PLANNING AND BUILDING COMMITTEE MEMBERS PRESENT: Charles E. Palmer, Sue Ann Douglas, Jim Nash, Tom Middleton, William D. Molnar, Marcia Gershenson, and Dave Woodward PLANNING AND BUILDING COMMITTEE MEMBERS ABSENT WITH NOTICE: Jeff Potter and Mattie Hatchett OTHERS PRESENT: Drain Commissioner John McCulloch, Drain Commissioner Kevin Larsen, Deputy Drain Commissioner Board of Commissioners Sheryl Mitchell, BOC Senior Analyst Nancy Wenzel, Committee Coordinator DRAIN COMMISSIONER – ALLIANCE OF ROUGE COMMUNITIES Mr. McCulloch explained Oakland County has particip ated in the Rouge River Watershed Local Management Assembly since inception to build the foundation of an interim watershed organization of local community representatives within the Rouge River Watershed for long -term planning and funding to support the required storm water management activities. Wayne County through the Rouge River National Wet Weather Demonstration Project has provided federal grants to address combined sewer overflows, sanitary sewer overflows and storm water management. For 2003 -2004 there was no financial obligation of the County to join and participate other than in -kind administrative services. Several of the Rouge River Watershed communities supported the adoption of legislation that would authorize local governments to form "Wat ershed Alliances". The first step in transitioning from the Rouge River Watershed Local Management Assembly to an Alliance of Rouge Communities is the adoption of by-laws. The Drain Commissioner recommends Oakland County participate in the Alliance provided that in the event the Alliance determines it is necessary to assess counties, and the counties decline to appropriate funds for such as assessment, the County shall become a non -voting Cooperative Partner in the Assembly. Middleton moved approval of the attached suggested resolution. Supported by Molnar. Motion carried on a roll call vote Palmer, Douglas, Middleton and Molnar – yes Nash, Gershenson and Woodward – no.
