Supported by Moss. PUBLIC COMMENT None. SHERIFF'S DEPARTMENT AND HEALTH & HUMAN SERVICES DEPARTMENT/HEALTH DIVISION – FY 2005 JAIL ALLIANCE WITH SUPPORT FOR INMATES WITH CO -OCCURRING DISORDERS GRANT AMENDMENT #1 The County was awarded the FY 2005 Jail Alliance with Support for Inmates with Co - occurring Disorders Grant in the amount of $291,910, with a County match of $72,978, for the period of October 1, 2004 through September 30, 2005. The grant currently provides funding for one Inmate Caseworker and one PTNE Inmate Substance Abuse Technician position in the Sheriff's Office/Corrective Services Div ision/ Inmate Program Services Unit and one substance Abuse Program Analyst position in the Health & Human Services Department/Health Division/Substance Abuse Unit. The Michigan Department of Community Health has authorized an amendment to the initial budget to utilize the psychiatric contractual services allocation of $98,000 to support the program with additional positions. The requested positions are: one Special Revenue 1,000 hr/yr. PTNE Inmate Caseworker position in the Sheriff's Office/Corrective Services Division/Inmate Program Services Unit; and one Special Revenue full -time eligible Substance Abuse Program Analyst position in the Health & Human Services Department/Health Division/Substance Abuse Unit. No positions are to be filled, nor expenditures authorized, until a grant agreement is fully executed with the County's obligation limited to the grant - funding period. Patterson moved the Personnel Committee Report to the Board with the recommendation the above-mentioned Resolution be adopted. Supported by Nash. Motion carried unanimously on a roll call vote with Middleton, Coleman and Rogers absent. 2004 AFFIRMATIVE ACTION REPORT Human Resources distributed corrected copies of pages 5, 6, 7, 8, 58 and 59. The goals cited in the report were established using information from the 1990 census. Human Resources will be utilizing the 2000 census data to update goals for future reports. The County is committed to a goal of having its workforce of females and minorities equal to the representation in the civilian labor market. In 2004, 54.7% of the work force was female and 13.5% were minorities compared to the 2003 statistics of 54.3% female and 13.4% minority. However, the County did not meet its Affirmative Action goals for females in the category of Protective Service Workers or minorities in the categories of: Office and Administrators, Professionals, Technicians, Protective Service Workers, Skilled Craft Workers or Service/Maintenance. Hatchett moved to Receive & File. Supported by Suarez. Motion carried on a voice vote. OTHER BUSINESS/ADJOURNMENT FISCAL YEAR 2006 CLASSIFICATION AND SALARY ISSUES Replacement Reports for Committee consideration were distributed on yellow paper. Chairperson Jamian explained the numbers were not changed, just clarification of where and from whom the information was acquired. The three Reports for Committee action are: Recommended 2006 Salary Increase for County Commissioners Recommended Fiscal Year 2006 Salary Increase for County Executive, Prosecuting Attorney, County Clerk/Register of Deeds, Drain Commissioner, Sheriff and County Treasurer Recommended FY 2006 General Salary Increases The County Executive is recommending a 2% general salary increase, effective October 1, 2005 for most non-represented classifications. Suarez moved the Personnel Committee Report to the Board with the recommendation the above-mentioned Reports be accepted. Supported by Patterson. Patterson withdrew support. Suarez withdrew the motion. Scott moved the Personnel Committee Report to the Board with the recommendation the Reports on recommended salary increase for elected officials and general salary increase be accepted. Supported by Suarez. Motion failed on a roll call vote: Jamian, Moss, Patterson, Hatchett and Nash – no Scott and Suarez – yes Middleton, Coleman and Rogers – absent Hatchett moved to accept all three Reports. Supported by Nash Motion carried on a roll call vote: Jamian, Moss, Patterson, Hatchett and Nash – yes Scott and Suarez – no Middleton, Coleman and Rogers - absent Personnel Committee Page 4 July 13, 2005 FY 06 BUDGET RECOMMENDATION It has been determined that a significant $18 million FY 2006 budget challenge exists. This "challenge" essentially represents the difference between the Board approved FY 2006 Budget Plan and the amount needed to fund new position requests, newly requested line - item increases, cost of living adjustments, actuarially-mandated retiree health care funding obligations and state-mandated child care funding obligations. The County Executive recommends approval of only those new positions where funding offsets exist to fully cover the cost of the position on an on-going basis. Only 6 GF/GP positions and 5 SR/PR positions met this test of cost neutrality. Chairperson Jamian requested this item be put on the list. Chairperson Jamian stated there was no need to hold the extra Committee meeting scheduled for July 26, 2005 and cancelled the meeting. There was no objection. 52nd DISTRICT COURT POSITION REQUESTS 52nd District Court/Administration The County Executive is recommending the creation of one GF/GP PTNE 1,600 hrs. /yr. Substitute District Court Recorder. The cancellation of professional service contracts will provide the funding for this position. 52-2 Clarkston/Probation The County Executive is recommending the creation of one PTNE 1,400 hrs. /yr. GF/GP Probation Investigator position to be offset by transferring funds from the Training & Psychological & Medical Examinations to the Salary and Fringes line item. 52-3 Rochester Hills/Probation The County Executive is recommending the creation of two GF/GP 1,000 hrs. /yr. PTNE Probation Investigator positions and one GF/GP 900 hrs. /yr. PTNE Probation Investigator. Transferring funds from the Training & Psychological & Medi cal Examinations to the Salary and Fringes line item will offset the cost of these positions. 52-4 Troy/Probation The County Executive is recommending the creation of one GF/GP 500 hrs./yr. PTNE Probation Investigator. Transferring funds from the Training & Psychological & Medical Examinations to the Salary and Fringes line item will offset the cost of this position. Mr. VerPloeg indicated the 52nd District Courts were in agreement with the County Executive's recommendations. Personnel Committee Page 5 July 13, 2005 Judge MacKenzie, of the 52-1 District Court, indicated he would be requesting a change of funding for one SR Probation Officer I position during the FY 07 -budget process. Grant funding currently funds the position, the request would be to fund the position from the General Fund. At this time the County Executive is not recommending this change. SHERIFF DEPARTMENT POSITION REQUESTS Sheriff Bouchard indicated he is in agreement with the County Executive's recommendation. PROSECUTING ATTORNEY POSITION REQUESTS The Prosecuting Attorney is requesting the creation of one GF/GP Assistant Prosecutor IV position to replace one currently grant-funded Assistant Prosecutor IV position terminating on September 30, 2005. He is also requesting to change one partially grant funded SR Probation Officer I (Teen Court Coordinator) position to a fully funded GF/GP position and to change the funding for one grant funded SR Assistant Prosecutor II position (Narcotics Task Force unit) to GF/GP funded. The County Executive is not recommending any of these requests. Hatchett requested this item be put on the list.
