Chairperson Potter called the meeting of the Public Ser vices Committee to order at 1:32 p.m., in
Committee Room A, Commissioners’ Wing, County Service Center, Pontiac, Michigan.

Middleton moved approval of the minutes of April 6, 2005, as printed. Supported by Zack.

AGENDA ITEMS
1. SHERIFF'S OFFICE - AUTHORIZATION FOR SALE OF RECOVERED AND
STOLEN PROPERTY IN SPRING AUCTION
Pursuant to Public Act 54 of 1959, the resolution authorizes the Sheriff to dispose of recovered and
stolen property that has been unclaimed for six months. Property will be disposed of through the
annual spring auction, to be held by the County's Department of Central Services on May 21, 2005.
A list of the items from the Sheriff's Office to be auctioned accompanies the resolution.

2. REPORT ON JAIL DIVERSION PROGRAM
The presentation material on the Oakland County Jail Diversion program was provided to
committee members. Mr. Allen explained that this is a new program focusing on pre -book jail
diversion of individuals with serious mental illness. Program stakeholders include the Community
Mental Health Authority and Core Agencies, Sheriff's Office, Prosecutor, Community Corrections,
Circuit and District Courts, Chiefs of Police, Health Division/Substance Abuse Services, Consum er
and Advocacy Representatives, surrounding counties, etc. Local law enforcement officers are
being trained how to handle individuals with serious mental illnesses, to either avoid or reduce jail
stays by moving them directly to treatment through commun ity-based and support services. A
mobile crisis team is also available for assistance. Since training began in May 2004, 876 officers
have been trained and there have been 17 successful diversions.
Ms. Russell summarized the operations and programs of the Sheriff's Office, also as outlined in the
presentation material. She noted that the Sheriff's Office has been trying to implement a Jail
Diversion Program for many years and this is a large step forward. A generic policy and procedure
is being developed for use by police departments. Ms. Russell also noted that she would like to see
creation of a database to allow law enforcement officers on the street to reference whether a person
was or is in the system but that this may be difficult considering HIP AA requirements.
Mr. Allen explained that four of CMH's six core agencies are on the same database system and that
they are looking at the HIPAA privacy issue. Mr. Daddow and Commissioner Zack are assisting in
contacting police departments to encourage training. As training goes forward, results will be shared
with other police departments.
Commissioner Zack thanked Mr. Allen and Ms. Russell for their efforts in developing this program.
She commented that it has taken some effort to get law enforceme nt agencies to buy into the
program. Promotion of the program to police departments will be ongoing even after training has
occurred. Easter Seals has developed a promotional poster for the program to be displayed in
police stations. The poster includes endorsements by the Police Chiefs Association, CMH, the
Prosecuting Attorney, and the Sheriff's Deputies Association. Commissioner Zack also noted that
May is Mental Health Month and that Easter Seals will be doing a series of public service
announcements. A show regarding the Jail Diversion Program will be televised on May 14.
To assist in support of the program, Commissioner Potter asked that commissioners be notified
when training has been scheduled for their communities.
