Mr. Sy Freilich spoke on behalf of a point -of-sale septic inspection ordinance of which he understood to be on the agenda today. Dr. Gordon explained that it would be brought to the General Government Committee in the near future once th e County Executive Administrative staff has reviewed and authorized it. Chairperson Patterson suggested that Mr. Freilich call the Board of Commissioners office a week before future meetings of the General Government Committee to find out if the point-of-sale septic inspection ordinance would be on the agenda. APPROVAL OF THE PREVIOUS MINUTES Crawford moved approval of the minutes of May 2, 2005, as printed. Supported by Kowall. Motion carried on a voice vote. AGENDA ITEMS 1. DEPARTMENT OF INFORMATION TECHNOLOGY – REVISION OF @CCESS OAKLAND MASTER FEE STRUCTURE TO ADD SURVEY OAKLAND The resolution authorizes a revision to the @ccess Oakland Master Fee Structure adding a new product called Survey Oakland which is designed to facilitate easy access t o Oakland County survey data. The service would be provided to licensed land surveyors and other related licensed professionals. Commissioner Melton made a request that in the future the Department of Information Technology could also include the development cost and number of hours it takes to add a new product to the @ccess Oakland Master Fee Structure. Kowall moved approval of the attached suggested resolution. Supported by Coulter. Motion carried on a roll call vote with Long and Hatchett absent . 3. INTERVIEWS FOR APPOINTMENTS TO THE FRIEND OF THE COURT CITIZENS ADVISORY COMMITTEE Mr. Taylor, General Public Applicant for the FOC-CAC, had asked to be interviewed sooner as he had a conflict with his schedule. Mr. Taylor was interviewed at 2:19 p.m. until 2:30 p.m. During the interview, it was determined that Mr. Taylor did not qualify for the General Public position, as he could serve on the committee in the capacity of Custodial Parent Representative. Therefore, his application was withdrawn from consideration today, but he will be considered in June when applications will be accepted for the Custodial Parent Representative seat. A new press release for the General Public seat will be sent to the media to acquire qualified applicants to be considered at the June 20, 2005 meeting. 2. MR #05091 – BOARD OF COMMISSIONERS – 2005 WEST NILE VIRUS FUND DISBURSEMENT The resolution authorizes the continuation of the West Nile Virus Fund and supports the Oakland County Executive and Oakland County Health Division plans to distribute $500,000 to assist cities, GENERAL GOVERNMENT COMMITTEE Page 3 May 16, 2005 villages and townships with mosquito control measures. Coulter moved to report to the full Board with the recommendation that the resolution be adopted. Supported by Gregory. Crawford moved to report to the full Board with the recommendation that the resolution be amended, as follows: 1. Amend the 5th WHEREAS, as follows: WHEREAS the Oakland County Health Division has undertaken an informational program to educate residents about personal protection measures to reduce contact with mosquitoes and has recommended public health measures, which involve the elimination of larval habitats, larviciding and if needed, the limited use of focused spraying of insecticides to kill adult mosquitoes for implementation throughout Oakland County; and 2. Amend the 7th WHEREAS, as follows: WHEREAS the concentrated outbreak of West Nile Virus cases in Oakland County merits instituting proactive public health measures, such as personal protection, habitat eradication, larviciding and if needed, the limited use of focused mosquito spraying, to reduce the population of infected mosquitoes in the environment; and Supported by Wilson. Motion to amend carried on a roll call vote with Long absent. Main motion, as amended, carried on a roll call vote with Long absent. 3. INTERVIEWS FOR APPOINTMENTS TO THE FRIEND OF THE COURT CITIZENS ADVISORY COMMITTEE Mr. Sheldon Larky submitted a letter on May 11, 2005, withdrawing his application from consideration for the Family Law Practice Attorney seat. Mr. Henry Gornbein had requested to be interviewed in the 3:10 p.m. time slot, taking Mr. Larky’s place. Mr. Berlin, Mr. Gornbein, Mr. Willis and Mr. Reisdorf were all interviewed for the Attorney Practicing in Family Law se at on the Friend of the Court Citizens Advisory Committee (FOC-CAC). There was discussion among the committee members about each candidate. Crawford moved to report to the full Board with the recommendation that William Berlin be appointed to the Friend of the Court Citizens Advisory Committee as the Attorney Practicing in Family Law. Supported by Kowall. Motion carried on a roll call vote with Hatchett and Molnar voting no, and Long absent. COMMUNICATIONS A. March 30, 2005 – Oakland Livingston Human Service Agency Board of Directors Meeting Minutes B. Resolution No. 1519 of the City Council of the City of Eastpointe of Macomb County GENERAL GOVERNMENT COMMITTEE Page 4 May 16, 2005 Nominating Eight Mile Road as a Michigan Heritage Route C. Meeting Minutes of Friend of the Court Citizens Advisory Committee from Last Six Months, as Requested – January 16, 2005, February 23, 2005 & March 23, 2005 Crawford moved to receive and file the Communications. Supported by Wilson. Motion carried on a voice vote. OTHER BUSINESS/ADJOURNMENT Mr. Borngesser, CEO, Oakland Livingston Human Service Agency, thanked the General Government Committee for supporting the continuation of the Community Services Block Grant. He stated that last week the House did decide to restore $6 million in funding. Commissioner Melton expressed his wish to obtain a current copy of the Senior Advisory Council members, and Commissioner Hatchett requested the list to include the attendance records. Lynn Alexander will be contacted to get the information to submit to all 25 Oakland County Commissioners.
