The first issue is the Single Business Tax plan. The legislation has been introduced, and the Governor thinks it is important in terms of growing the economy for the State of Michigan, particularly with the larger corporations and businesses. She handed out a sheet with a list of all the projects with significant traffic impacts in each of those counties. APPROVAL OF THE PREVIOUS MINUTES Coulter moved approval of the minutes of April 4, 2005, as printed. Supported by Long. Motion carried on a voice vote. AGENDA Commissioner Douglas had requested that #3, MR #05050 – Board of Commissioners – Support for House Bill 4326 – Amend General Property Tax Act to Limit Millages to 10 Years, be pulled from the agenda at this time. Kowall moved to amend the agenda by removing Agenda Item #3 from the agenda. Supported by Hatchett. Motion carried on a voice vote. AGENDA ITEMS 1. DEPARTMENT OF CENTRAL SERVICES – OAKLAND COUNTY INTERNATIONAL AIRPORT – 2005 GRANT PROGRAM ACCEPTANCE – AIRCRAFT RESCUE FIRE FIGHTING (ARFF) TRAINING The Michigan Department of Transportation has awarded the County of Oakland $5,500 to be used for aircraft rescue and fire fighting (ARFF) training through Kellogg Community College using the mobile fire training unit owned by MDOT-Bureau of Aeronautics. The resolution authorizes acceptance of this grant and authorizes the Chairperson of the Oakland County Board of Commissioners to execute the grant contract. Kowall moved approval of the attached suggested resolution. Supported by Wilson. Motion carried on a roll call vote with Crawford absent. 2. SUPPORT OF HR 341 – REAUTHORIZATION OF COMMUNITY SERVICES BLOCK GRANT (CSBG) The resolution reflects that the Oakland County Board of Commissioners supports the reauthorization of the Community Services Block Grant (CSBG) and continued funding at current or increased levels. It also reflects that the Oakland County Board of Commissioners recognizes that counties depend on the low-income services funded by the CSBG and that the CSBG network of community action agencies is a unique partner with county, state and federal government in assisting low-income individuals toward achieving self -sufficiency. MR #05070 – BOARD OF COMMISSIONERS – SUPPORT FOR LEGISLATION TO ALLOW EARLY VOTING IN MICHIGAN The resolution reflects that the Oakland County Board of Commissioners supports the concept of early voting as expressed in current legislation and urges the Michigan State Legislature to adopt legislation that provides for early voting beginning 14 days before each election in Michigan. Kathy Dornan, City Clerk, City of Farmington Hills, expressed her support for early voting in Michigan. Melton moved to report to the full Board with a recommendation that the resolution be adopted. Supported by Hatchett. ROLL CALL VOTE: AYES: Hatchett, Gregory, Coulter and Melton (4) NAYS: Long, Wilson, Kowall, Molnar, and Patterson (5) Motion failed by roll call vote with Crawford absent. 5. MR #05052 – RECOGNITION OF NATIONAL CORRECTIONS OFFICER WEEK – MAY 1-7, 2005 The resolution reflects that the Oakland County Board of Commissioners acknow ledges the hard work and dedication of the Oakland County Sheriff’s Office Corrections’ Deputies and the special contribution they make to ensure the public safety of all citizens in Oakland County. The week of May 1 – 7, 2005 has been designated as National Corrections Officer Week, and the resolution reflects that the Oakland County Board of Commissioners honors and thanks all the Corrections Deputies of the Oakland County Sheriff’s Office for their unique skills, abilities and devotion to duty on behalf of the citizens of Oakland County. Gregory moved to report to the full Board with a recommendation that the resolution be adopted. Supported by Hatchett. Motion carried on a roll call vote with Crawford absent. 6. MR #05071 – BOARD OF COMMISSIONERS – OPPOSITION TO HB 4471 – PROPOSAL TO RE-ESTABLISH SEPARATE SCHOOL DISTRICT ELECTIONS The resolution reflects that the Oakland County Board of Commissioners establishes the following procedure for all General Government Committee recommendations for appointments to boards, councils, commissions, committees and authorities occurring after the Annual Session held in January: 1. All applications will be submitted to the General Government Committee for review. 2. The General Government Committee may appoint a sub committee for the purpose of screening applications for qualified candidates. 3. If a large number of applications are received, the General Government Committee (or an appointed subcommittee) may narrow the field to the top qualified candidates who will be scheduled for interviews. 4. Meetings of the appointed subcommittee shall comply with the Michigan Open Meetings Act. GENERAL GOVERNMENT COMMITTEE Page 4 April 18, 2005 5. The General Government Committee shall conduct interviews of candidates, including those individuals seeking re-appointment. 6. When the number of qualified applicants is equal to or less than the number of appointments currently open, the General Government Committee may waive the interview requirement. 7. A majority vote of the General Government Committee, elected and serving, is required for a nominee to receive a recommendation for appointment. 8. The date for accepting applications may be extended by the Chairperson of the General Government Committee. 9. This procedure is not applicable to Commissioners, currently serving, who are seeking appointments consistent with the performance of their duties as a Commissioner and as provided by law. 10. The General Government Committee shall report its recommendation to the Board of Commissioners for consideration. The resolution also reflects that the Oakland County Board of Commissioners would incorporate this appointment procedure, if adopted, as an Appendix in the Rules for the Oakland County Board of Commissioners. Hatched moved to report to the full Board with a recommendation that the resolution be adopted. Supported by Melton. Hatchett moved to report with a recommendation that appointment procedures #3 and #5 in the NOW THEREFORE BE IT RESOLVED paragraph be amended, as follows: 3. OTHER BUSINESS/ADJOURNMENT Chairperson Patterson suggested that commissioners might want to attend a meeting of the Road Commission of Oakland County to see what they are doing. The Road Commission meets on Thursdays, at 9:00 a.m. in the winter and 10:00 a.m. in the summer. Kim Haefner, Lobbyist, Strategic Public Affairs, passed out a copy of the substitute for House Bill 4569 (H-1), which was sponsored by Chris Ward, to amend the Michigan Election Law to allow absentee voting without providing a reason during the seven days preceding a primary or general election.
