It has passed the Senate and will be going to the House. Michigan could receive $1.6 billion over the next six years. ANALYSIS OF REVENUES GENERATED FROM GENESEE COUNTY CONTRACT FOR AUTOPSIES PERFORMED BY OAKLAND COUNTY MEDICAL EXAMINER'S OFFICE Mr. Gerds reported the total billed amount for FY 2005 is $362,478.23 and the operating budget is $379,316. He feels the department is at the break even point and from this time on all monies generated through this contract will be profit and will be deposited into the County's General Fund. Rogers moved to Receive & File. Supported by Suarez. Motion carried unanimously on a roll call vote. HUMAN RESOURCES DEPARTMENT – SALARY ADMINISTRATION PLAN 2ND QUARTERLY REPORT FOR FY 2005 The 2nd Quarterly Report identifies the job studies conducted and the salary grade changes recommended by the Human Resources Department after completion of their review process. The recommendation is to reclassify two positions, Supervisor – Children's Village Administrative Services from Salary Grade 11 to 12 and the Marke ting Coordinator (Reclassify one position to a new class titled "Market Research Analyst") from Salary Grade 12 to 13, and change the overtime status of the Chief Court Clerk position from non-exempt to exempt. Moss moved approval of the attached suggeste d resolution. Supported by Coleman Motion carried unanimously on a roll call vote. HUMAN RESOURCES – REQUEST TO AUTHORIZE AN OPTIONAL SUPPLEMENTARY INCENTIVE FOR THE DEPUTY FORENSIC PATHOLOGIST POSITION MR #01200 created an "Optional Supplementary Incentive" for new hires for difficult to recruit positions. Two candidates have applied for the position of Deputy Forensic Pathologist and Human Resources is requesting authorization to offer an incentive bonus of $5,000 to help offset some of the costs associated with relocation. The Department of Management and Budget has verified funding is available in the Medical Examiners Department current salary budget to cover the cost of this request. Coleman moved approval of the request to offer a $5,000 incen tive bonus for the position of Deputy Forensic Pathologist. Supported by Patterson. Motion carried on a unanimous roll call vote. Personnel Committee Page 3 May 18, 2005 HUMAN RESOURCES CALENDAR FOR FY 2006 BUDGET PROCESS An outline of the budget process was discussed. The budget process began in January. The County Executive requested departments to submit a zero-based budget and provide justification for every line item in their budget and for any positions they are requesting. The County Executive will be notifying departments of his recommendations this week. At this time there appears to be an $18,000,000 deficit. The County Executive has met with Directors and has requested elected officials to review their requests and prioritize in an effort to reduce the deficit. The decision of the Personnel Committee is to request all Departments requesting new positions to present their requests to the Committee for evaluation. In addition to the three meeting dates, July 13th, August 10th and 24th the Committee scheduled July 26th at 9:30 and changed the time from 9:30 a.m. to 9:00 a.m. for the August 10 th meeting for Budget hearings. Personnel Committee Page 4 May 18, 2005 D. SUMMER APPLICATION STATISTICS Commissioner Hatchett requested additional information. The statistics indicate there were 394 applications from Pontiac. The total summer positions available are 614 with a minority goal of 154; she questioned whether female Caucasians were included in the minority total. She was informed female Caucasians were not included in the minority goal. Commissioner Hatchet inquired whether it was possible to designate a percentage of jobs to each Commissioner district (as a ratio of population) to insure each district receives a fair amount of jobs. Human Resources indicated to do that would possibly run into legal issues regarding residency requirements. The summer application list was published on the "O" Drive and departments are free to hire from the list. Commissioner Coleman requested a breakdown of the number of applicants from each district and how many applicants were hired from each district. Human Resources indicated they would return with that information some time in June after the bulk of summer positions were filled. Commissioner Patterson requested the zip codes be included in the breakdown in the future.
