Auditorium Wing, County Service Center, Pontiac, Michigan.

APPROVAL OF MINUTES OF February 9, 2005
Patterson moved to approve the minutes of February 9, 2005. Supported by Scott.
Motion carried on a voice vote.
PUBLIC COMMENT
Jean Milton addressed the Committee regarding her concerns about the Personnel Appeal
Board.
Moss moved to remove Item #7 MR #05014 Board of Commissioner – Authorization
of Contract for On-Site Child Care Facility from the agenda. Supported by Patterson.
Motion carried on a voice vote.
MR #05026 DEPARTMENT OF INFORMATION TECHNOLOGY - REORGANIZATION
The Department is requesting a reorganization of staff to align the workload and skillsets of
current staff with existing and future customer needs. Land Management staff under DISC
will be transferred to the new Application Services Division in order to allow greater focus
on eGovernment responsibilities. It is also requested to retitle the System Development &
Support Digital Information Service Center Division to Application Services eGovernment
Services and change the unit title in the eGovernment Services Division to eGovernment
Program Services.
Moss moved the Personnel Committee Report to the Board with the
recommendation MR #05026 be adopted. Supported by Rogers.

MR #05033 PUBLIC SERVICES/VETERANS' SERVICES DIVISION – CREATION OF
ADDITIONAL STAFF
The Veterans' Services main goal is to provide Oakland County veterans and the ir families
with research and assistance in obtaining the Federal, State and local benefits they are
eligible for. Veterans' Benefit Counselors are trained to help veterans receive the maximum
benefits allowed and are proactive in providing advocacy to obtain those benefits. The
Division is experiencing a backlog of claims due to loss of experienced staff. Veterans'
Services is receiving additional referrals from the Outpatient clinic in Pontiac and as a result
of the war in Iraq. The Department is requesting the creation of two GF/GP Veterans'
Benefit Counselor I positions to help decrease the backlog.
Patterson moved the Personnel Committee Report to the Board with the
recommendation MR #05033 be adopted. Supported by Middleton.

MR #05034 PUBLIC SERVICES/ANIMAL CONTROL DIVISION – CONTINUATION OF TRIAL
WORKING SCHEDULE
Effective July 22, 2004 the Animal Control Division implemented a six -month trial-working
schedule in order to provide better office coverage, clerical support, and more efficient
clinical services for the care and wellbeing of the animals. This trial included the
underfilling of one FTE Office Assistant Il position with three part-time non-eligible 1,000
hr/yr. General Clerical positions and the creation of one part -time non-eligible 1,000 hr/yr.
Veterinarian position, eliminating the Veterinarian Professional Service Contract. The
Animal Control Division is requesting to continue the trial-working schedule for another six
months.
Moss moved the Personnel Committee Report to the Board with the
recommendation MR #05034 be adopted. Supported by Coleman.

MR #05025 HUMAN SERVICES DEPARTMENT – TITLE CHANGE OF THE DEPARTMENT
AND ONE COUNTY EXECUTIVE APPOINTEE CLASSIFICATION
Executive Order #2004-38, signed by Governor Jennifer M. Granholm on December 9, 2004,
in accordance with Section 1 of Article V of the Michigan Constitution of 1963, will rename
the Family Independence Agency to the Department of Human Services, effective March 15,
2005. To avoid public confusion associated with the similar titles of the Oakland County
Human Services Department and the State of Michigan Department of Human Service it is
proposed to retitle Oakland County's Department of Human Services to the Department of
Health and Human Services. To be consistent the title of Director - Human Services is also
proposed to be changed to Director – Health and Human Services.
Coleman moved the Personnel Committee Report to the Board with the
recommendation MR #05025 be adopted. Supported by Middleton.
Motion carried unanimously on a roll call vote.
MR #05029 COMMUNITY & ECONOMIC DEVELOPMENT DEPARTMENT – TITLE CHANGE
OF THE DEPARTMENT AND TWO COUNTY EXECUTIVE APPOINTEE CLASSIFICATIONS
It is proposed to change the title of the Department of Community & Economic
Development to the Department of Economic Development & Community Affairs to reflect
the community based initiatives of the department. The proposed changes involve retitling
the Director of Community & Economic Development classification and the Deputy Director
of Community & Economic Development to reflect the Department name change also.
Hatchett moved the Personnel Committee Report to the Board with the
recommendation MR #05029 be adopted. Supported by Patterson.

PROSECUTING ATTORNEY, CIRCUIT COURT/FAMILY DIVISION AND PUBLIC
SERVICES/COMMUNITY CORRECTIONS DIVISION – PROGRAM YEAR 2005 JUVENILE
ACCOUNTABILITY BLOCK GRANT (JABG) ACCEPTANCE
The Michigan Family Independence Agency has awarded Oakland County a federal pass -
through grant totaling $421,393 of which $379,255 is from the State as a Federal pass-
through. The balance of $42,138 is the required County match. The grant award provides
funding of the following: Prosecuting Attorney Teen Court and School Violence programs; a
portion of the Circuit Court/Family Division's Juveni le Drug Court; and a portion of the
Public Services/Community Corrections Division's InStep program. The grant provides
funding for one SR Community Corrections Specialist II position and discontinued funding
(50%) for one SR Supervisor-Community Corrections position in the Community
Corrections Division. Also one SR Social Worker I position in the Prosecuting Attorney's
Office will sunset effective December 24, 2005. The acceptance of this grant does not
obligate the County to any future commitment. Continuation of the special revenue
positions in the grant is contingent upon continued future levels of grant funding.
Coleman moved the Personnel Committee Report to the full Board with the
recommendation the above-mentioned Resolution be adopted. Supported by Scott.

CHILDCARE STUDY GROUP REPORT
On July 24, 2004 the Personnel Committee requested that a "Childcare Study Group" be
created to evaluate written proposals, interview potential operator/managers and
recommend the operator/manager for the Little Oaks Child Development Center. The
"Childcare Study Group" has reached a consensus and recommends Gretchen's House as
the preferred provider.
Middleton moved the Personnel Committee Report to the full Board with the
recommendation the Childcare Study Group Report dated February 1, 2005 be
adopted with the following amendment:
"It is the expectation of the Personnel Committee that the contract negotiated with
the vendor contain no cash subsidy."
Supported by Scott.
Motion carried on unanimous roll call vote with Coleman absent.

HUMAN RESOURCES DEPARTMENT - SALARY ADMINISTRATION PLAN 1ST QUARTERLY
REPORT FOR FY 2005
The Salary Administration Plan approved by the Board of Commissioners for Grades 1-21
provides a process for departments and employees to request a review of the salary grade
placement of classifications. The recommended changes impact 10 classes and 12
positions. The total increases for the fiscal year are $16,669 GF/GP and $26,468 PR/SR. The
funds for salary grade changes are budgeted in the Classification and Rate Change Fund.
Patterson moved approval of the attached suggested resolution. Supported by
Middleton.
Motion carried on unanimous roll call vote with Coleman absent.

OTHER BUSINESS/ADJOURNMENT
Nancy Scarlet distributed copies of applications for summer jobs. The application period
opened last week. Due to the amount of applications received it is antic ipated the
application period will close shortly.
Chairperson Jamian requested the Human Resources Department update the Committee
on the summer job application process at the next meeting.
There being no further business to come before the Committee the meeting was adjourned
at 10:45 a.m.
