Chairperson Potter called the meeting of the Public Services Committee to order at 1:38
p.m., in Committee Room A, Commissioners’ Wing, County Service Center, Pontiac,
Michigan.

1. PUBLIC SERVICES/MEDICAL EXAMINER – CONTINUATION OF AN INTERLOCAL
AGREEMENT TO PROVIDE GENESEE COUNTY MEDICAL EXAMINER SERVICES
The resolution authorizes the extension of the original Joint Operating Agreement between
the County of Genesee and the County of Oakland for a one -year period beginning on or
about September 28, 2005. Future level of service, including personnel, would be
contingent upon sufficient revenue generated from the Genesee County contract to cover
the costs of the positions created by Miscellaneous Resolution #04254. T he Medical
Examiner would continue to report the revenue and/or losses generated from the contract
over the next 12 months, on a biannual basis, to the Finance and Public Services
Committees for review. At today’s meeting, Mr. Gerds had produced an Analys is of
Revenues Generated from the Genesee Contract for Autopsies Performed by the Oakland
County Medical Examiner’s Office from October 04 through August 05.
Suarez moved approval of the attached suggested resolution. Supported by Zack.
Motion carried unanimously on a roll call vote.
2. SHERIFF’S OFFICE – FY 2005 BULLETPROOF VEST PARTNERSHIP PROGRAM
GRANT ACCEPTANCE
The U.S. Department of Justice, Bureau of Justice Assistance Programs, awarded the
Sheriff’s Office $37,932 in grant funding for the per iod of October 1, 2004 through
September 30, 2005. The money would go toward reimbursement of costs incurred by the
Sheriff’s Office for the purchase of approved bulletproof vests for officers. This is the third
year that the Federal Government has offered a Bulletproof Vest Partnership Program
Grant.
Zack moved approval of the attached suggested resolution. Supported by Gregory.
Motion carried unanimously on a roll call vote.
3. PROSECUTING ATTORNEY – FY 2006 CRIME VICTIM SERVICES GRANT
ACCEPTANCE
The State of Michigan, Department of Community Health awarded the Oakland County
Office of the Prosecuting Attorney Victims Services $187,100 in grant funding for the period
of October 1, 2005 through September 30, 2006. This is the 14 th year of grant funding for
this program. There is no County match required for this grant. The purpose of this grant
is to expand and enhance local services available to crime victims regarding their safety,
rights, dignity and healthy recovery. The money would be used for continued funding of
salaries, supplies and materials for three Victim Advocate positions and one Victim Rights
Leader position.
Scott moved approval of the attached suggested resolution. Supported by Kowall.

4. PROSECUTING ATTORNEY – FY 2006 VICTIMS OF CRIME ACTS (VOCA) GRANT
ACCEPTANCE
The State of Michigan, Department of Community Health, awarded the Oakland County
Office of the Prosecuting Attorney $125,740 in grant funding for the Victims of Crime Acts

program, which includes $100,592 form the State and a required County match of $25,148.
The period of this grant would be October 1, 2005 through September 30, 2006. The
purpose of this grant is to expand and enhance local services available to crime victims
regarding their safety, rights, dignity and healthy recovery.
Suarez moved approval of the attached suggested resolution. Supported by Molnar.
Middleton moved to amend the 6th WHEREAS paragraph by splitting it into two
WHEREAS paragraphs, as follows:
WHEREAS the County contribution includes voluntary part -time Victim Advocate
Intern positions; and
WHEREAS the grant continueds funding of salaries and fringe benefits for two (2)
Victim Advocate positions (#41101-09398, #41101-09647); and
Supported by Suarez.
Motion carried unanimously on a roll call vote.
INFORMATIONAL ITEMS
A. Sheriff’s Office – CY 2006 Auto Theft Prevention Authority (ATPA) Grant Applicaiton
B. Circuit Court/Friend of the Court – FY 2006 Access and Visitation Grant Application
C. Sheriff’s Office – FY 2006 Secondary Road Patrol and Traffic Accident Prevention
Program Grant Application
In regards to Item #A, Mr. Cunningham mentioned that the Sheriff’s Office was informed
that there may be more money available for the CY 2006 Auto Theft Prevention Authority
(ATPA) Grant. As of today, the Sheriff’s Office is submitting an amendment to the current
grant application, and if it goes through, they will present an amendment to the committee.
Douglas moved to receive and file the Informational Items. Supported by Scott.
Motion carried on a voice vote.
OTHER BUSINESS/ADJOURNMENT
Chairperson Potter mentioned that in light of the major disaster in the south that Hurricane
Katrina caused, there has been questions raised as to what Oakland County Emergency
Response and Preparedness is doing to prepare Oakland County communities in the event
a major disaster happened. Chairperson Potter stated that if there were no objections, he
would like to invite Mike Sturm and his associates to a future Public Services Committee
meeting to address questions and concerns from the commissioners. Commissioner Zack
suggested a tour might be part of this, too. Chairperson Potter suggested that other
commissioners, who are not on the Public Ser vices Committee, be invited to attend this
future meeting as well. He requested that if the commissioners have questions they want
to address, that they could bring them to Harvey Wedell’s attention prior to this meeting.
Mr. Cunningham mentioned that there is a Civil Emergency Response Team (CERT)

whereby citizens are trained for situations such as this.
There being no further business to come before the Committee, the meeting was adjourned
at 2:06 p.m.
