hatchett moved approval of the attached suggested report. Supported by Douglas. Motion carried on a unanimous roll call vote with Gershenson absent. DEPARTMENT OF FACILITIES MANAGEMENT – REQUEST TO NEGOTIATE NEW LEASE FOR 52 -1 NOVI DISTRICT COURT In 1994 the County of Oakland and Newberry Properties, LLC entered into a five -year lease agreement to house the 52 -1 Division District Court at 48150 Grand River Avenue, Novi, Michigan. Under the terms of the present lease the County exercised its option to extend the lease through March 3, 2005. The Department of Facilities Management is requesting committee authorization to negotiate the terms and conditions of a new five-year lease, with options to either extend the lease or terminate the lease should another courthouse be purchased or constructed. The new lease will be presented for required committee and board approval upon agreement of new terms and conditions. Hatchett moved the Planning & Building Commi ttee authorize Facilities Management to negotiate a new lease for the 52-1 Novi District Court and report back to the Committee. Supported by Nash. DEPARTMENT OF FACILITIES MANAGEMENT – RECOMMENDATION TO GRAN T EASEMENT FOR UNDERGROUND ELECTRIC SERVICE TO THE DETROIT EDISON COMPANY – ADDISON OAKS COUNTY PARK (TAX PARCEL NO. 05 -33-100-004) Per MR #04088 the Oakland County Board of Commissioners granted a license to Sprint Spectrum, LP for construction of a radio tower and support facilities at Addison Oaks County Park. Electric power is required to construct and operate the proposed radio tower. Sprint Spectrum and the Detroit Edison Company have requested the County grant a 12 -foot wide by 30-foot long easeme nt for underground electric service from the existing power pole line located on the park property to the Sprint tower site. Authorization is requested to grant an easement for underground electric service and related appurtenances to the Detroit Edison Company for the sum of one dollar.
