Sheryl Mitchell, Senior Analyst Pamela Worthington, Committee Coordinator PLEDGE OF ALLEGIANCE PUBLIC COMMENT Mr. Meltzer addressed the issue of the Oakland County Community Mental Health Authority (OCCMHA) appointments, and he suggested that the General Government Committee appoint new people to OCCMHA. Ms. Talbot mentioned that the annual Oakland County Easter egg hunt will take place on March 26th, and she asked for sponsors to suppo rt the cost of the event . APPROVAL OF THE PREVIOUS MINUTES Crawford moved approval of the minutes of February 28, 2005, as printed. Supported by Long. Motion carried on a voice vote. 1. DEPARTMENT OF INFORMATION TECHNOLOGY – INTERLOCAL AGREEMENT BETWEEN OAKLAND COUNTY AND THE TOWNSHIP OF GROVELAND FOR THE FIRE RECORDS MANAGEMENT SYSTEM The Fire Records Management System has been offered to fire departments to allow them to access and create fire records from the inception of the 9 -1-1 call to promote communication and sharing of the fire records among the municipalities that participate. The Township of Groveland has asked to participate in the Fire Records Management System. The resolution authorizes the execution of the Fire Records Management Agreement between the Township of Groveland and the County of Oakland. Kowall moved approval of the attached suggested resolution. Supported by Hatchett. Motion carried unanimously on a roll call vote. 2. PARKS AND RECREATION – SUPPORT FOR SUBMISSION OF GRANT APPLICATION TO THE MICHIGAN DEPARTMENT OF NATURAL RESOURCES AND THE LAND AND WATER CONSERVATION FUND TO PROVIDE MATCHING FUNDS FOR THE ACQUISITION OF THE HIGHLAND TOWNSHIP PROPERTY The Oakland County Parks and Recreation Commission was notifie d that applications may be submitted for the Michigan Natural Resources Trust Fund for 2005. The application requires that a resolution be adopted by the Oakland County Board of Commissioners and submitted with the grant application. The grant, if awarded, would require County matching funds of 40 percent, which the Oakland County Parks and Recreation Commission has available to expand the development of the parks. The resolution authorizes the Oakland County Parks and Recreation Commission to submit the grant application. CLERK/REGISTER OF DEEDS – CALENDAR YEAR 2005 ASSISTANCE FOR SURVEY, MONUMENTATION & REMONUMENTATION GRANT ACCEPTANCE The State of Michigan Department of Labor & Economic Growth awarded the County of Oakland $864,436 in grant funding for the period of January 1, 2005 through December 31, 2005. This grant includes $400,000 of reimbursement for expedi ted expenditures. The resolution authorizes acceptance of the Assistance for Survey, Monumentation and Remonumentation Grant. Crawford moved approval of the attached suggested resolution. Supported by Melton. Melton moved to strike the 1st BE IT FURTHER RESOLVED paragraph, which states: BE IT FURTHER RESOLVED that the Board Chairperson, on behalf of the County of Oakland, is authorized to execute said agreement. Supported by Molnar. ROLL CALL VOTE: AYES: Long, Coulter and Melton (3) NAYS: Hatchett, Crawford, Wilson, Kowall, Molnar, Gregory and Patterson (7) Motion failed. Main motion carried unanimously on a roll call vote. 4. COMMUNITY DEVELOPMENT BLOCK GRANT – OVERVIEW ON IMPLICATIONS TO OAKLAND COUNTY WITH 2006 FUNDING Karry Rieth, Manager, Community & Home Improvement, was asked to do an overview on the implications to Oakland County with 2006 Funding through the Community Development Block Grant. She stated that the President set his budget recommendation to eliminate the Community Development Block Grant (CDBG) and transfer the funding that would have gone to the CDBG to a program titled Strengthening America’s Communities Initiative. It would change the focus from the moderate and lower-income people to a new focus in economic development initiatives. The proposal, if passed, would result in a loss of $9.1 million to Oakland County overall. Crawford moved to receive and file the informational documents received. Supported by Coulter. Motion carried on a voice vote. 5. BOARD OF COMMISSIONERS – APPOINTMENTS TO THE OAKLAND COUNTY COMMUNITY MENTAL HEALTH AUTHORITY The terms of four appointees of the Oakland County Community Mental Health Authority (OCCMHA) are expiring as of March 30, 2005, and the General Government Committee is required to submit a report with its recommendation of appointments to the full Board. Alison GENERAL GOVERNMENT COMMITTEE Page 4 March 14, 2005 Scofield and Lois Shulman, applicants, introduced themselves to the committee and expressed their desire to serve on the OCCMHA. Wilson moved to report to the full Board that the following people be re -appointed to the OCCMHA: Robert Dillaber, Primary Consumer; Edward Farragher, General Public; Jerry M. Ellis, General Public; and Myrna LeBrun, General Public. Supported by Crawford. OHLSA – Board of Director’s Meeting Minutes – January 26, 2005 Commissioner Melton requested that Mr. Daddow come to the April 4 th General Government Committee meeting to speak on Item A and be present to answer questions. Commissioner Melton would also like to invite Mr. Dohany, County Treasurer, to the April 4 th General Government Committee meeting to discuss House Bill 4326, which amends the General Property Tax Act by inserting language that states that the duration of a millage shall not exceed ten (10) years. He would like Mr. Dohany’s input on this legislation and how it would impact Oakland County. Crawford moved to receive and file the Communications. Supported by Gregory. Motion carried on a voice vote.
