He stated that he is a Councilman for the Village of Beverly Hills, and he asked for the committee’s support in appointing him to the FOC - CAC. Mr. Reisdorf introduced himself as an applicant for the FOC -CAC, for the Attorney practicing Family Law seat. He stated that he has been an attorney for 27 years in the specialty for the Friend of the Court, so to speak. He is a family law practitioner, and he ran for judge a couple years ago. He stated that he would do his best, if the General Government Committee would see fit to appoint him to the FOC-CAC. APPROVAL OF THE PREVIOUS MINUTES Molnar moved approval of the minutes of April 18, 2005, as printed. Supported by Wilson. Motion carried on a voice vote. AGENDA ITEMS 1. WATERFORD DISTRICT COURT – PRELIMINARY COST ANALYSIS At the end of 2004, Oakland County was approached by representatives of Waterford Township to look at the possibility of the County accepting the operating responsibility for the Township’s District Court. If the transfer were to occur, the Township’s District Court would become a division within the County’s 52nd District Court. In the early part of 2005 a resolution was passed, MR #05024, which created a study group to investigate the potent ial transfer. The study group consisted of Waterford Township administration, representatives from the District Court, the Board of Commissioners and County administration, and they were required to report on their findings to the General Government Committee within 60 days after passage of the resolution. Oakland County’s Department of Management and Budget and representatives from Waterford Township prepared the analysis submitted to this committee. The report indicates that if the Waterford Township District Court were transferred to Oakland County, there would be a $933,400 additional appropriation for Oakland County to undertake for this court alone, and that does not include analysis on the facility. Crawford moved approval of the attached sugges ted resolution. Supported by Long. Motion carried on a voice vote. 2. MR #05080 – BOARD OF COMMISSIONERS – HOLOCAUST REMEMBRANCE The resolution reflects that the Oakland County Board of Commissioners observes the Holocaust Remembrance and applauds the leadership of the Honorable Edward Sosnick, his judicial colleagues, lawyers, public officials and other sponsoring groups in presenting “Examining the Rule of Law: Lessons from the Holocaust for America Today”. The resolution also reflects that the Oakland County Board of Commissioners encourages individuals, educational institutions, and social, community, religious, labor and business organizations to remember what can happen when bigotry, indifference and hatred are tolerated in a civilized society . Kowall moved to report to the full board with the recommendation that the resolution be GENERAL GOVERNMENT COMMITTEE Page 3 May 2, 2005 adopted. Supported by Coulter. Motion carried on a roll call vote with Gregory absent. 3. DEPARTMENT OF CENTRAL SERVICES – OAKLAND COUNTY INTERNATIONAL AIRPORT – 2005 GRANT PROGRAM ACCEPTANCE – CONSTRUCTION OF NORTH HANGAR AREA (PHASE II) The Michigan Department of Transportation awarded the County of Oakland $120,500.00 in grant funding, which includes a local grant match of $12,050.00. The amount for the local grant match is available in the Airport Capital Fund. The funds are to be used for Phase II of the construction of the north hangar area. The resolution authorizes the acceptance of this grant and authorizes the Chairperson of the Oakland County Board of Commissioners to execute the grant contract. Crawford moved approval of the attached suggested resolution. Supported by Kowall. Motion carried on a roll call vote with Gregory absent. 4. DEPARTMENT OF INFORMATION TECHNOLOGY – SECOND QUARTER 2005 DEVELOPMENT APPROPRIATION TRANSFER Every quarter the Department of Information Technology submits a report with all data processing costs, which is incorporated as a single appropriation within the non -departmental budget, and then an amount equal to the actual expense is transferred to the user department with a summary report to the Finance Committee. The Department of Information Technology has determined the Second Quarter 2005 data processing development charges to be $964,063.17 and the imaging development charge to be $37,451.19 for the General Fund/General Purpose County departments. The resolution reflects that the Oakland County Board of Commissioners has reviewed the Second Quarter 2005 Data Processing Development Report and approves the Second Quarter appropriation transfer as specified on the attached schedule. Long moved approval of the attached suggested resolution. Supported by Molnar. Motion carried on a roll call vote with Gregory absent. 5. DEPARTMENT OF INFORMATION TECHNOLOGY – 2005/2006 MASTER PLAN QUARTERLY STATUS EXECUTIVE SUMMARY The Master Plan Quarterly Status Executive Summary is an overview of the projects contained in the 2005-2006 Master Plan, and it is updated quarterly for the Board of Commissioners’ review. The summary details actual hours worked and a project completion date. This particular summary shows 120 Enhancement and New Development projects on the 2005 -2006 Master Plan. Of these projects, 15 are completed, 59 are in-process and 46 have not been started . As of April 1, 2005, 34,475 hours of Information Technology labor have been expended on project -based work. Mr. Bertolini gave a brief overview of the Master Plan Quarterly Status Executive Summary. Mr. Bertolini was asked to give a brief update of th e Wireless Oakland Program. The Wireless Request for Quote was sent out, so the first deadline has been met. They received requests from 17 municipalities, and they have additional ones that were not received by the deadline. However, GENERAL GOVERNMENT COMMITTEE Page 4 May 2, 2005 they have offered that timeline to be pushed out an additional week to May 6 th, to accept more requests. There has been tremendous response to the point where Information Technology has developed maps that indicate the communities in Oakland County that are interested in t his program. A number of local municipalities are putting together their proposals. By the end of June, private partners will make proposals to the County, and the County will decide which municipalities would participate in the Wireless Oakland Program. At the same time, the County will decide on pilot programs. If there are a large number of communities interested in participating in the pilot program, there may be several pilot projects, depending on the needs and the availability of the private sector. There will be a demonstration project in September of 2005, and they are working on details right now. Everything is going very well with the project. Businesses are offering the County to use their buildings. The goal is to have the selections of communities made by late July, early August. Chairperson Patterson requested that Mr. Bertolini give a progress report to the General Government Committee at the June 6, 2005 meeting. Crawford moved to receive and file the Information Technology 2005/2006 Master Plan Quarterly Status Executive Summary. Supported by Long. Motion carried on a voice vote. 6. BOARD OF COMMISSIONERS – APPOINTMENTS TO THE FRIEND OF THE COURT CITIZENS ADVISORY COMMITTEE The General Public and the Attorney Practicing Fami ly Law seats were being considered today. The seats have been vacant since June of 2004. The General Government Committee had received one application for the General Public seat and three for the Attorney Practicing Family Law seat by the posted deadline. Two other applications were received; however, the wrong application was submitted. The correct applications were then mailed to the two individuals, but they didn’t have time to return by the deadline. Crawford moved to set up interviews with the six (6) individuals who had applied, which includes the two (2) individuals who missed the deadline because they submitted an incorrect application, for May 16th, starting at 3:00 p.m. allowing ten (10) minutes for each individual. Supported by Melton. Motion carried on a roll call vote with Wilson voting no and Gregory absent. COMMUNICATIONS A. OTHER BUSINESS/ADJOURNMENT Commissioner Wilson requested that the Friend of the Court Citizens Advisory Committee submit the last six months of minutes to the General Government Committee.
